C. STATEMENT OF WORK
C.1. BACKGROUND
L3 Interstate Electronics Corporation (L3-IEC) is responsible for the operation and maintenance of the United States Navy Strategic Systems Programs (SSP) Midcourse RADAR (MCR) located immediately north of Kennedy Space Center in Titusville, Florida.
Since 2011, the Naval Surface Warfare Center Dahlgren Division (NSWCDD) has collaborated with L3-IEC to organize MCR weather data collection campaigns, process collected data, develop algorithms and software, all for the purposes of improving the capability of transforming raw C-band cloud radar reflectivity data into accurate estimates of the ice/liquid water content (I/LWC) for various cloud systems.
With this objective, NSWCDD and the Naval Research Laboratory (NRL) in Monterey, CA have collaborated with radar experts at L3-IEC to lead a series of four weather data collection campaigns (during the summers of 2008-10, and 2015) using the U.S. Navy’s MCR.
C.2. OBJECTIVES
This Statement of Work (SOW) outlines the FY19 L3-IEC tasks that are defined to further NSWCDD and NRL’s objective to produce accurate I/LWC profiles based on radar scans captured by the MCR.
The following tasks will be supported under this SOW:
i. Collaboration with stakeholders
ii. Coordination of MCR operations
iii. MCR radar data collection and distribution
iv. MCR radar and data technical support
v. Construction and distribution of radar data processing tools
vi. Construction and distribution of a technical requirements document (TRD)
C.3. TASKS
C.3.1. Collaboration
L3-IEC will support telecoms as required by NSWCDD or NRL. Telecoms will be scheduled by NSWCDD or NRL approximately every two weeks and will address a pre-defined agenda for approximately 2 hours.
L3-IEC will support technical exchange meetings (TEMs) with NSWCDD, NRL, and other stakeholders to discuss MCR scanning strategies, data collection operations, and improvements to data processing. TEMs are anticipated to be scheduled as needed but no more than quarterly and will be held at the NRL facility in Monterey, CA.
L3-IEC will support multiple MCR calibration events at the MCR site in Titusville, FL. These events are scheduled for February 2019, May 2019, and July 2019. Data collection events will take place in February 2019 (2 engineers, 2 operators, 1 manager working 155 hours each), May 2019 (2 engineers, 2 operators, 1 manager working 115 hours each) and July 2019 (5 engineers working 120 hours each) for a total of 1,950 hours.
C.3.2. Coordination
L3-IEC will coordinate the approval of the U.S. Navy SSP for the use of the MCR system. All activities of the MCR conducted in support of this SOW will be coordinated with the U.S. Navy Ordinance and Test Unit (NOTU), Cape Canaveral Air Force Station, FL.
L3-IEC will coordinate with NSWCDD and NRL to design and execute MCR calibration events, as mentioned in C.3.1., for the purposes of confirming system configuration, system calibration, and collection of sample data.
L3-IEC will coordinate with Navy SSP for use of all necessary equipment needed to facilitate meteorological balloon launches comparable to those conducted aboard the Navy Mobile Instrumentation System (NMIS) ship, including the balloons, launch equipment, helium, and rawinsondes.
L3-IEC will generate a Technical Requirements Document (TRD) that will define the event objectives and methodology. All stakeholders will be required to review and approve the TRD prior to execution of data collections.
Summary of Responsibilities NSWCDD/NRL Delivery To IEC Prior To Data Collection
IEC Support NSWCDD/NRL
Determine requirements of MCR calibration event;
collaborate with L3-IEC to modify details as needed.
Coordinate weather data collection with NRL guidance.
Determine types of weather scans and scanning strategies needed for MCR data collections and coordinate with IEC on pre-configuring the volumetric PPI scans (i.e. save as named trajectory files) prior to the data collection.
Deliver radar weather scans collected within a pre-determined amount of time of event.
Suggest improvements to IEC processing as shown by lessons learned following the 2015 Cape Experiment.
Provide technical support for post-collection analysis following each data collection.
C.4. DELIVERY
C.4.1. MCR Data:
L3-IEC will deliver at least two copies of the raw native format radar data following both of the MCR calibration events to NSWCDD (1) and NRL (1) on external hard drives. L3-IEC will retain a copy of all MCR radar data. This includes the raw radar data, calibration data, monopulse data, and processed OP and PP phase and amplitude (reflectivity in dBZ) data registered to their measured semi-spherical (range, azimuth, elevation), and geodetic (latitude, longitude, altitude) coordinates within window receivers one and two for both the NB and WB waveforms used with the MCR scans during the campaigns. C.4.2. Technical Consultation:
L3-IEC will provide documentation that describes the format of the MCR data deliveries for each event. IEC will support technical exchanges via telecoms or occasional TEMs so that NSWCDD and NRL can confidently execute the data processing tools. L3-IEC will reprocess select data cases if found necessary to do so to correct any data artifacts uncovered during analyses. (CDRL A001)
C.4.3. Software and Data Processing:
L3-IEC will provide configuration management and program engineering and support for processing tools delivered to NSWCDD and NRL. These tools will be developed by L3-IEC for the purpose of batch-processing the MCR data collections into meteorological meaningful values for previously collected (2015) data and any new data collected for the calibration events. L3-IEC will investigate and implement new processing techniques in coordination with the needs set forth by NSWCDD and NRL.
C.5. GOVERNMENT FURNISHED PROPERTY (GFP)
L3-IEC will require Navy SSP approval for non-interference use of Navy GFP including the MCR, Navy Flight Test Instrumentation equipment needed to facilitate meteorological balloon launches, analysis computers, etc.
C.6. SECURITY CONSIDERATIONS
All data collected and analysis results derived will be UNCLASSIFIED.
L3-IEC will review and address cybersecurity considerations at the MCR site (i.e., maintaining the designated certification of office spaces) as part of the TRD review and approval process.
C.7. MATERIAL PROCUREMENT
L3-IEC will procure a quantity of 10 rawinsondes (comparable to those used by L3-IEC aboard the NMIS ship during flight testing), and 10 standard meteorological balloons. This property will be consumed in the execution of calibration events, i.e., the rawinsondes are attached to the balloons, which are then launched for one-time use. The data collected by these instruments is sent to a ground-based receiver and processor. None of the materials procured will be delivered.
L3-IEC will procure data drives or other computer data storage devices to retain copies of data collected or to distribute copies of data collected (as directed).
L3-IEC will procure computer software and licenses as needed to facilitate the processing of data collected or the development of processing and analysis software or algorithms.
L3-IEC will procure a small quantity of miscellaneous items (cables, connectors, etc) to support troubleshooting, integration, and maintenance of instrumentation assembled for the data collection events.
In addition to the above, by direction of NSWCDD and with the concurrence of SP2823, L3-IEC will expend any funds to secure additional material or services to address maintenance of government equipment critical for data collection events.
C.8. TRAVEL
Travel to support technical exchanges and data calibration events from Anaheim, CA to Cape Canaveral, FL and Anaheim, CA to Monterey, CA.
C.9. PERIOD OF PERFORMANCE
The period of performance is anticipated to be date of award and end February 28, 2022.
