DEPARTMENT OF THE NAVY

NAVSUP FLEET LOGISTICS CENTER NORFOLK

700 ROBBINS AVE, BLDG 2B

PHILADELPHIA, PA 19111-5083

IN REPLY REFER TO

J&A #18-018

JUSTIFICATION AND APPROVAL

FOR USE OF SOLE SOURCE

1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY.

The requiring activity is the Naval Foundry and Propeller Center (NRPC); the contracting activity is the NAVSUP Fleet Logistics Center Norfolk, Contracting Department; Philadelphia Office.

2. Description of the Action Being Approved.

Award of a contract on a sole source basis for technical assistance with the removal, rebuild/repair, re-installation, and integration of NFPC’s MasterHead Ram Ingersoll profiling machine (serial number #27469) from Ingersoll Machine Tool Incorporated (Ingersoll).

3. Description of Supplies/Services.

NFPC’s MasterHead Ram Ingersoll profiling machine (referred to as “the machine” for the remainder of this justification) has been inoperable since November 2017. The scope of the resultant contract will include an entire rebuild/replacement of all inherent devices located within the machine at Ingersoll’s repair facility located in Rockford, Illinois. The machines houses pneumatic, electrical, electronic, and hydraulic systems along with various bearings, gears, Heidenhain feedback devices, rotary union, motors, and an infinite 360 degree rotational electrical slip ring. This effort will include repairs to return the machine to operability and proactive steps to replace outdated and discontinued parts with new technologies in an effort to extend the longevity of the machine. NFPC’s schedule dictates that they must keep the machine in service for at least three more years; therefore, these repairs and proactive steps are necessary to meet this scehdule.

The total estimated value of this requirement is . This estimate includes the parts and labor to rebuild the machine, excluding a new slip ring that will be provided by the government, and the replacement of all fluid and electrical connectors. This estimate does not include the shipping of the machine to and from Ingersoll’s repair facility or the disposal of the original equipment. The Government will perform these tasks. FY18 Operations and Maintenance, Navy funding has been provided to fund this requirement.

The resultant requirement will be completed in phases. Upon receipt of award, the contractor will order the long lead parts required, which will take up to thirty-six (36) weeks. When the parts are received, the machine will be disassembled and shipped, which will take up to three (3) weeks.

Upon delivery to the contractor’s facility, the contractor will repair and test the machine, which will take up to ten (10) weeks. It will take an additional three (3) weeks to disassemble and ship the machine back to the Government location where it will be tested again. It is anticipated that all phases will be completed within 52 weeks of award. Required delivery date is as soon as possible to allow the machine to return to full functionality.

4. Statutory Authority Permitting SOLE SOURCE.

41 USC 1901(e)(2) - a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a).

5. Rationale Justifying Use of Cited Statutory Authority.

NFPC requires outside vendor support by Ingersoll to remove, rebuild, re-install, and eventual re-integration of SU-12’s Multi-Axis Profiling Machine MASTERRAM. The Government has not been able to complete the necessary repairs in-house. Furthermore, market research conducted by the requiring activity found that the purchase of a new machine would be exponentially more expensive than rebuilding the existing machine.

As the Original Equipment Manufacturer, Ingersoll has the technical expertise and proprietary knowledge to properly and effectively refurbish this machine back to original specifications in addition to updating certain components to reflect currently available technologies. The machine houses several sub-systems; hydraulic, electronic, electrical, pneumatic, along with hundreds of parts including the specialized torque tube, rotary union, electrical slip ring (provide by NFPC), bearings, seals, Otto Dunkel plug assembly, seals, o-rings, and the high-pressure SU-grippers.

Following re-installation, geometry, squareness, perpendicularity of the “C-Z” plane, plumb, and tool point offset angles will be checked. This, in addition to the Macro driven, tool change cycles, SU-drop/pick cycles, and spindle drive orient functions that require access to OEM software ladder logic, M-Codes, and G-Codes tables will enable full functionality system integration.

The shear complexity of the overall scope of this project and the required successful re-implementation of the machine precludes any other vendor from even attempting it. Furthermore, the system prints and schematics are proprietary information belonging to Ingersoll. It would not be possible for another company to successfully repair the machine without access to this proprietary information. Since Ingersoll is the most qualified, technically proficient, and has the proprietary wherewithal, they have been determined to be the only contractor capable of meeting this requirement. Ingersoll has previously performed repairs in similar situations and their support has exceeded Government expectations with respects to quality, workmanship, and timeliness in returning repaired components to full functionality. Since the machine’s 1992 inception, they have successfully performed similar operations of removing and re-installing the machine back to the original machine specifications. While those repairs were not as substantial, they successfully extended the full functionality and useful life of the machine up until now.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

NFPC maintains in-depth knowledge of the machine. This includes insight into the repairs necessary to return the machine to operability and the contractors capable of accomplishing this.

Based on its knowledge and expertise, NFPC has determined that no companies other than Ingersoll have the knowledge and technical capability required to provide the necessary support.

This determination was confirmed by the Government’s market research, which included reviewing recent requirements posted in Federal Business Opportunities (FBO).

The Contracting Officer intends to post a combined synopsis/solicitation outlining the details of the requirement to FBO upon the approval of this Justification and Approval. A redacted copy of this Justification and Approval will be included with the combined synopsis/solicitation posting.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office has no plans at this time to compete future contacts for the types of supplies/services covered by this document. In addition, market research conducted by the requiring activity found that the purchase of a new machine would be exponentially more expensive than rebuilding the existing machine and would take significantly longer than completing the required repairs. Furthermore, since the requirement includes both the repair of broken parts and the rebuild of outdated parts, the contracting office does not anticipate future requirements for this support. This requirement includes proactive steps in an effort to keep the machine operable for at least three years. If another potential source emerges or additional repairs are necessary, NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office will assess whether competition for future requirements is feasible.

9. CONTRACTING POINT OF CONTACT

The point of contact at NAVSUP Fleet Logistics Center Norfolk, Contracting Department;

Philadelphia Office is Danielle Udinson, Code 280.1F at 215-697-9584 or danielle.udinson@navy.mil.
