JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Division.
2. Description of the Action Being Approved
Award of a firm fixed priced contract on a sole source basis for critical equipment to be used by the Surface Combat Systems Center (SCSC) Ship Self Defense (SSD) Facility in Wallops Island, Virginia, manufactured by Varilog Research, Inc.
3. Description of Supplies / Services
Varilog Research, Inc. will be providing the following equipment:

J&A Number: DL13683
The Government's minimum needs have been verified by the certifying technical and requirements personnel.
The estimated cost of the proposed contract action is $276,000.00. Fiscal Year 2016 (FY16) Other Procurement, Navy, will be utilized for this procurement.
4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C . 2304(c) (1) - Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority
The SCSC requires the VariGen™ Simulator to support Combat System Test (CST) to generate sufficient Objective Quality Evidence (OQE) to support certification of the Ship Self Defense System (SSDS) based combat system. The purchase of a VariGen™ with Common Scenario Control Environment (CSCE) and Next Generation Simulation (NGS) interface capability is required to simulate the digital Electronic Warfare (EW) Environment Generator capable of stimulating the complete Signal Processing Chain of the AN / SLQ- 32(V)6 Electronic Warfare System in a test environment. The VariGen™ engineering simulator is the only piece of equipment manufactured that will accomplish this with the SLQ-32(V)6.
Specifically, the VariGen™ is capable of modeling of a dense, complex EW environment consisting of a substantial number of emitters, all individually modeled with high fidelity. The requirement is to model full dynamics of all platforms (emitter hosts and ownership) . Varilog Research, Incorporated is the original equipment manufacturer (OEM) of this equipment, and has no authorized resellers. A patent, copy right or proprietary data limits competition. This equipmen t is proprietary to the OEM.
Without the VariGen™, CST will not have the level of fidelity required to certify the SEWIP BLK 2 for use in the fleet. The VariGen™ requested in this contract is a new variant to simulate SLQ-32(V)6. CST is currently utilizing the VariGen™ manufactured by Varilog Research, Inc. for the AN / SLQ-32(V)B at scsc to support generation of OQE. VariGen™ has proven to provide the required level of simulation necessary to represent the required shipboard environment AN / SLQ-32(V)B. Selecting another manufacturer other than Varilog for this product would be likely a minimum of 2 years, probably longer. Based on the fact that no
NCH 53.6-2
other manufacturer has a current product which performs any of the functions of the Varigen product, therefore any other vendor would have to start from scratch with significant Non-recurring Engineering (NRE) involved. Another vendor would need to establish rights from NAVSEA (PEO-IWS 2.0, the Electronic Warfare Program Office) to obtain access to the technical data for the shipboard Electronic Warfare systems they would be simulating, which involves classified information. Another vendor would require access to a live SLQ-32(V)6 to ensure proper behavior of the simulator and extensive coordination through a Navy activity that has a live system, as no commercial manufacturer would have this asset available. Selection of a different manufacturer would require significant upfront familiarization, testing, requalification, and training with a new SEWIP BLK 2 simulator which would require over $300k of additional funding. The VariGen™ is a proven simulation system for SLQ-32.
6. Description of Efforts Made to Solicit Offers from as Many Off erors as Practicable
Market research performed included the following: 1) Querying knowledgeable individuals both within the Navy and industry regarding market capabilities to meet requirements. This included discussions with land-based test site support engineers and testers within the SSDS, AEGIS , and Ship Self Defense Communities, as well as meetings with industry SMEs for the SSDS system as well as the SLQ-32(V)6 system. In every case, experiential data with existing VariGen™ product will successfully meet the intended usage with no modification or further validation required; 2) Reviewing the results of recent market research undertaken to meet similar or identical requirements . This includes recent review of industry product offerings for requirements SLQ-32(V)6 SEWIP BLK 2 Simulator. The VariGen™ operates by stimulating a significant amount of the shipboard hardware without having to place the test lab in a live configuration; 3) Reviewing literature and documentation from technical conferences and industry-related trade shows; 4) Reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers or available on-line. This includes on-line web searches for specific SLQ - 32(V)6 simulator technologies and company offerings;
and 5) Participating in interactive, on-line communication among industry, acquisition personnel, and customers . As a result of this market research and the review of the manufacturer's compatibility and system specifications, it was revealed that the
NCH 53.6 - 2
Varilog product would be the only solution that meets the test objectives. Market research has also shown these components are available only through the OEM. Varilog Research only sells direct and has no resellers or distributors in the USA for the requested products.
The proposed contract was synopsized on the Federal Business Opportunities (FEDBIZOPPS) website on 19 October 2016 and only Vision Research, Inc. expressd interest in this requirement. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than Vision Research, Inc. to provide the required equipment.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition For the reasons set forth in Paragraph 5, Dahlgren Contract Division has no plans at this time to compete future contracts for the type of equipment covered by this document specifically due to the components being in a national security system. If another potential source emerges, Dahlgren Contract Division will assess whether competition for future requirements is feasible.
