SECTION C

BUILDING 1490 ROOM 2087 RENOVATIONS

STATEMENT OF WORK (SOW)

BACKGROUND

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), requires new workspace configurations as well as new office furniture. This SOW covers removing all existing furniture from this room, build five (5) cluster workstations that utilize the maximum area available in the workspace and providing workspaces for all employees that improves aesthetics, acoustics, and visual privacy and creates collaboration areas while contemplating long-term adaptability for growth and change.

APPLICABLE DOCUMENTS

2.1 Occupational Safety and Health Administration (OSHA) Regulations;

2.2 American National Standards Institute (ANSI) Business + Institutional Furniture Manufacturers Association (BIFMA) Regulations;

2.3 Center for Disease Control (CDC) Guidelines; and

2.4 Original Equipment Manufacturer (OEM) Specification.

3.0 REQUIREMENTS

3.1 The Contractor shall participate in a site visit.

3.2 The Contractor shall provide the following materials and deliver the items to the installation site:

3.3 The Contractor shall provide the above materials in order to provide additional workstations and various remodel pieces, manufactured by Trendway and VIA Seating.

3.4 The Contractor shall provide assembly and installation of the furniture utilizing the existing furniture and new furniture in accordance with (IAW) OEM specifications.

3.5 The Contractor shall remove existing furniture below:

3.5.1 Seven (7) hot desks

3.5.2 Eight (8) adjustable height desks

3.5.3 Three (3) 84”h cubicle stations with sliding doors

3.5.4 Ten (10) foot wide cubicle wall

3.5.5 Twenty (20) desk chairs

3.5.6 Bookcases

3.5.7 Meeting table

3.6 The Contractor shall sort and stage existing product to be reused in new approved layout.

3.7 The Contractor shall move the remainder of the material that is not being used to the Government’s storage facility.

3.8 The Contractor shall build five (5) clusters of workstations.

3.8.1 Cluster 1

3.8.1.1 Six (6) 30”d x 60”w x 84/96”h workstations.

3.8.1.2 Three (3) stations are up against the wall with 84”h electrified panels.

3.8.1.3 Three (3) stations back up to Cluster 2 and have 96”h electrified panels.

3.8.1.4 The entrance has an 84”w sliding door with an opaque plexiglass window and 96”h panels on either side.

3.8.1.5 Each individual station has:

3.8.1.5.1 One (1) flipper door cabinet with locking door that recedes into the cabinet.

3.8.1.5.2 One (1) shelf with task light

3.8.1.5.3 One (1) 30”d x 58”w adjustable height desk with a ten (10) outlet horizontal power bar.

3.8.1.6 Four (4) mobile pedestals with pencil drawer.

3.8.2 Cluster 2 & 3

3.8.2.1 Eight (8) 30”d x 54”w x 96”h work stations with electrified panels.

3.8.2.2 The entrance into these clusters have an 84”h sliding door with an opaque plexiglass window and 96”h panels on either side.

3.8.2.3 The individual stations have:

3.8.2.3.1 One (1) flipper door cabinet with locking door that recedes into the cabinet

3.8.2.3.2 One (1) open shelf with task light

3.9 The Contractor personnel shall wear personal protective equipment in accordance with OSHA and ANSI BIFMA regulations and CDC guidelines throughout the renovation.

3.10 The Contractor shall protect all Government property from damage or disfigurement.

3.11 The Contractor shall keep all materials, supplies, equipment, and tools out of traffic lanes or other areas where they might create a hazard.

3.12 At the end of each work period, the Contractor shall secure all supplies, equipment and tools.

3.13 The Contractor shall perform all work during normal working hours, Monday through Friday, 0800 – 1500.

3.14 The Contractor shall ensure all work performed shall be completed in a manner to avoid disrupting daily operations in the building to the greatest extent possible.

3.15 The Contractor shall wipe down the new workstations and vacuum the installation area once the work is complete.

3.16 The Contractor shall create a pre-final inspection punch list and submit it to the technical point of contact

(TPOC).

3.17 The Contractor shall schedule a final inspection walkthrough with the TPOC identified at time of award.

3.18 The Contractor shall coordinate with the Technical Point of Contact (TPOC) identified at time of award.

4.0 GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION (GFP/GFM/GFI)

4.1 The Government will provide access to the available existing products and existing cubical pieces.

4.2 The Government will provide access to the base and building for work completion.

5.0 SECURITY

5.1 All work to be performed under this SOW is unclassified.

6.0 TRAVEL

The Contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be in accordance with Federal Travel Regulations (FTR). The following travel is anticipated: two (2) personnel for up to seven (7) days to Dahlgren, Virginia.

RECEIVING HOURS OF OPERATION – NSWC Dahlgren

All deliveries to the Receiving Officer, Dahlgren Division, Naval Surface Warfare Center, Dahlgren, VA shall be made Monday through Friday from 7:00 a.m. to 2:30 p.m., local time.

Deliveries will not be accepted after 2:30 p.m. No deliveries will be made on government holidays.

CONTRACTOR NOTICE REGARDING LATE DELIVERY

In the event the contractor anticipates or encounters difficulty in complying with the contract delivery schedule or date, he/she shall immediately notify, in writing, the Contracting Officer and the cognizant Contract Administration Services Office, if assigned. The notice shall give the pertinent details; however, such notice shall not be construed as a waiver by the Government of any contract delivery schedule, or of any rights or remedies provided by law or under this contract.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the sub line item number (SLIN) or CLIN level, rather than at the total contract/TO level, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by technical instruction (TI), SLIN, or CLIN level. For other than firm fixed price subcontracts, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal.

Subcontractors may email encryption code information directly to the Contracting Officer and Contracting Officer Representative (COR). 52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACTOR INFORMATION SYSTEMS (NOV 2021)

(a) Definitions. As used in this clause--

Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.

Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information, such as necessary to process payments.

Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).

Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).

Safeguarding means measures or controls that are prescribed to protect information systems.

(b) Safeguarding requirements and procedures.

(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:

(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).

(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.

(iii) Verify and control/limit connections to and use of external information systems.

(iv) Control information posted or processed on publicly accessible information systems.

(v) Identify information system users, processes acting on behalf of users, or devices.

(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.

(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.

(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.

(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.

(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.

(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.

(xii) Identify, report, and correct information and information system flaws in a timely manner.

(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.

(xiv) Update malicious code protection mechanisms when new releases are available.

(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.

(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.

(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
