JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department
2. Description of the Action Being Approved
Award of a firm fixed priced Blanket Purchase Agreement (BPA) on a sole source basis for critical to be used by the manufactured by
(Orbit).
3. Description of Supplies/Services
The BPA will cover with the following product service codes and North America Industry Classification System (NAICS):
334515 Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals
J066 Maint/Repair/Rebuild Of Equipment- Instruments And Laboratory Equipment
7A21 IT and Telecom – Business Application Software (Perpetual License Software)
DA10 IT And Telecom - Business Application/Application Development Software As A Service
N099 Installation Of Equipment- Miscellaneous 5985 Antennas, Waveguides, And Related Equipment
The BPA will reduce the procurement timelines and enable NSWCDD to establish calls to satisfy recurring requirements that cannot be accurately predicted. Calls under the BPAs will be Firm Fixed Price and shall not exceed the simplified acquisition threshold per call. Individual calls placed under this agreement will identify definitive requirements. For the reasons set forth in Paragraph 5, Dahlgren Contract Department has no plans at this time to compete future contracts for the type of covered by this document. If another potential source emerges, Dahlgren Contract Department will assess whether competition for future requirements is feasible.
