AUTOMATED CELESTIAL NAVIGATION SYSTEM (ACNS)
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The Naval Sea Systems Command (NAVSEA)/Naval Surface Warfare Center, Dahlgren Divsion (NSWCDD), has been tasked with the shock qualification of the Automated Celestial Navigation System (ACNS). During the scheduled testing, NSWCDD will conduct heavyweight shock qualification testing for the ACNS project in conjunction with the contractor. The contractor shall provide support for the pretest preparation including offloading, setting up and instrumentation; execution of the test event, including any required test cables, fixtures, and software, post-test tear down and crating of the unit for shipping; and at the conclusion of the test a Formal Test Report including raw data.
NSWCDD will provide a quantity of 1 test item along with the required support equipment as Government Furnished equipment (GFE) during the test event.
2.0 APPLICABLE DOCUMENTS
2.1 Military Detail Specification (MIL-DTL) 901E: SHOCK TESTS, H.I. (HIGH-IMPACT) SHIPBOARD MACHINERY, EQUIPMENT. AND SYSTEMS. REOUIRMENTS FOR, dated 20 June 2017.
3.0 REQUIREMENTS
The Contractor shall support NSWCDD with the testing of the ACNS equipment. Contractor support services are categorized into three types: "Test Preparation", "Test Execution", and "post-test".
3.1 During the pre-test phase, the Contractor shall provide the following:
3.1.1 Heavyweight Shock Test Procedures (CDRL A001).
3.1.2 Prepare Test Fixture Design Drawings and Barge Layout.
3.1.3 Fabricate Test Fixture.
3.1.4 Receive, unload, and prepare the unit under test (UUT).
3.1.4.1 When items are received in their crates, the contractor shall store the items to be protected from inclement weather until ready for test preparation procedures.
3.1.5 Provide the required explosive charges.
3.1.6 Provide with an area for system alignment and calibration to include power and extension cords.
3.2 During the Test Execution phase, the Contractor shall provide the following:
3.2.1 Receive and install the UUT on its test fixture.
3.2.2 Install the UUT inside the barge in accordance with (IAW) the approved test fixture design and test procedure.
3.2.3 Provide power required to energize the UUT and support equipment.
3.2.4 Provide calibrated Control and Response instrumentation and provide evidence of calibration report to the government witness.
3.2.5 Conduct Heavyweight Shock Test IAW MIL-DTL-901E.
3.3 During the Post-Test phase, the Contractor shall provide the following:
3.3.1 Process data for submittal and inclusion in the final report.
3.3.2 Support test breakdown and preparation of UUT for return shipping to customer.
3.3.3 Final Test Report (CDRL A002).
3.4 The Contractor shall coordinate with the technical point of contact (TPOC) identified below to complete this work.
4.0 GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION
(GFP/GFM/GFI)
4.1 The Government shall provide one Top Side Unit (TSU), part number EDM-2, valued at along with the following property in order to support the heavyweight shock test event on the TSU:
4.1.1 One (1) Below Deck equipment rack to support control and command of the TSU. This will include: one (1) CPU, One (1) Fiber converter box, one (1) PTP clock, one (1) GPS receiver, one (1) GPS Antenna, one (1) monitor, keyboard, mouse, and associated cables, valued at
4.2 The Government will provide at least one (1) NSWCDD personnel that will witness the test and be responsible for the following:
4.2.1 Executing pre-test checkouts to ensure system functionality.
4.2.2 Executing system alignment and calibration.
4.2.3 Executing the software required to get the system in its functional state and monitor functionality throughout the test event.
4.2.4 Coordinate with the Contractor to review and approve the test plan prior to test execution.
4.2.5 Acceptance of results and testing IAW approved test plan.
4.2.6 Approval of any deviation from approved test plan.
5.0 DATA DELIVERABLES
5.1 The Contractor shall provide data IAW CDRL A001; and
5.2 The Contractor shall provide data IAW CDRL A002.
6.0 SECURITY
All work to be performed is Unclassified.
7.0 TRAVEL
No travel is anticipated.
