About this file
This document is a Justification and Approval (J&A) for a sole source contract from the Naval Surface Warfare Center Dahlgren Division. The contract is with Decathlon Development Corporation (DDC) for a hybrid Cost-Plus-Fixed-Fee/Firm-Fixed-Price procurement of software maintenance and support services necessary for continued operation within the Navy Marine Corps Intranet (NMCI) environment. The proposed five-year contract is estimated to have a total overhead cost across fiscal years 26-31, with DDC being the sole provider due to proprietary data rights and technical capabilities.
A sources sought notice was posted on May 1, 2024, requesting capability statements from potential offerors. Although three companies submitted statements, a technical review deemed all three incapable of performing the requirement. The government conducted a cost analysis comparing three potential options, with Option 1 estimated to cost approximately 2.5 times more than the current support, and Option 2 estimated to cost 12 times more. The contract will continue to be sole-sourced, with the government monitoring market trends for potential future competitive opportunities.
