RADAR SYSTEM DESIGN & ENGINEERING TRAINING & RADAR FUNDAMENTALS

TRAINING

STATEMENT OF WORK (SOW)

1.0 BACKGROUND

This SOW is to provide instructor led Radar System Design & Engineering training to Naval Surface Warfare Center Dahlgren Division employees.

2.0 APPLICABLE DOCUMENTS

None

3.0 REQUIREMENTS

3.1 The contractor shall provide a four (4) day Radar System

Design & Engineering Course for at least ten (10) students.

3.2 The contractor shall provide training virtually by a live instructor or instructors. Due to COVID-19 concerns, instructors will not be provided access to NSWCDD facilities.

3.3 The contractor shall provide all labor and materials to

conduct the training to include course materials, notes, and any required supporting texts.

3.4 The contractor shall provide all course materials at least 7 days prior to the beginning of the class to allow for distribution to the students.

3.5 The contractor shall provide and coordinate the virtual

delivery platform to conduct the training. The training shall be delivered on a platform compatible with a standard configuration unclassified Navy Marine Corps Internet (NMCI) laptop.

3.6 The contractor shall provide training that is instructed by domain experts.

3.7 The contractor shall provide student certificates upon

successful completion of the course.

3.8 The contractor shall ensure training covers the following topics:

3.8.1 Radar Measurements, including range, bearing, target

size estimation, Doppler velocity, and radar horizon.

3.8.2 Radar system components and the radar range equation, including using radar range equation to estimate received power, target signal to noise, and maximum detection range.

3.8.3 Target reflectivity, including radar cross section, swerling models

3.8.4 Radar clutter, including volume clutter, surface

clutter, discrete clutter, land clutter, sea clutter, Constant False Alarm Rate (CFAR) processing, clutter maps, deleterious clutter effects on radar performance, clutter characteristics, effects of platform velocity, distributed sea clutter and sea spikes, terrain clutter, grazing angle vs. depression angle characterization, birds.

3.8.5 Propagation of RF signals in free space and through

the atmosphere, including propagation factor; interference (multipath,) and diffraction; refraction; standard refractivity;

the 4/3 Earth approximation; sub-refractivity; super refractivity; trapping; propagation ducts; littoral propagation;

propagation modeling; attenuation.

3.8.6 CW Radar, Doppler, and Receiver Architecture including

basic properties, CW and high PRF relationships, dynamic range, stability, isolation requirements, techniques, and devices, superheterodyne receivers, in-phase and quadrature receivers, signal spectrum, spectral broadening, matched filtering, Doppler filtering, spectral modulation, CW ranging, and measurement accuracy.

3.8.7 Clutter Filtering Principles including signal-to-

clutter ratio, signal and clutter separation techniques, range and Doppler techniques, principles of filtering, transmitter stability and filtering, pulse Doppler and MTI, blind speeds and blind ranges, staggered MTI, analog and digital filtering, notch shaping, gains and losses.

3.8.8 Clutter performance measures including clutter

attenuation, improvement factor, subclutter visibility, and cancellation ratio.

3.8.9 Radar Waveforms including time-bandwidth concept, Pulse compression, code families, matched filters, Optimal codes and code families: multiple constraints. Performance in the time and frequency domains, Mismatched filters and their applications, Orthogonal and quasi-orthogonal codes; Multiple-

Input- Multiple-Output (MIMO) radar; MIMO waveforms and MIMO antenna patterns.

3.8.10 Electronically Scanned Radar Systems including

fundamental concepts, directivity and gain, elements and arrays, near and far field radiation, element factor and array factor, illumination function and Fourier transform relations, beamwidth approximations, array tapers and sidelobes, electrical dimension and errors, array bandwidth, steering mechanisms, grating lobes, phase monopulse, beam broadening, examples.

3.8.11 Active Phased Array Radar Systems including what are

solid state active arrays (SSAA), what advantages do they provide, emerging requirements that call for SSAA (or AESA), SSAA issues at T/R module, array, and system levels, digital arrays, future direction.

3.8.12 Multiple Simultaneous Beams including reasons for

multiple beams, independently steered beams vs. clustered beams, alternative organization of clustered beams and their implications, quantization lobes in clustered beams arrangements and design options to mitigate them.

3.8.13 Noise in Receiving Systems and Detection Principles

including noise sources, statistical properties, false alarm and detection probability, and pulse integration schemes. Radar cross section; stealth; fluctuating targets; stochastic models;

detection of fluctuating targets.

3.9 The contractor shall coordinate with the technical point of contact listed below to schedule the training event.

NOTE: The government anticipates training will occur April 26- 29, 2021.

3.10 The contractor shall provide a three (3) day Radar

Fundamentals Training Course for at least ten (10) students.

3.11 The contractor shall provide training virtually by a live instructor or instructors. Due to COVID-19 concerns, instructors will not be provided access to NSWCDD facilities.

3.12 The contractor shall provide all labor and materials to

conduct the training to include course materials, notes, and any required supporting texts.

3.13 The contractor shall provide all course materials at least 7 days prior to the beginning of the class to allow for distribution to the students to include .

dimensions and operating frequency on beam shape, phased array antennas.

3.17.6 Radar Transmitters and Receivers, including up-

conversion and down-conversion, bandwidth and its impact on receiver noise, dynamic range.

3.17.7 Radar detection, including probability of detection, false alarm rate.

3.17.8 Radar tracking, including measurement error.

3.18 The contractor shall coordinate with the technical point of contact listed below to schedule the training event.

NOTE: The government anticipates training will occur May 11-13, 2021.

4.0 GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION

(GFP/GFM/GFI)

4.1 The government will provide each student with a

unclassified Navy Marine Corps Internet laptop to access the virtual training.

4.2 The government will provide the names of all students at

least one (1) week prior to the scheduled start of training.

5.0 SECURITY

The work to be performed under this contract is unclassified.

6.0 TRAVEL

The contractor will not be required to travel in performance of this contract.
