DUMPSTER BLANKET PURCHASE AGREEMENT (BPA)

STATEMENT OF WORK (SOW)

1.0 BACKGROUND

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires a Blanket Purchase Agreement (BPA) for construction waste dumpsters that will be utilized by multiple departments and programs.

2.0 APPLICABLE DOCUMENT

2.1 Occupational Safety and Health Administration (OSHA) Regulations

2.2 Environmental Protection Agency (EPA) Regulations

3.0 REQUIREMENTS

3.1 The Contractor shall deliver requested size and quantities of dumpster(s) the requested quantity (typically up to 15) of 30 yard, high sided dumpsters, within 24 hours of upon receipt of the BPA call to specified NSWCDD locations at NSWCDD in Dahlgren, Virginia.

3.2 The Contractor shall pickup dumpster(s) promptly at thirty days, or within 24 hours notice, to prevent material backup and any late fees. Government shall not be liable for late fees associated with pickups occurring after day thirty.

NOTE:

The first BPA calls could occur as early as January 1, 2026. The Contractor must be able to initiate services within 24 hours notice.

The Contractor should provide a flat price per dumpster rental which should be inclusive of all costs and fees such as: tonnage/overage for materials disposed of, disposal fees, additional hauls, early pickup, swaps and same day delivery/pickup if requested, inactivity fees and surcharges. Award will be made on a Lowest Price Technically Acceptable and Firm Fixed Price basis. The Contractor shall ensure any overage fees are included in the estimated price.

3.3 The Contractor shall complete all services in accordance with (IAW) all applicable OSHA and EPA regulations, standards, and guidelines.

3.4 The Contractor shall coordinate with the technical point of contact (TPOC) identified below for delivery and pickup date and times.

4.0 GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION

(GFP/GFM/GFI)

4.1 The Government will provide the availability of the dumpster site every month upon award of the order.

5.0 SECURITY

5.1 All work to be performed under this SOW is UNCLASSIFIED.

5.2 Contractor must be able to obtain permission to drive on base for deliveries and Contractor personnel must be fully vetted in accordance with NSWCDD’s regulations.

6.0 TRAVEL

The Contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The following travel is anticipated: one (1) personnel to Dahlgren, VA, throughout the period of performance.
