STATEMENT OF WORK
For Cisco Server Training, N00189-18-Q-0374
1. SCOPE
To provide the Naval Computer and Telecommunications Station Hampton Roads (NCTS HRDS) Video Operation Center with customized, engineering level training in Cisco system essential topics as listed herein, at an offsite location within 25 miles of the NCTS facility.
2. BACKGROUND
The NCTS HRDS is scheduled in FY19 to receive the installation/upgrade of a new Cisco Meeting Server (CMS) Bridge and TelePresence Management Suite (TMS) server within the existing Cisco Unified Communications Manager (CUCM) network. The quantity and quality of conferences performed daily demand thorough and rapid preparation of Information Assurance Technicians and other critical personnel in advance of the upgrade. Training is required for key personnel in implementing, using, and troubleshooting the new technology in order to support continuous, smooth operations and maintain a consistently high mission success rate after upgrade.
3. REQUIREMENTS
3.1. Instructor(s) shall provide a venue within commuting distance of the NCTS HRDS facility and all necessary equipment, network connectivity, online access to curriculum, and learning materials to train attendees over a period not to exceed 10 business days. Exception: attendees to provide personal equipment, such as laptops and/or personal storage devices as required.
3.2. The method of delivery shall be instructor led in-class presentation to be scheduled as two, five-day sessions with up to four participants per session. Each session shall include all required content and consist of five, 8-hour days of instruction with one-hour lunch break daily.
3.3. Period of Performance shall begin within 30 days of award and end within 10 business days, excluding any federal holiday(s), after commencement.
3.4. Instructor(s) shall possess certification in the following Cisco systems: Cisco Unified Communications Manager (CUCM), Cisco Meeting Server (CMS), and TelePresence Management suite (TMS); and shall provide customized instruction and deliver the required content to as many as eight NCTS HRDS attendees in the essential courses listed below.
3.5 Essential Courses

4. INSTRUCTOR POINT OF CONTACT – Shall be provided by contractor at time of award.
5. NCTS HRDS POINT OF CONTACT – Shall be provided by Government at time of award.
6. NCTS HRDS ATTENDEES (8 MAX) – Shall be provided by Government at time of award.
7. ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA)
The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for signal analysis lab support services via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;
(5) S, Utilities ONLY;
(6) V, Freight and Shipping ONLY.
The contractor is required to completely fill in all required data fields using the following web address https://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
