STATEMENT OF WORK
DESCRIPTIONS AND SPECIFICATIONS
C.1 BACKGROUND
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) Launcher Systems Integration Branch (H23) has upgraded the Automated Test System (ATS) for production screening of electronic Circuit Card Assemblies (CCAs) from the Teradyne L293 Test System to the Teradyne Spectrum 9100 (S9100) Test System. Existing MK41 Vertical Launch System (VLS) application-specific Test Program Sets (TPSs) developed to interface with the original Teradyne L293 system have been converted to the S9100. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires assistance to convert additional TPS from L293 to S9100 and develop a new S9100 TPS for new CCAs. To enable testing on the S9100, each CCA requires custom software and hardware.
1. The software is referred to as a Test Program Set (TPS). To support these new CCA TPS the Government will purchase TPS and Applications Assistance in hourly increments (GSA Item) depending on the complexity of the CCA.
2. The hardware is known as the Integrated Test Adapter (ITA). To provide hardware to support the TPS, ITAs will be purchased as required. Typically a set of 3 ITAs for each CCA will be required to support all test sites.
The Government will install S9100 ATS systems in multiple sites to support production and life-cycle services. The following items are required to support these systems.
3. PSSA (Product and Software Support Assistance) – yearly or monthly subscription for ATS maintenance.
4. TPS Converter Software Support Agreement – yearly subscription to TPS Converter Studio Software upgrades and support.
5. Calibration Hardware Kit – 1 per ATS: Special purpose hardware to calibrate S9100 Digital Instruments.
6. Spectrum 9100 Automated Test System (ATS) – Additional S9100 ATS to support manufacturing or engineering.
7. New Test instrumentation – Future test instrumentation for additional test capability.
As required for new test requirements. Shall include instruments currently installed as well as future needs.
8. Replacement Test hardware – Items previously purchased occasionally require replacement or additional copies.
9. Upgrade test instrumentation – Items required to synchronize configuration between
ATS.
10. Test Program Set Converter Studio – Software used to convert L293 programs to S9100 format.
11. Training – As required classes on S9100 hardware or software for new engineers or for new items.
The Government intends to distribute the S9100 TPS sets to Department of Defense (DOD) subcontractors for CCA production and life cycle support testing.
C.2 GENERAL ITEM REQUIREMENTS
C.2.1 Test Program Sets (TPS)
The Contractor shall provide TPS and Application Assistance services. The amount of applications time required will vary according to CCA complexity.
CCAs for the MK41 VLS Baseline VII module have been categorized into low, medium, and high complexity based on an engineering assessment of the hardware design. General test content and reporting requirements are described in Table 1.

The Contractor shall provide the above software products in order to support the introduction of new TPS onto the S9100 Automated Test Equipment (ATE) platform and into MK41 VLS production. Application and software services shall include on-site and off-site services that assist with all stages of the test development process including evaluation of a new or existing test process and operation, consultation on test techniques, and application of new test equipment or methods. The services shall be applied until the successful verification of a working TPS product. (Note: Requirements listed shall apply to all TPS, unless specifically excluded).
C.2.1.1 The Contractor shall use current S9100 TPS as a baseline and develop, modify, regenerate, and debug applicable S9100 TPS for the new CCA including Boundary Scan (BSCAN) regeneration (Victory SW for conversions and JTAG for new design), Probe Data/Diagnostics (Conversion only) and Go/No Go tests.
C.2.1.2 The Contractor shall provide a TPS with similar look and feel of previous TPS.
C.2.1.3 The TPS shall have same or better test coverage as previous TPS where applicable.
C.2.1.4 The Contractor shall develop TPS using requirements outlined in C.3 and C.4 below.
C.2.1.5 The Contractor shall conduct acceptance of program including on-site Acceptance Test Procedure (ATP) as outlined in C.5.5.
C.2.1.6 The Contractor shall deliver applicable items as outlined in Section C.6.
C.2.1.7 The Contractor shall assist in development of required diagnostic tests which involve JTAG, LASAR, VICTORY and Guided Probe algorithms, so that final product fault detection matches or exceeds current Acceptance Test Requirements (ATR).
C.2.1.8 The Contractor shall assist in debug of TPS. The Contractor shall identify and rectify hardware, software, and interactive (hardware/software) issues.
C.2.1.9 The Contractor shall update all TPS to incorporate latest hardware and software updates.
C.2.1.10 The Contractor shall perform occasional off-site test development of test sub-routines at the request and recommendation of the buyer. Scope and time required shall be estimated and subsequently documented by the Contractor prior to approval of Government. The final product shall be delivered by CD to Government.
C.2.1.11 The Contractor and Government shall agree on Development platform for all FPGA coding. Typical tools employed include Vivado, ISE and Impact.
C 2.2 Integrated Test Adaptors (ITA)
The Contractor shall provide new ITA items to support new CCA TPS.
Each New ITA shall be priced according to the complexity of the design requirements as outlined in Table 2.

The number of complexity levels is expanded to 8 (a, A, b, B, c, C, d, D). The lower letter level designations represent the lower range of the complexity specifications. For example level (a) would define an ITA with 100 to 150 channel wires and perhaps only 2 UUT connectors.

The Contractor shall provide the above hardware products in order to support the introduction of new TPS on to the S9100 ATE platform and into MK41 VLS production. Specifically;
C.2.2.1 The Contractor shall ensure that each ITA has the same form and fit of previous ITA's.
Duplicate ITA’s shall have identical form, fit, and function of previous ITAs.
C.2.2.2 Duplicate ITAs delivered by Contractor shall be designed using current Wire Run List (WRL) and operate using current TPS with minimal modifications to TPS.
C.2.2.3 The Contractor shall provide test coverage identical or better than previous ITAs where applicable.
C.2.2.4 The Contractor shall build and test duplicate ITA sets in complete sets after verification of initial ITA.
C.2.2.5 For Contractor developed TPS; the Contractor shall verify ITAs with Unit Under Tests (UUTs) before shipment to end user using same acceptance criteria as in C.5.5.
C.2.2.6 For Government developed TPS, the Contractor shall continuity test ITAs, and (if applicable) the Contractor shall use Shorts Opens and Fixture continuity (SOF) and Fixture Self-test routines before shipment to end user.
C.2.2.7 The Government reserves the right to witness ITA verification testing by Contractor.
C.2.2.8 The Contractor shall provide the following documentation listed in Section C.6 with each accompanying ITA delivered: Dimensioned Assembly Drawings, Parts Lists, Wire Running Lists, and Printed Circuit Board (PCB) Plots. (CDRL A004)
C.2.2.9 The Contractor shall conduct and document regular ITA planning reviews.
C.2.3 Product and Software Support Agreements (PSSA)
The Contractor shall provide PSSA yearly subscriptions for each of existing and newly purchased S9100 systems. The subscription shall provide a combination of telephone and web-based support, rapid parts replacement, no-charge license transfers, on-site engineering assistance and preventive maintenance, and routine hardware and software upgrades. Specifics of the subscription are:
C.2.3.1 The Contractor shall provide phone support during the period of 8:00 am to 5:00 pm EST Monday through Friday excluding holidays.
C.2.3.2 The Contractor shall provide up to four (4) free software license transfers.
C.2.3.3 The Contractor shall provide one (1) business day Field Service response time.
C.2.3.4 The Contractor shall provide two (2) preventive maintenance visits defined as inspection, cleaning, and/or replacement of filters, fans, drive belts, lamps, brushes, electric motors, etc., as described in the applicable S9100 maintenance publication; lubrication and adjustment of equipment as described in the applicable maintenance publication; performance of S9100 standard tests and diagnostics designed to verify proper system operation.
C.2.3.5 The Contractor shall provide emergency or remedial maintenance including repair or replacement of parts necessary to restore a system to prescribed operation standards and performance of Teradyne’s standard tests and diagnostics to verify proper system operation.
C.2.3.6 The Contractor shall provide support for engineering changes and hardware modifications designed to improve performance or increase reliability or safety standards of the system.
C.2.3.7 The Contractor shall provide defective part repair service.
C.2.3.8 The Contractor shall provide software releases. The Contractor shall provide software support for the system’s standard system software. Support is defined as patches, software updates, technical support bulletins, hot-line service, and web-based services. The Contractor shall provide other software (such as third party software) that is not covered under the PSSA, and additional fees shall apply if support is requested.
C.2.3.9 The Contractor shall provide access to the S9100 e-Knowledge website and e- Knowledge accounts on Teradyne’s 24/7 support website at http://www.teradyne.com/atd/support/eknowledge.html
In the event PSSA coverage lapses, the Government will either re-instate the PSSA, so that the lapse is paid for, or the Government may be responsible for a pre-contract inspection prior to the start of a new PSSA subscription.
C.2.3.10 The PSSA shall be structured to support all configurations of “base” tester. Base tester includes all equipment including HSS, but not special test equipment such as FO or HIPOT.
C.2.3.11 The PSSA shall be priced in yearly and optional monthly increments.
C.2.3.12 The PSSA shall include 1 yearly calibration for one AI. Monthly rate PSSA does not include AI calibration.
C.2.4 TPS Convertor
The Contractor shall provide an annual subscription to TPS Convertor Software Support. TPS Converter Studio is used to convert L200 series programs to the S9100 platform. The Contractor shall provide phone and web support and periodic software releases with this subscription.
C.2.5 Calibration Hardware Kit
The Contractor shall provide calibration hardware kits to verify the calibration of the digital and bus test instruments for each installed system.
C.2.5.1 Contractor Deliverables
C.2.5.1.1 The Contractor shall deliver a Calibration/Verification (CAL/VER) ITA which matches previously delivered unit and specifically designed for the DD Spectrum S9100 configuration. The unit shall operate with currently installed Teradyne Calibration Software and the Contractor shall perform an on-site calibration verification of the three instruments listed in Table 3.

C.2.6 Spectrum 9100 Automated Test System (ATS)
The Contractor shall provide additional Spectrum 9100 ATS configured identically to most recent Spectrum 9100 system provided to NSWCDD table 4. The Contractor shall provide an appropriate spares kit updated for latest configuration, table 4A.
The S9100 ATE is a commercial-off-the-shelf system designed with a modular open architecture that accommodates application tailored configurations with flexibility for future requirements.
The Contractor shall provide a MK41 configured S9100 2-bay system identical to that ATSs procured under contract N0017818D4000 and maintenance training for new personnel.
C.2.6.1 The Contractor Deliverables as defined by GSA Schedule are shown in table 4 below.

C.2.6.2 All PC Controller whether with system or spares shall be configured with Microsoft Visual Studio and LabWindows CVI. Both GPIB and PCIMXI2 interface cards installed.
C.2.6.3 The Contractor shall provide when necessary appropriate shipping container (Crate) for ATS system moves between manufacturing sites or labs.
C.2.7 New test instrumentation
The Contractor will provide new test instruments when existing instruments do not meet new test specifications.
C.2.7.1 The Contractor shall include instruments currently installed in single system, Cirris 4250 HiPOT, Keysite FO N7744C w/opts 004 (N7740FI & N7740ZI), FO attenuator 8165A, 81570A.

C.2.8 Additional or Replacement Test Hardware

C.2.10 Test Program Set Converter Studio
The Contractor shall provide additional copies/licenses of TPS Convertor Studio Software.
Teradyne Test Program Set Converter Studio software is a proprietary test package from Teradyne and is used to convert Legacy L200 programs to S9100 code. TPS converter studio is a single seat license and a copy is required with the purchase of any additional tester.
C.2.11 Training
The Contractor shall provide training for new personnel who shall support S9100 tasking. The Contractor shall provide all standard commercially available Teradyne Training classes.
C.3 GOVERNMENT FURNISHED INFORMATION (GFI)
C.3.1 The Government will provide the following information:
a) CCA assembly drawings, parts list, schematics, and Printed Circuit Board (PCB) drawings.
b) Legacy ATS (L293) and S9100 Interface Test Adapter (ITA) assembly drawings, parts list, and wire running lists.
c) ATR documentation.
d) Source code files from legacy ATS (L293) or applicable S9000 TPS.
e) At least one known-good UUT and 10 injected faults for program integration.
f) Set of ITA identification numbers
g) Set of program identification numbers
C.4 TPS DEVELOPMENT ENVIRONMENT
The Government-owned S9100 Spectrum ATS will not be available on a regular basis for Contractor development. The Contractor shall have independent access to the Teradyne development environment described herein.
C.4.1 The Contractor shall use Test Studio as the framework for the development, integration, and operation of the TPS.
C.4.2 The Contractor shall use the Teradyne TPS Convertor Studio on the L293 TPS code to generate the initial TPS for the S9100 (re-host TPS) or reuse applicable S9100 code (scratch development). This methodology is critical to help maintain test coverage during the re-host process and compatibility with current TPS. After the initial conversion with Teradyne TPS
Converter Studio, the Contractor shall deliver an ALPHA version of the software to NSWCDD for review. (CDRL A002).
C.4.3 The Contractor shall use the C programming language as the primary development environment. Operator controls and messaging shall be browser based and written in a variety of tools that may include any of the following: Javascript, Visual Basic Script, HTML and Microsoft Visual Studio.
C.4.4 Source code that is redundant from program to program shall be reused and not regenerated for each module. Program implementation may be altered to take advantage of enhanced Spectrum capability.
C.5 TECHNICAL REQUIREMENTS
C.5.1 Functional Test Strategy Review. The Contractor shall review the L293 TPS or CCA Technical Data Package (TDP) in parallel with the ATR and schematics to determine the best method for designing and developing the TPS. The results shall be documented in a Test Strategy Report and submitted to the Government for approval. (CDRL A001)
C.5.2 TPS Development. The Contractor shall develop the TPS to run specifically on NSWCDD’s S9100 Spectrum ATS (configuration details will be provided upon request to U.S.
DOD Contractors). Program implementation may be altered to take advantage of enhanced Spectrum capability. Source code that is common from program to program shall be reused and not regenerated for each module.
The Contractor shall retain or improve the original L293 level of test coverage during TPS conversion (re-host only) and shall ensure that all requirements in the ATR are satisfied. For Development TPS a NODAL analysis report shall be created that documents the Fault Coverage from both INPUT and OUTPUT functional tests. Faults that cannot be covered shall be documented and explained in the Nodal Analysis report. (CDRL A005) This shall be included in the cost of the TPS.
The Contractor shall implement clear and concise TPS operator messages to support production testing. The TPS program shall have the capability for diagnostics (software breakpoints or test looping) without additional support hardware or software.
The Contractor shall deliver all necessary code and associated documentation to compile and execute the TPS on the S9100. Delivery shall be on CD media identified by the respective part numbers for the completed and validated test programs. The Contractor shall deliver a Test Manifest Listing that lists files required for maintenance and production testing, documents path\filenames, and identifies the file creation time, date, and size. (CDRL A002, A003)
C.5.3 Interface Test Adapters. The Contractor shall design and fabricate an Interface Test Adaptor (ITA) to accommodate each CCA. CCA’s that share the same higher assembly shall also share a common ITA whenever possible. Each ITA shall:
a. Use production quality connector and probes for connections to the UUT.
b. Use Light Emitting Diodes (LEDs) to indicate UUT Power On and Power Off.
c. Have no obstructions that block access to the edge of connector signals and external interfaces.
d. Include custom self-test software and hardware to verify the integrity of the fixture components and connections prior to test operations.
e. Be ergonomically compatible with single user operation (including lift and docking).
f. Mate successfully to the Virginia Panel Corporation (VPC) Adapter defined in the NSWCDD
S9100 Configuration Drawing.
g. Meet all Occupational Safety Health Administration (OSHA) safety requirements when performing high voltage testing.
The Contractor shall include the following documentation with each ITA delivered:
Dimensioned Assembly Drawings, Parts Lists, Wire Running Lists, and Printed Circuit Board (PCB) Plots. (CDRL A004)
C.5.4 Functional Integration Testing. The Contactor shall perform integration testing as a two-step process. The Contractor shall conduct initial integration testing on the Contractor’s S9100 used for development. When successfully completed, the Contractor shall deliver an official BETA version of the TPS software to NSWCDD. The Contractor shall then conduct final integration testing on the NSWCDD S9100 at the Government facility in Dahlgren, VA, included in the cost of the TPS. (Or provide daily Application Engineering rate with Travel).
The Contractor shall include results of integration testing in the final TPS Acceptance Test Report. (CDRL A005)
C.5.5 Acceptance Testing. Following final integration testing, the Contractor shall demonstrate the test program and ITA on the Government’s test system at the Government’s facility for the purposes of a final acceptance. Data Log Files shall be generated during testing indicating the following:

Failure of any one of the following criteria will be a failure for the entire module TPS:
a. Successful equivalence trace between the ATR and the new S9100 TPS
b. Empty socket test: The first test in the TPS flow will include a contact check.
The contact check will detect an empty socket and stop on fail before proceeding.
c. The TPS successfully reads the ITA Identification
d. Golden pass units pass a minimum of five consecutive runs on the NSWCDD
S9100 ATS. Pass results shall be documented with a soft copy data log.
e. The S9100 TPS detects all three faults on the golden fail units. Results shall be documented with a soft copy of the data log.
If the TPS module meets all the criteria above, the Government TPOC will sign the Customer TPS Acceptance Form to be included in the final TPS Acceptance Test Report. This signed form shall also be included in the WAWF submission for payment when all deliverables related to the specific TPS have been received and approved by the Government.
C.6 ADDITIONAL DOCUMENTATION DELIVERABLES FOR TPS AND ITA
ITEMS
Status reviews shall be conducted, via conference call, a minimum of once every two weeks.
The Contractor shall present a schedule of all significant milestones and the completion date for each TPS development or ITA deliverable. The Government shall be notified immediately of any issue that has the potential of impacting the schedule. The Contractor shall maintain an Action Item List to be updated and distributed electronically after each status review. (CDRL A006) Other documentation required with ITA and TPS deliverables shall include:

C.7 ORDERING PROCEDURES
(1) Only the items shown on the Contract Price List (Attachment (2)) to this contract may be purchased, at the unit prices shown, or lower if warranted by market conditions. The Contract Price List does not show quantities, since the contract is indefinite quantity – Delivery Orders will define quantities and obligate funds as requirements become firm.
(2) Although the contract is firm fixed-price, when Orders are placed against the contract, if the GSA schedule prices (or those on Teradyne’s open market price list) are lower than those on the Contract Price List, the order prices will be reduced via a bilateral contract modification.. If the prices are higher on the GSA schedule, the order prices will be those established by the Contract Price List for the anticipated contract.
C.8 ON-SITE ENVIRONMENTAL AWARENESS
C.8.1 The contractor shall strictly adhere to all Federal, State and local laws and regulations, Executive Orders, and Department of Defense and Navy policies.
C.8.2 The contractor shall ensure that each contractor employee who has been or will be issued a Common Access Card (CAC), performs work in direct support of NSWCDD programs under the NSWCDD Commanding Officer, and sits on-site at NSWCDD, completes the NSWCDD Environmental Awareness Training (EAT) within 30 days of commencing contract performance and at least every 3 years thereafter or as directed by their NSWCDD training coordinator or their COR.
C.8.3 The contractor shall ensure that each contractor employee not required to complete the training described in part (b) above (i.e., those who do not have and will not be issued a CAC, do not perform work in direct support of NSWCDD programs under the NSWCDD Commanding Officer, and do not sit on-site at NSWCDD) reads the NSWCDD Environmental Policy Statement within 30 days of commencing contract performance. This document will be available from the COR, however, the policy is also provided on the publicly-available NSWCDD website, https://www.navsea.navy.mil/Home/Warfare-Centers/NSWC-Dahlgren/Resources/.
C.8.4 Within 30 days of commencing contract performance, the contractor shall certify by e-mail to their COR that the requirements captured by (b) and (c) above have been met. The e-mail shall include each employee name and work site and shall indicate which requirement—(b) or (c) above--each employee has satisfied.
C.8.5 Contractor copies of the records generated by the actions described in (b) and (c) above will be maintained and disposed of by the contractor in accordance with SECNAVINST 5210.8D.
C.9 ON-SITE SAFETY REQUIREMENTS
C.9.1 The contractor shall strictly adhere to Federal Occupational Safety and Health Agency (OSHA) Regulations, Environmental Protection Agency (EPA) Regulations, NSWCDDINST 5100.1 Occupational Safety and Health Instruction (current revision), and all other applicable state and local requirements.
C.9.2 The contractor shall ensure that each contractor employee reads the document entitled, "Occupational Safety and Health (OSH) Policy Statement" within 30 days of commencing performance at NSWCDD. C.9.3 The contractor shall provide each contractor employee with the training required to do his/her job safely and in compliance with applicable regulations. The contractor shall document and provide, upon request, qualifications, certifications, and licenses as required. Contractors conducting lead or asbestos abatement activities shall also provide a written abatement plan to the Safety & Environmental Branches for review and approval.
C.9.4 The contractor shall provide each contractor employee with the personal protective equipment required to do their job safely and in compliance with all applicable regulations.
C.9.5 Contractors working with ionizing radiation (radioactive material or machine sources) must comply with NAVSEA S0420-AA-RAD-010 (latest revision)[provided upon request]. Prior to bringing radioactive materials or machine sources on base, the contractor must notify the Command Radiation Safety Officer in the Safety Branch.
C.9.6 Contractors shall not procure hazardous material (HAZMAT) on behalf of NSWCDD without following the approved HAZMAT procurement process in ERP. For emergency HAZMAT purchases only, the contractor shall alert the Safety & Environmental Branches and request a waiver to procure outside the HAZMAT procurement process. For emergency purchases, the contractor shall submit an Authorized Use List Addition form and the Safety Data Sheet to the Safety & Environmental Branches for approval. Once the HAZMAT arrives onsite, the contractor shall alert the Environmental Branch so that it can be barcoded and added to the inventory.
HAZMAT owned by the contractor and brought into NSWCDD work spaces for temporary use shall be reviewed and approved by the Safety & Environmental Branches prior to use.
