FOR OTHER THAN FULL AND OPEN COMPETITION

1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY:

2. NATURE/DESCRIPTION OF CONTRACT ACTION: This is a non-competitive action submitted for approval to award a sole source contract for Informatica Support Services in support of NCDOC. This requirement will be awarded subject to FAR 13.5 – “Test Program for Certain Commercial Items.”
3. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES: The proposed acquisition is to provide sole source specific Informatica Support to provide Computer Network Defense (CND) services. The services required shall facilitate delivery of Informatica software services and support the NCDOC
Teradata data warehouse environment.
The total estimated dollar value of this acquisition is $460,000.00 for the base period and $2,642,817.87 if all option periods are exercised, including FAR 52.217-8. Funds will be provided incrementally. Initial funds in the amount of $215,043.75 (FY14 O&M,N) have been provided. These funds are not currently available. Accordingly, the resultant contract will be issued subject to the availability of funds. A funding schedule will be identified in the resultant contract.
4. IDENTIFICATION OF STATUTORY AUTHORITY: Section 4202 of the Clinger-Cohen Act of
1996, a sole source acquisition under the authority of the “Test Program for Certain Commercial Items,” as implemented by FAR 13.501(a).
5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF
ACQUISITION: In accordance with NCDOC mission (as the only Navy Computer Network Defense
Service Provider (CNDSP)) to support and defend all Navy networks, NCDOC is required to collect, analyze and mitigate network vulnerabilities from all Navy access points to the Global Information Grid
(GIG). Collected information is stored in the Teradata data warehouse for forensic review and mitigation.

Source Selection Information – FAR 2.101 and 3.104 software while Informatica is the software engine that allows Teradata to function. As the original software developer with proprietary rights to the software code, Informatica is the only source capable of providing the required support services to NCDOC. Therefore, Informatica is the only known source that can meet the Government’s requirement.
The purchase of the original Teradata data warehousing system and supporting Informatica services were sole sourced. If the Government was to not procure Informatica support services, the Government would have to purchase brand new software to replace the Informatica software and a brand new data warehouse because this system does not function without Informatica software. The cost of the new procurement would be in excess of $2.5 million. During the conversion to a new system, the Navy’s networks would be unprotected.
6. GPE ANNOUNCEMENT/POTENTIAL SOURCES: The synopsis required by FAR 5.201 will be published on the Government-wide point of entry as intent to negotiate on a sole source basis to
Informatica, 100 Cardinal Way, Redwood City, CA 94063.
7. DETERMINATION OF FAIR AND REASONABLE COST/PRICE: A determination of fair and reasonableness of price will be based on the Procuring Contracting Officer’s price analysis of the contractor’s quote and/or a comparison of previous pricing history or published price list of the same or similar items in accordance with FAR 13.106-3.
8. DESCRIPTION OF MARKET SURVEY: NCDOC and FLCN both conducted market research through discussions with the requiring activity, internet searches, and discussions with Informatica.
Market research corroborated that Informatica is the only source that can provide the required services.
9. ANY OTHER SUPPORTING FACTS: NCDOC presently has Informatica software in use on various classified and unclassified network domains.

11. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION: For the reasons set forth in Paragraph 5, NCDOC has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, FLCN will assess whether competition for future requirements is feasible. All future requirements will be dealt with on a case by case basis.
12. STATEMENT OF DELIVERY REQUIREMENTS: The resultant contract will consist of an initial (base year) contract award, plus four (4) option years. The period of performance for this requirement will be 01 October 2013 through 30 September 2014, with four (4) 12 month option periods.
Initial address is Navy Cyber Defense Operations Command, 1265 Guadalcanal Road Ste 8, Virginia
Beach, VA., 23459. The command will be moving to 112 Lakeview Parkway, Suffolk, VA., 23435 between 01 October 2013 through 31 December 2013.
