400 FOOT TOWER REPAIRS & INSPECTION
STATEMENT OF WORK
1.0 INTRODUCTION
The Naval Surface Warfare System, Dahlgren Division (NSWCDD), has a requirement to replace the lighting system, safety climb, and perform annual inspection on existing 400-foot self-supporting tower.
2.0 APPLICABLE DOCUMENTS
| 2.1 | NSWCDD Ascending 400ft Tower Standard Operating Procedures (SOP) (attached for reference); |
| 2.2 | Expected Visitor Form (attached); |
| 2.3 | Access Vetting Form (attached); and |
| 2.4 | Federal Aviation Administration (FAA) Advisory Circular (AC) 70/7460-1L, Subject: Obstruction Marking and Lighting, dated 17 August 2018 (attached for reference). |
| 3.0 | REQUIREMENTS |
| 3.1 | The contractor must complete the attached access/vetting forms and have them cleared through base security prior to gaining access to the base and commencing work. |
| 3.2 | The contractor shall provide Lockout/Tagout (LOTO) procedures. |
| 3.3 | The contractor shall provide documentation of fall training records, LOTO training records. |
| 3.4 | The contractor shall provide current physical of all climbers that will be going aloft. |
| 3.5 | The contractor shall provide all materials, personnel, and labor to complete the following: |
| 3.5.1 | The contractor shall install new S.O cables (oil resistant service cord), to the new beacons and wire the cable to the new controllers to include attaching all cable to tower per manufactures recommendations. |
| 3.5.2 | The contractor shall remove existing (non-OSHA compliant) rail system and replace with new safety climb system. |
| 3.5.3 | The contractor shall perform annual safety inspection of the 400’ self-supporting tower. |
| 3.5.4 | The contractor shall straighten all existing antennas due to storm damage. |
| 3.5.5 | The contractor shall replace existing (non-working) lighting system with new LED dual beacons and new flash technology controllers. |
| 3.6 | The contractor shall coordinate with the technical point of contact (TPOC) listed below for access to the site for work completion. |
| 4.0 | DATA DELIVERABLES |
| 4.1 | The contractor shall provide an Acceptance Inspection Equipment Report (CDRL A001); and |
| 4.2 | The contractor shall provide a Repairable Item Inspection Report (CDRL A002). |
| 5.0 | GOVERNMENT FURNISHED EQUIPMENT |
The government will provide access to the NSWCDD tower site as required for work requirements to be completed.
6.0 TRAVEL
The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with Federal Travel Regulations (FTR). Travel for up to four (4) personnel to Dahlgren, Virginia throughout the period of performance is anticipated to complete the work.
