STATEMENT OF WORK
C1.0 BACKGROUND
The government requires support to manage maintenance of the command Access Control System, Intrusion Detection System (ACS/IDS) located at the Naval Surface Warfare Center Dahlgren Division Dam Neck Activity (NSWCDD DNA), 1922 Regulus Avenue, Virginia Beach, VA.

C3.0 REQUIREMENTS
C3.1 The contractor shall provide all supervision, administrative support, technical services, labor, tools, parts, supplies equipment, materials and transportation necessary to perform all routine maintenance and repair services, preventive maintenance support, modification, and installation of the Access Control System (ACS) and Intrusion Detection System (IDS) listed in this statement of work located in Building 127, NSWCDD DNA, Dam Neck Annex, Virginia.
C3.2 The contractor shall provide preventive, corrective and emergency service to maintain security system of the Command.
C3.3 Equipment Maintenance & Repairs – Perform maintenance actions on equipment listed below in section 3.4. The work shall consist of semi-annual IDS and ACS System inspections, testing, software and firmware upgrades/modifications, system configuration changes, handling of trouble calls, and recurring services such as minor repairs to support equipment.
C3.4 Lenel Access Security System (ACS) and Intrusion Detection System (IDS) - The following list the required equipment to be covered:

C3.5 The contractor shall provide semi-annual testing of the system in building 127 within the period of performance. The work shall consist of Semi-Annual IDS and ACS System inspections, and testing.
C3.6 The contractor shall provide security software updates that allow the command to be current with all software revisions and advancements as they are made available by manufacturers. Software upgrades typically occur annually, however many times they have been released several times throughout a given calendar year.
C3.6.1 The contractor shall include Lenel Software for Dongles 49338 and 26706.
C3.7 The contractor shall perform a configuration audit in parallel with Preventive Maintenance. A configuration audit is an inventory of hardware, software, drawings and technical documentation and is a function of configuration management.
C3.8 The contractor shall validate and maintain an inventory of all system software, license information, versions, system and security patches.
C3.9 The contractor shall review and validate technical drawings as part of the Configuration Audit. The contractor shall redline drawings to indicate the actual configuration of the system, subsystem, equipment, device, or component (CDRL A003).
C3.10 The contractor shall provide a means for the Government to place trouble calls with a representative via email or phone number. Trouble calls shall not exceed 50 calls annually.
C3.10.1 Emergency Service: Trouble calls requiring emergency service (involving conditions which may adversely impact health/safety, security, productivity, or cause greater physical damage if left uncorrected) shall be responded to within four (4) hours of trouble call.
C3.10.2 Routine Service: Trouble calls requiring routine service shall be responded to within four (4) hours of trouble call during normal working hours which are Monday through Friday between the hours of 0700 and 1600. Requests for routine service received outside normal working hours shall be responded to the next normal business day.
C3.11 Repair Service: The contractor shall provide troubleshooting, maintenance, repair or replacement on all parts defined in section 3.4 of the command’s LENEL OnGuard intrusion detection, access control, perimeter and early warning systems, turnstile operation and the associated power and communications infrastructure.
C3.12 The contractor shall provide On-site support that will not exceed 15 requests annually.
On-site support covers those activities not considered life cycle support or maintenance. An example of an on-site support work order would be a request to add one card reader to an existing facility. Another example would be a request to remove hardware associated with an access point to allow the site to repair or replace the door and then reinstall the hardware.
C3.13 The contractor shall coordinate all work through the onsite Security Officer.
C3.14 The contractor shall utilize and adhere to approved/established electrical tag-out procedures, as required.
C3.15 The contractor shall properly dispose of all trash and debris in designated containers.
C3.16 The contractor shall forward visit requests to the Security Office via email or phone. The Security Office handles all security clearance badges for visitors into secure spaces. Access to spaces will be necessary to accomplish above tasking.
C3.17 The contractor shall notify the onsite government representative within 48 hours in advance of any routine work to be performed that may produce excessive noise, excessive dust, possible irritating/harmful/strong acrid odor or hazardous fumes/vapors.
C3.18 The contractor shall post adequate/visible signs of hazardous materials and have on hand copies of all required Material Data Safety Sheets (MSDS) for all work that requires the use of hazardous materials.
C4.0 DELIVERABLES
C4.1 The contractor shall provide Maintenance Event Reports (CDRL A001);
C4.2 The contractor shall provide a Preventive Maintenance Plan (CDRL A002); and C4.3 The contractor shall provide As Built drawings (CDRL A003).
C5.0 TEST AND ACCEPTANCE
C5.1 Test and acceptance for corrective/remedial maintenance shall be the completeness of the work order.
C5.2 Test and acceptance for emergency maintenance shall be the completeness of the work order.
C5.3 Test and acceptance for preventive maintenance shall be the accuracy and completeness of the Preventive Maintenance Plan.
C5.4 Test and acceptance for configuration audits shall be the accuracy and completeness of data deliverables and installed equipment audits.
C5.5 Test and acceptance for on-site support shall be quality of install work, operational test, and customer satisfaction.
C5.6 Test and acceptance for inventory management shall be the accuracy and completeness of inventory
C6.0 SECURITY
C6.1 All work performed under this effort shall be unclassified but may include For Official Use Only (FOUO) information requiring protection per DoD 5200.1 Vol 4.
C6.2 Contractor personnel involved in the performance of this task are required to be U.S.
Citizens and possess a SECRET clearance in order to work unescorted in classified spaces.
C6.3 Refer to DD 254 for specific security requirements.
C7.0 TRAVEL
The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the TPOC. All travel shall be conducted in accordance with the FAR 31.205-46, “Travel Costs” and the Federal Travel Regulations (FTR).
Travel from the contractor’s facility to Virginia Beach, Virginia is anticipated throughout the period of performance of the contract.

RECEIVING HOURS OF OPERATION
All deliveries to the Receiving Officer, Naval Surface Warfare Center Dam Neck, shall be made Monday through Friday from 8:00 a.m. to 3:30 p.m., local time. Deliveries will not be accepted after 3:30 p.m. No deliveries will be accepted on government holidays.
Ddl-F40 CONTRACTOR NOTICE REGARDING LATE DELIVERY
In the event the contractor anticipates or encounters difficulty in complying with the contract delivery schedule or date, he/she shall immediately notify, in writing, the Contracting Officer and the cognizant Contract Administration Services Office, if assigned. The notice shall give the pertinent details; however such notice shall not be construed as a waiver by the Government of any contract delivery schedule, or of any rights or remedies provided by law or under this contract.

When submitting an invoice in the WAWF system, please mark all invoices as “FINAL” so that the invoice will be properly closed out once payment has been processed. For authorized partial shipment orders, only mark the invoice as final once all items have been shipped.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.
(5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.

HQ G-2-0009 SUPPLEMENTAL INSTRUCTIONS REGARDING INVOICING (NAVSEA) (APR 2015)
(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the technical instruction (TI), sub line item number (SLIN), or contract line item number (CLIN) level, rather than on a total contract/TO basis, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by TI, SLIN, or CLIN level. For other than firm fixed price subcontractors, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal. Subcontractors may email encryption code information directly to the Contracting Officer (CO) and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the CO and COR; or other method as agreed to by the CO.
(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and CO on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and CO email notification as required herein.

(a) The Government may extend the term of this contract by written notice to the Contractor within (insert the period of time within which the Contracting Officer may exercise the option); provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least days (60 days unless a different number of days is inserted) before the contract expires. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
