JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
Naval Sea Systems Command, Naval Surface Warfare Center Dahlgren
Division (NSWCDD) Contracts Division Code 0252.
2. Description of the Action Being Approved
Award of an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract on a sole source basis for rapid prototyping, software engineering, systems integration, modeling and simulation, and software lifecycle support services within the
Joint Cognitive Operations Research Environment (jCore) to
Metateq Inc. located at 1127 Priscilla Lane Alexandria, VA
22308.
3. Description of Supplies/Services
The Contractor shall provide rapid prototyping, software engineering, systems integration, modeling and simulation, and software lifecycle support services to develop a live, distributed, virtual multi-player war-gaming and simulation environment within jCore.
The Government’s minimum needs have been verified by the certifying technical and requirements personnel. The estimated dollar value for this effort is summarized below:

4. Statutory Authority Permitting Other Than Full and Open
Competition
10 U.S.C. 2304(c)(5). The Authority cited at FAR 6.302-5
Authorized or Required by Statute applies to this acquisition as the Veterans Benefits Act of 2003 (15 U.S.C. 657f) expresses authorizes sole source awards to entities registered as Service
Disabled Veteran Owned Small Businesses.
5. Rationale Justifying Use of Cited Statutory Authority
In accordance 15 U.S.C. 657f, Veterans Benefit Act of 2003 and FAR
19.1406, the Contracting Officer may consider a contract award to a Service Disabled Veteran Owned Small Business (SDVOSB) concern on a sole source basis when the conditions at FAR 19.1406(a)(1) are met and none of the exclusions in FAR 19.1404 apply. (1) Based on market research conducted by the NSWCDD B30 Program Office and the NSWCDD Contracting Office, there is not a reasonable expectation that offers to satisfy this requirement would be received by two or more SDVOSB concerns. (2) The estimated award price will not exceed $4.0M. (3) This is a new requirement;
therefore it is not being performed by an 8(a) participant or accepted by the SBA under the 8(a) program. (4) Metateq Inc. is actively registered in the System for Award Management as a
Service Disabled Veteran Owned Small Business. Prior to award of the forthcoming contract, the Contracting Officer will make a responsibility determination. (5) Award will be made at a fair and reasonable price.
6. Description of Efforts Made to Solicit Offers from as Many
Offerors as Practicable
The proposed contract action was advertised on the Government-wide point of entry (GPE), FEDBIZOPS, from 27 February 2018 until 8
March 2018. A total of nine (9) responses were received. Based on a review of the capability statements received, the requiring activity determined that only Metateq is qualified and capable of meeting the Government’s requirements.
In accordance 15 U.S.C. 657f, Veterans Benefit Act of 2003 and FAR
19.1406, the Contracting Officer may consider a contract award to a Service Disabled Veteran Owned Small Business (SDVOSB) concern on a sole source basis when the conditions at FAR 19.1406(a)(1) are met and none of the exclusions in FAR 19.1404 apply.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the supplies and services covered by this
J&A will be fair and reasonable. DCMA pricing assistance and/or
DCAA audit of contractor’s proposal will be requested along with
Offeror’s certificate of current cost and pricing to support the fair and reasonable cost determination.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, NSWCDD has no plans at this time to compete future contracts for the types of services covered by this document. Moreover, it is unclear at this time if the services covered by this document will be required in the future; however, if another potential source emerges, NSWCDD will assess whether competition for future requirements is feasible.
