COMMERCIAL SOLID STATE SHIPBOARD NAVIGATION RADAR

SPECIFICATIONS

1.0 The government requires a commercial off the shelf (COTS) radar system for real time surveillance. The system shall include displays and controls and be a model that is and has been fielded to specifically support navigation in a maritime environment.

1.1 The radar system shall meet International Maritime Organization (IMO) compliance per IEC 60945.

1.2 The quote shall indicate the number of identical systems currently fielded for commercial and military applications.

1.3 The radar system quoted shall include warranty coverage for 1 year, at a minimum, that covers all components.

2.0 The quoted system shall include the following supporting information/documentation:

2.1Description of all waveforms for each operating mode including operating frequencies, pulse widths, pulse repetition intervals, duty cycles, modulation types and bandwidths;
2.2Mechanical mounting and power requirements for a fixed land based test site or on a moving boat in a maritime environment;
2.3Environmental specifications for which the system is specified to operate and survive;
2.4Antenna performance specifications: peak gain, azimuth and elevation 3dB and 20dB beamwidths, azimuth and elevation peak sidelobe level within 10 degrees of main beam peak and outside of 10 degrees of main beam peak, VSWR;
2.5Identification of hardware and software provided with the base system (additional optional items shall be priced separately);
2.6System reliability documentation and performance specifications: pulse compression ratio, minimum range, range cell size, range accuracy, bearing accuracy, instrumented range, rotation rate(s), time/range sidelobes, dynamic range, minimum discernable signal, noise figure;
2.7Blake chart and accompanying total system hardware and processing loss budget illustrating signal to noise ratio (SNR) and detection range performance for a well-defined scenario;
2.8System architectural diagrams featuring antenna, pedestal, transmitter/receiver, processor, displays, and all cable runs and interfaces; and
2.9Interface standards documentation to allow a third party interface.
3.0The radar system shall meet the following specifications:
Transmitter
Radar system transmitter and its associated power amplifier shall be based on solid state amplifier technology.
Polarization
Horizontal
Operating Frequency
Within X-band: 8-12GHz
Navigation & Surface Search Waveform
Primary navigation and surface search transmitted waveform shall be a multi-pulse waveform and use real-time signal processing that consists of pulse compression and Doppler processing, at a minimum.
Antenna Length
Minimum 8 feet
Transmitted Peak Power
Peak power measured at the input of the antenna is required to be equal l to or greater than 80 Watts.
Waveform Duty Cycle
Equal to or greater than 10%
User Interface
Include a data display unit and commercial grade tracking and operator software.
Cabling
Include timing, control, power, and data cables of 75’.
System Power
Operate off 115/208 VAC power.
System Cooling
Air cooled
TX Sector Blanking
Ability to provide azimuthal transmit sector blanking
4.0The quote shall include delivery FOB Destination (Dahlgren, VA).
5.0The vendor shall provide data in accordance with CDRL A001.
