STATEMENT OF WORK (SOW)

1.0 BACKGROUND

The Naval Surface Warfare Center, Dahlgren Division, (NSWCDDD) has an existing vault that requires a sound level test report to be submitted to support an Authorization to Operate (ATO).

2.0 APPLICABLE DOCUMENTS

2.1 American Society for Testing and Materials (ASTM) E336 Standard Test Method for Measurement of Airborne Sound Attenuation between Rooms in Buildings, current version;

2.2 ASTM E413 Classification for Rating Sound Insulation, current version;

2.3 ASTM E966 Standard Guide For Field Measurements Of Airborne Sound Attenuation Of Building Facades And Façade Elements, current version;

2.4 ASTM E1332 Classification for rating outdoor indoor sound attenuation; and

2.5 Figure 1: Room 122

3.0 REQUIREMENTS

3.1 The Contractor shall provide each Contractor employee with the personal protective equipment required to do their job safely and in compliance with all applicable regulations.

3.2 The Contractor shall perform sound testing at eight (8) locations around the facility located in Dahlgren, VA as indicated in Figure 1.

3.3 The Contractor shall provide indoor room-to-room testing.

3.3.1 The Contractor testing shall be conducted in accordance with ASTM E336;

3.3.2 The Contractor shall provide one number ratings calculated in accordance with ASTM E413;

3.3.3 The Contractor shall report test results as Noise Isolation Class (NIC) values;

3.3.4 The Contractor shall report test results as apparent sound transmission class (ASTC) or normalized noise isolation class (NNIC) as allowed or required by the method;

3.4 The Contractor shall hold current ISO/IEC 17025 accreditation with American Association for Laboratory Accreditation (A2LA) for ASTM E336; and NOTE: Referring to Figure 1, room 122 will be unoccupied during the testing. The development lab, wiring closet at test point 4, and the computing lab all contain equipment that are noise sources. If the testing requires this equipment to be shut down, then testing would need to be coordinated for a weekend.

3.5 The Contractor shall provide outdoor to indoor testing

3.5.1 The Contractor shall conduct testing in accordance with ASTM E966;

3.5.2 The Contractor shall calculate one number ratings in accordance with ASTM E1332;

3.5.3 The Contractor shall report test results as Outdoor Indoor Noise Isolation Class (OINIC) values; and

3.5.4 The Contractor shall provide test results reported as apparent outdoor-indoor transmission class (AOITC) as allowed or required by the method.

3.6 The Contractor shall provide a final test report showing, at a minimum, the NIC or OINIC value measured at each location (CDRL A001).

3.6.1 The report shall include tabular and graphical summary results.

3.7 Optional follow-on testing of the same scope may be required. The Contractor shall provide a Not to Exceed value to account for up to three optional testing events.

*The Contractor shall not perform any services outside of the initial tests. If any additional tests are required, the Contractor shall submit a quote to the TPOC and Contracting Officer for approval and subsequent contract modification prior to completing the additional tests.

**The Government reserves the right to modify this contract at a later date to cover additional tests.

3.8 The Contractor shall coordinate with the technical point of contact (TPOC) listed below to complete this work.

4.0 SECURITY

The work to be performed under this contract is UNCLASSIFIED.

5 0 TRAVEL

The Contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The following travel is anticipated: Two personnel for three (3) days for initial test and three (3) days for each of three

(3) option tests to Dahlgren, VA.
