The NAVSUP Fleet Logistics Center (FLC) Norfolk Philadelphia Office intends to solicit, on an unrestricted, full and open competitive basis, for the procurement of Technical Assistance for Repairables Processing (TARP) services for NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia. The TARP team was established to improve the processing of repairable components. The resultant contract is intended to provide contractor technical assistance, training and sometimes hands-on work in support of improving and sustaining the Naval logistics pipeline. This includes all areas of Repairables Management, including Container Reuse and Refurbishment Centers (CRRCs); packaging/crating; COSIS Afloat; eRMS; and establishment of Mobile Nodes overseas in such areas as Kuwait, Afghanistan, Thailand, and Korea. The goal of the program is to reduce DLR/SECREP repair costs, reduce retrograde lead-times and increase inventory accuracy.
In support of this procurement and prior to the release of the solicitation, NAVSUP FLC Norfolk Philadelphia Office and NAVSUP WSS Philadelphia will be hosting an INDUSTRY DAY at NAVSUP FLC Norfolk Philadelphia facilities, 700 Robbins Avenue, Bldg. 2B, Philadelphia, PA 19111-5083. Upon receipt and review of the draft PWS, interested parties will be requested to submit any questions related to the PWS to Ms. Regina Magee NLT 25 October 2013 to allow for review by the Government prior to the INDUSTRY DAY.
The resultant contract is expected to be a cost plus fixed fee (CPFF), Indefinite Delivery, Indefinite Quantity (IDIQ), type contract. Support is expected to take place at locations both CONUS and OCONUS. Consequently, travel will be required in support of this requirement. A contract consisting of a base period of twelve (12) months with three (3) one-year options is anticipated. The total level of effort, inclusive of all option years, is estimated at 547,912 hours or 136,978 hours per year.
The applicable North American Industry Classification System (NAICS) Code and small business size standard are 541611 and $14M, respectively. Upon its release, the solicitation will be made available electronically at www.neco.navy.mil. A hard copy of the solicitation WILL NOT be made available. Offerors will be required to submit both cost and technical proposals. All responsible sources may submit a proposal which shall be considered by the NAVSUP FLC Norfolk Philadelphia Office.
