Submitted by: Lamar Anderson NAICS Code: 334512 FSC Code: 5998 Anticipated Date to be published in beta.SAM.gov: 09 March 2021 Anticipated Closing Date: 23 March 2021 Contracts POC Name: Lamar Anderson Telephone#: 540-653-5569 Email Address: lamar.b.anderson@navy.mil Code and Description: 5998 – Electrical and Electronic Assemblies, Boards, Cards, and Associated Hardware This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Synopsis/Solicitation N0017821Q6734 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF18. The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System.

This requirement not eligible for small business set-aside.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure brand name products manufactured OPTO 22. Market research has revealed that OPTO 22 is the OEM. The OPTO22 solution has all options and features needed to meet the requirements of the STAVE-CS Project. If a different model or manufacturer is chosen, then all items that interface with these modules will have to be reevaluated and may require redesign to work with sensors and other components chosen for the system. Rework would take an estimated 15,000 direct productive person hours and over $200,000.00 to redesign what is currently being used by the STAVE-CS systems. It will cause the work accomplished over the last year by at least six personnel to be modified or redone to make the currently designed items to operate correctly in a different solution. This duplication of cost can’t be recovered through full and open competition. Please see attached SF 18.

Please include shipping/freight cost to Dahlgren, VA 224418-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price.

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable.

In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov.

Quote is due 23 March 2021, no later than 12:00 p.m. EST with an anticipated award date by April 2021.
