Performance Work Statement Navy Cyber Defense Operations Command

Informatica Support Services

1.0 Introduction:

Navy Cyber Defense Operations Command (NCDOC) is acquiring Informatica Support to provide Computer Network Defense (CND) services. NCDOC is required to collect, analyze, and mitigate network vulnerabilities collected from all Navy access points to the Global Information Grid. The collection information is stored in the Teradata data warehouse for forensic review and mitigation. Informatica is the software engine that allows Teradata to function at NCDOC. The services required shall facilitate delivery of Informatica software services and support the NCDOC Teradata data warehouse environment. Support includes one (1) full time, on-site Subject Matter Expert III – Senior Informatica Developer.

2.0 Background

2.1 Places of Performance: NCDOC is moving their facility from Virginia Beach, VA to Suffolk, VA. Therefore, the contractor may be required to work at either location on a day to day basis during the period of 01 October 2013 through 31 December 2013.

2.2 Period of Performance:

The contract will consist of a base period of 12 months and four (4) 12 month option periods, as shown below:

2.3 Security Requirements: Top Secret/Specially Compartmented Information (TS/SCI). DoD 8570.01-M Information Assurance Work Force (IAWF) requirement for this position is IAT Level II; contractor must meet this qualification by the start of the performance period.

2.4 Hours: Contractor personnel shall conform to NCDOC normal operating hours 0630 – 1500.

3.0 Scope:

The contractor shall provide support of Computer Network Defense (CND) operations as follows:

Informatica Technical Services Support:

This position requires a fully qualified Informatica Subject Matter Expert III – Senior Informatica Developer i.e. incumbent must obtain and maintain all requisite proprietary Informatica data warehouse qualifications within 60 days of start date. This position is a day working position. The contractor shall facilitate delivery of Informatica software services and support ISO the NCDOC Teradata data warehouse environment. Additional and amplifying responsibilities include:

• Administer, configure and maintain Teradata / Informatica Sensor Storage solutions, ISO near-term operations.

• Configuration support and maintenance of Teradata/Informatica software and associated peripherals.

• Assist with planning strategies and identifying Navy Computer Network Defense (CND) Data technical and operational storage requirements.

• Provide ongoing coordination support and guidance in the establishment of a storage capability for enterprise CND data.

• Provide guidance with respect to the mechanism in which NCDOC Enterprise CND data will be stored and recalled for analytical services and Cyber Core support.

• Provide subject matter expertise to the NCDOC Capabilities and Development Department Head on Navy Enterprise CND enterprise data management efforts.

• Develop detailed technical and non-technical briefings; provide informational updates to the NCDOC Capabilities and Development Department Head on current/future development and implementation of pending plans and policy to include operational effects and impact.

• Provide specific Extract, Transform, and Load processing information as it relates to NCDOC data sources and their movement to the data warehouse: NIDS, HBSS, SNORT, NMCI, HAWKEYE (IPC, PKI, PS), OCRS, HBSS Assets, SAS HISTORY, IP To COUNTRY, NCD.

• Configuration support and maintenance of Teradata/Informatica software and associated peripherals.

• Act as the primary technical architect, for the Teradata/Informatica data warehouse project, to solve some of the toughest challenges in data warehousing. Architect and design near-real time data integration solutions from heterogeneous data sources and targets.

• Perform logical and physical data modeling.

• Perform hands on development of ETL components using various tools including PowerCenter, Teradata BTEQ, Perl, and Shell scripting.

• Perform PowerCenter administration tasks including installing/upgrading on Linux platform

• Perform installations, upgrades, configuration, administration, and development with PowerCenter 9.5 (or higher) utilizing the following options/connections: High Availability in an Enterprise Grid environment, Real Time, and Unstructured Data ***Level of effort requires that this position is filled by 1 x full time FTE

4.0 Deliverables:

· Maintain the Teradata data warehousing environment as developed by Informatica

· Provide recommendations for NCDOC Computer Network Defense Service Provider (CNDSP) site specific Teradata data warehousing capability

· Act in the capacity of an Informatica Data Warehouse Consulting Engineer, in support of Fleet Cyber Command/Commander US Tenth Fleet deliverables

· Deliver all project-related technical documentation produced in accordance with technical guidance provided by the Government. The contractor shall provide the following deliverables as specified within the timeframes listed below to the Government Technical Lead and the COR:

· Provide monthly Contractor Progress, Status and Management Report via email to the Contracting Officer’s Representative. The contractor shall provide monthly status report of the account deliveries, solutions and planning; as well as the hours and cases utilized. The contractor shall develop the documentation required to support this effort in the format as requested by the Government Technical Lead.

5.0 Enterprise-wide Contractor Manpower Reporting Application (ECMRA) The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the [named component] via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.
