DEPARTMENT OF THE NAVY
NAVAL SURFACE WARFARE CENTER
DAHLGREN DIVISION
6149 WELSH ROAD SUITE 203
DAHLGREN VIRGINIA 22448-5130
IN REPLY REFER TO
J&A Number: DN-19-2032
Code: 0231
P.R. Number: N/A
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department.
2. Description of the Action Being Approved
Award of a firm fixed priced contract on a sole source basis for critical lifecycle management of the Information Technology (IT) software solutions currently deployed in the NSWCDD Innovation
Lab (iLab).
3. Description of Supplies/Services
The specific requirement is for the acquisition of twenty (20)
User BlueScape Room Software License Bundle Renewals. These license renewals are part of suite of software collaboration tools that require specialized support to keep the technology systems operational and users trained on their use. The period of performance is 12 months from receipt of the order.
The Government's minimum needs have been verified by the certifying technical and requirements personnel.
The estimated cost of the proposed contract action is
$360,000.00. Fiscal year 2019 Working Capital Fund, Navy, funds will be provided for this procurement.
4. Statutory Authority Permitting Other Than Full and Open
Competition
41 U.S.C. 1901, Simplified Acquisition Procedures
5. Rationale Justifying Use of Cited Statutory Authority
The NSWCDD iLab has acquired a variety of the latest technology and collaboration tools to promote innovation throughout the command utilizing the latest IT Audio/Visual (A/V) systems, as well as several disparate visualization and prototype tools such as the Microsoft hololens, the multi-user Colossus table and 3D plastic/metal printers. Specifically, the BlueScape collaboration controller and associated touch monitor/cloud environment is modeled to unify content and conversations in an organization through a shared space accessible from any device.
The platform allows the sparsely distributed teams to work together no matter where they are to seamlessly collaborate as a unified team. The iLab has invested significant time and resources designing, building and training the workforce on the use of the best commercially available collaboration environment, hardware and software, which Industry has to offer. Because this is for software license renewals and maintenance, they can only be procured from the Original Equipment Manufacturer (OEM) as a matter of compatibility.
Switching manufacturers to a BlueScape competitor (e.g.
Microsoft) would prohibit the reuse of existing equipment and licenses, requiring an entirely new hardware and software platform. In addition to the redesign, redevelopment and re-procurement costs, personnel would have to be retrained on their use. The substantial duplication of costs are estimated at approximately $2,000,000 which could not be recovered through full and open competition.
6. Description of Efforts Made to Solicit Offers from as Many
Offerors as Practicable
Prior to making the original decision to acquire the BlueScape solution, market research for options other than BlueScape (e.g., Microsoft Perceptive Pixel) was performed. Literature searches and multiple vendor interactions identified the BlueScape solution as the best option to fully meet requirements while minimizing the impact to current allocated resources (i.e.
financial, personnel, and schedule). Additional market research was performed to determine if authorized resellers are available to service and train on this proprietary hardware and software.
This market research through interaction with the original equipment manufacturer has shown that Bridge Core LLC is currently the only OEM value added service provider for BlueScape authorized and certified to operate and train end users on the proprietary BlueScape products offered.
The proposed contract will be synopsized on the Federal Business
Opportunities (FEDBIZOPPS) website prior to solicitation to allow time for any interested parties to express interest in this requirement and allow the opportunity to demonstrate their capabilities.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, Dahlgren Contract
Department has no plans at this time to compete future contracts for the type of software support covered by this document. If another potential source emerges, Dahlgren Contract Department will assess whether competition for future requirements is feasible.
