STATEMENT OF WORK (SOW)

GREENWAVE ANTENNA BACK PLATE REDESIGN AND MODIFICATION

STATEMENT OF WORK (SOW)

1.0 SCOPE

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) High Power Microwave Systems Development & Integration Branch (E13) requires a redesign and system testing to correct a defect in the Greenwave antenna’s back-plate in which the antenna bowed and no longer pairs with the current back plate mount.

2.0 APPLICABLE DOCUMENTS

None.

3.0 REQUIREMENTS

3.1 The Contractor shall design new arrary frame to properly fit a dip brazed Greenwave antenna array capable of widthstanding Greenwave effects while beinging operated in sea state 3 conditions. The frame shall be at a minimum 25lbs lighter than the original proposed design.

Additionally the new frame should provide a more rigid backplate to increase performance and operational engangement reliability.

3.2 The Contractor shall produce and install the new backplate design onto the existing Greenwave pedestal in order to securely mount the dip brazed greenwave antenna array.

3.3 The Contractor shall design and produce a new waveguide interface to match the demension varition from the originally delivered backplate frame to the new backplate design.

3.3.1 The Contractor shall ensure the design minimizing any loss of energy.

3.4 The Contractor shall assemble the Greenwave Antenna System, with modifications found in this SOW ensuring fit and function for delivery to the Government.

3.5 The Contractor shall conduct low power testing and integration proceedures sufficient to demonstrate to the Government that The Greenwave antenna System is fully fucntional, safe, and operates as intended. Test and integration proceedures will take place at the Contractor’s facility.

3.6 The Contractor shall provide low power test results to the Government. (CDRL A001).

3.7 The Contractor shall conduct best standard practice quality assurance meassures during all phases of this contract.

3.8 The Contractor shall provide the Government an Excutive Summary Quality Assurance Report (CDRL A002).

3.9 The Contractor shall package the Greenwave antenna System so as to minimize chance of damage to said system under normal carrier shipping and handling methods.

3.10 The Contractor shall ship the Greenwave antenna system to NSCWDD.

3.11 The Contractor shall provide Technical support to the Government in the reassmbly of the Greenwave antenna system. Techncial support is to include technical advice for integration to the power source, technical expertise during initial testing to determine radiating power levels, and operating field test support.

NOTE: The government anticipates that the technical support will not exceed two man weeks.

4.0 GOVERNMENT FURNISHED MATERIAL (GFM)

4.1 The Government will provide the Contractor one (1) Greenwave antenna valued at $149,366.00 within two (2) weeks after award of the contract.

4.2 The Contractor shall coordinate the exact dates with the Government Technical Point of Contact (TPOC) upon receipt of the order.

4.3 The Contractor shall be responsible for all logistics related to receipt and temporary storage of the Greenwave antenna.

5.0 PERIOD OF PERFORMANCE

The period of performance is 120 days after receipt of the order.

6.0 DATA DELIVERABLES

6.1 The contractor shall provide data IAW CDRL A001; and

6.2 The contractor shall provide data IAW CDRL A002.

7.0 SECURITY

All work to be performed under this SOW is unclassified.

8.0 TRAVEL

The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The following travel is anticipated: Two (2) personnel for 14 days to Dahlgren, Virginia

C-246-H001 EXTENSION OF COMMERCIAL WARRANTY (NAVSEA) (OCT 2018)

The Contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided that such warranty is available at no additional cost to the Government. The Contractor shall provide a copy of the standard commercial warranty with the item. The standard commercial warranty period shall begin upon the final acceptance of the applicable material or software.

Acceptance of the standard commercial warranty does not waive the Government's rights under the "Inspection" clause, nor does it limit the Government's rights with regard to other terms and conditions of the contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty.

RECEIVING HOURS OF OPERATION – NSWC Dahlgren

All deliveries to the Receiving Officer, Dahlgren Division, Naval Surface Warfare Center, Dahlgren, VA shall be made Monday through Friday from 7:00 a.m. to 2:30 p.m., local time. Deliveries will not be accepted after 2:30 p.m. No deliveries will be made on government holidays.

CONTRACTOR NOTICE REGARDING LATE DELIVERY

In the event the contractor anticipates or encounters difficulty in complying with the contract delivery schedule or date, he/she shall immediately notify, in writing, the Contracting Officer and the cognizant Contract Administration Services Office, if assigned. The notice shall give the pertinent details; however, such notice shall not be construed as a waiver by the Government of any contract delivery schedule, or of any rights or remedies provided by law or under this contract.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the sub line item number (SLIN) or CLIN level, rather than at the total contract/TO level, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by technical instruction (TI), SLIN, or CLIN level. For other than firm fixed price subcontracts, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal.

Subcontractors may email encryption code information directly to the Contracting Officer and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the Contracting Officer and COR; or other method as agreed to by the Contracting Officer.

(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and Contracting Officer on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and Contracting Officer email notification as required herein.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. 52.232-3 PAYMENTS UNDER PERSONAL SERVICES CONTRACTS (APR 1984)

The Government shall pay the Contractor for the services performed by the Contractor, as set forth in the Schedule of this contract, at the rates prescribed, upon the submission by the Contractor of proper invoices or time statements to the office or officer designated and at the time provided for in this contract. (1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government; or

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

(b) The Offeror represents that—

TAXLIABILITY OR A FELONY CONVICTION UNDER ANY FEDERAL LAW—FISCAL YEAR 2013

APPROPRIATIONS (DEVIATION 2013-O0010) (APR 2013)

(a) In accordance with sections 8112 and 8113 of Division C and sections 514 and 515 of Division E of the Consolidated and Further Continuing Appropriations Act, 2013,(Pub. L. 113-6), none of the funds made available by that Act for DoD (including Military Construction funds) may be used to enter into a contract with any corporation that—

(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government; or

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

(b) The Offeror represents that—
