STATEMENT OF WORK
SECTION C – DESCRIPTION/SPECIFICATION/WORK STATEMENT
C.1 BACKGROUND
Under Contract N00178-14-P-1017, Naval Surface Warfare Center Dahlgren Division (NSWCDD) procured engineering services from WINTEC, Inc. to modify an existing multi-launcher emulator (MLE) product used by the US Army on the Apache helicopter program to work on the Navy’s Littoral Combat Ship (LCS) Surface to Surface Missile Module (SSMM). Under contract N00178-16-C-1002, NSWCDD procured a single MLE system, which has been successfully used in testing of the LCS SSMM at NSWCDD. The Navy now desires to modify the MLE set design to accurately provide missile and launcher power loading on the host platform (the SSMM) and to procure additional MLE sets to support SSMM deployed systems.
C.2 SCOPE
The Navy plans to acquire eight (8) Longbow MLE sets, each capable of emulating 6 M299 launchers and 12 Longbow missiles. The Navy has examined the WINTEC MLE system and requires a modified version that has more capability. Non-recurring engineering (NRE) is required to develop the desired system version. The Navy intends to procure the NRE and the test sets in fiscal year (FY) 2020. This effort will include hardware and software modifications to the MLE baseline design to add full missile and launcher power loading on the host/platform system. Software modifications should be less than 10% of the baseline software, and hardware modifications will consist of adding dynamic load modules (DLM) to the Longbow Launcher Emulator (LLE) to support full power load testing of the SSMM. The modified system will be designated the Multiple Launcher Emulator for 6 Stations of Longbow Launchers (MLE6L) with DLM (MLE6L with DLM).
C.3 REQUIREMENTS
C.3.1 The Contractor shall modify the MLE6L design to simulate actual power loading of 6 modified M299 Launchers with two Longbow missiles during all phases of operation, including power on inrush, manually initiated BIT, normal standby operation, and simulated launch.
C.3.2 The Contractor shall demonstrate at least one LLE with DLM at the Army Redstone Arsenal Hellfire Weapons Integration Lab.
C.3.3 The Contractor shall provide a test report detailing how the LLE with DLM compares to an actual M299 launcher and house mouse missile from a power loading perspective. (CDRL A001)
C.3.4 The Contractor shall provide a detailed design review package of the integrated system design including the DLMs within 100 days ARO. (CDRL A002)
C.3.5 The Contractor shall modify the MLE user interface to support the required DLMs.
C.3.6 The Contractor shall build the MLE user interface such that each MLE can operate with or without an associated DLM.
C.3.7 The Contractor shall update the user manual for MLE6L to support the MLE6L with DLM. (CDRL A003)
C.3.8 The Contractor shall build and deliver eight MLE6L with DLM Systems w/two days on-site acceptance and training at NSWCDD, Dahlgren, VA.
C.3.9 The Contractor shall fabricate, test, and deliver eight MLE6L with DLM systems, each system consisting of 1 ECS, an Ethernet router with interconnect cabling, six LLEs, and six DLMs, including all software required to operate all components.
C.3.10 The Contractor shall manufacture all items in accordance with Best Commercial Practices.
C.3.11 The Contractor shall deliver all MLE6L with DLM systems within 12 months ARO.
C.3.12 The Contractor shall deliver each MLE6L with DLM system in ruggedized shipping cases with full foam insulation. The shipping cases shall be compliant to ATA specification 300, Category 1.
C.3.13 The Contractor shall provide an optional quotation for the price to add DLMs to existing MLE6L systems that do not have the DLM integrated, for a total quantity of 24 DLMs.
C.4 RIGHTS IN TECHNICAL DATA
The Government desires at least Government Purpose Rights in all technical data (e.g. drawings, schematics, and documentation) delivered hereunder. The contractor shall, in accordance with DFARS 227.7103-3(a) and 227.7103-4(b), identify all technical data that will be delivered with less than Unlimited Rights.
C.5 TRAVEL
The Contractor shall be required to travel in performance of this Task Order. The numbers of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements All travel shall be conducted in accordance with FAR 31.205-46 Travel Costs. Travel for one trip to Dahlgren, VA is anticipated in accordance with C.3.8.
