STATEMENT OF WORK (SOW)

MIL-PRF-24623/8 MILITARY SPECIFICATION QUALIFICATION TESTS

STATEMENT OF WORK

1.0 BACKGROUND

The Naval Sea Systems Command (NAVSEA)/Naval Surface Warfare Center, Dahlgren Division (NSWCDD), is tasked with the military specification development/publication and subsequent qualification of the high density ribbon splice to MIL-PRF- 24623/8.

The MIL-PRF-24623/8 specification was published in January 2022 which defines all of the requirements the product shall meet for qualification/conformance testing.

The Device Under Test (DUT) will be an M24728/2 fiber optic interconnection box populated with QTY 2 M24728/8-50 splice tray modules and QTY 8 M24728/8-51 splice trays. Within each splice tray there will be QTY 12 M24623/8 splice sleeves. Optical monitoring is required for numerous qualification tests as defined in MIL-PRF-24623/8 and the contractor shall be able to support monitoring of up to 36 Single Mode (SM) optical channels.

2.0 APPLICABLE DOCUMENTS

3.0 REQUIREMENTS

The contractor shall support NSWCDD with the Military Specification qualification testing of the MIL-PRF-24623/8 ribbon splice component. Contractor support services are categorized into three types: “preparation”, “test”, and “post-test”.

3.1 During the preparation phase, the contractor shall:

3.1.1 Provide test procedures for review by the government

3.1.2 Support receiving, placement and instrumentation as

applicable DUT into the test setup

3.1.3 Provide adapter plates as necessary to mount the DUT to various test fixtures, and associated labor support

3.2 During the test phase, the contractor shall conduct the

tests identified in the “Qualification by similarity” column of Table III in MIL-PRF-24623/8. Those tests include:

3.2.1 During the test phase, the contractor shall do the

following in the event of a failure:

3.2.1.1 Record the failure data to quantify the failure.

3.2.1.2 Contact the government to determine impact of the

failure and if it is acceptable.

3.3 During the test phase, the contractor shall:

3.3.1 Support on site visits from NSWCDD to witness tests

3.4 Upon conclusion of test, post-test, the contractor shall:

3.4.1 Support return of DUT to NSWCDD

3.4.2 Complete final Test Report and submit to NSWCDD for

review/comment/concurrence. Report shall be delivered no later than 30 days after completion of the last test.

3.5 The contractor shall perform all necessary pre-test and

post-test tasks to succesfully conduct tests.

3.6 The Contratractor Lab shall have already been found

suitable, by qualifying activity/agent (DLA), for specification indicated (testing required by M24623).

*The contractor shall not perform any services outside of the initial pretest, test, and post-test activities identified. If any retesting is identified after completion of the initial tests, the contractor shall wait for the Contracting Officer to provide approval and subsequent contract modification prior to completing the additional testing.

*The Government reserves the right to modify this contract at a later date to cover additional test services identified during the initial testing in order to complete qualification of the test unit.

4.0 DELIVERABLES

4.1 The contractor shall submit a complete qualification report as described in section 3.4.2 (CDRL A001).

5.0 GOVERNMENT FURNISHED SERVICES/MATERIALS

5.1 The Government shall furnish the DUT no less than two days before the scheduled start of the on-site test program

5.2 The government may provide (depending on test event) one

(1) to two (2) NSWCDD personnel that will witness the testing

5.2.1 Coordinate with the contractor to review and approve the test plan prior to test execution.

5.2.2 Acceptance of results and testing IAW the approved test plan.

5.2.3 Approval for any deviations from the approved test plan.

5.3 The government will provide a drawing for mounting the test fixture to the Shock/Vibration machine.

5.4 The government will coordinate with the contractor to

schedule the first testing event upon award of the contract.

5.5 The government will coordinate with the contractor to

schedule the retest event, if required.

5.6 The government will coordinate with the contractor to

modify the contract to cover retesting, if required.

6.0 DISCLAIMER STATEMENT

All deliveries to the Receiving Officer, Dahlgren Division, Naval Surface Warfare Center, Dahlgren, VA shall be made Monday through Friday from 7:00 a.m. to 2:30 p.m., local time. Deliveries will not be accepted after 2:30 p.m. No deliveries will be made on government holidays.

CONTRACTOR NOTICE REGARDING LATE DELIVERY

In the event the contractor anticipates or encounters difficulty in complying with the contract delivery schedule or date, he/she shall immediately notify, in writing, the Contracting Officer and the cognizant Contract Administration Services Office, if assigned. The notice shall give the pertinent details; however, such notice shall not be construed as a waiver by the Government of any contract delivery schedule, or of any rights or remedies provided by law or under this contract.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

G-232-H005 SUPPLEMENTAL INSTRUCTIONS REGARDING INVOICING (NAVSEA) (JAN 2019)

(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the sub line item number (SLIN) or CLIN level, rather than at the total contract/TO level, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by technical instruction (TI), SLIN, or CLIN level. For other than firm fixed price subcontracts, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal.

Subcontractors may email encryption code information directly to the Contracting Officer and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the Contracting Officer and COR; or other method as agreed to by the Contracting Officer.

(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and Contracting Officer on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and Contracting Officer email notification as required herein.
