STATEMENT OF WORK

C1.0 BACKGROUND

The Littoral Combat Ship Program is building a system to collect, monitor and display Real-Time ship board and laboratory data. The design requires multiple Subject Matter Expert (SME) stations that host the user interface, display graphics and accommodate analysis tools. To achieve the required design flexibility, a Data Distribution Service (DDS), also referred to as Publish/Subscribe is being used. The DDS is also compatible with and supportive of the spiral development processing being employed. Due to the characteristics of the project, it is imperative that the Conext DDS system be setup to achieve the longevity, throttling and throughput requirements. This SOW contains the principles and characteristics which will be used to guide the required design and thereby the services required to achieve the DDS design/configuration. In addition, the training and familiarization requirement will be discussed.

C2.0 APPLICABLE DOCUMENTS

Original Equipment Manufacturer (OEM) Specifications

C3.0 REQUIREMENTS

The contractor shall provide a RTI Conext Publish/Subscribe design/implementation that has the following characteristics:

3.1 Shall have variable number of publishers and subscribers

3.2 No subscription shall be published unless there is at least one subscriber

3.3 Publishers receive time sensitive, time stamped data and

shall publish it using the proposed design. The data is busty by nature so processing time lags may vary between instances of the message.

3.4 It is anticipated that receivers will process data with a known time-lag; however, all data shall be contemporaneously processed at the end point, from a time order queue.

3.4.1 The time-lag shall be no worse than the slowest publisher plus data transfer and processing time.

3.5 The design shall maintain a smoothed estimate of the time lag at any point in time

3.6 Publishers may reside on a number of computers and receive and process multiple time sensitive messages. Publication may be periodically reallocated to processors based upon processing power or network topology. Receivers shall be capable of receiving from any publisher, be agnostic to the origin of the publication, and require no reprogramming to make the change.

3.7 Publishers and subscribers will be multi-threaded;

therefore publishers and subscribers shall be thread-safe.

3.8 The design/implementation shall be provided to the TPOC

identified below where upon it will be implemented on government computers.

3.9 Contractor may need to visit classified spaces and

participate in debug sessions, specifically relevant to the aforementioned design/implementation.

3.10 Training shall be provided to fully acquaint the NSWCDD

personal in the development and maintenance of the design/implementation.

C4.0 DATA DELIVERABLE

The contractor shall provide the DDS Design in accordance with

(IAW) CDRL A001.

C5.0 TRAVEL

The contractor may be required to travel in performance of this task order. The numbers of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the TPOC. All travel shall be conducted in accordance with FAR 31.205-46

Travel Costs and the Federal Travel Regulations (FTR) and shall be pre-approved by the Contracting Officer. The government anticipates local travel only to the NSWCDD throughout the period of performance.

C6.0 SECURITY

6.1 Personnel providing direct support to this effort shall be cleared to the level of SECRET. Access to classified spaces and handling of classified material shall be in accordance with DD

Form 254 and the NSWCDD Command Security Manual.

(1) Facility Clearance: The Contractor shall possess and maintain a SECRET facility clearance as verified within the

Industrial Security Facility Database.

(2) Physical Security: No safeguarding of classified material is authorized at the contractor facility.

Safeguarding will only be required at the actual performance site listed in Block 8 on the DD254. Actual performance site’s security regulations and guidelines will apply.

(3) For Official Use Only (FOUO) and Personally

Identifiable Information (PII) generated and/or provided under this contract shall be safeguarded and marked as specified in DoD 5400.7-R Chapters 3 and 4.

6.2 Electronic Spillage

6.2.1 Electronic Spillages (ES) are unacceptable and pose a risk to national security. An electronic spillage is defined as classified data placed on an information system (IS), media or hardcopy document possessing insufficient security controls to protect the data at the required classification level, thus posing a risk to national security (e.g., sensitive compartmented information (SCI) onto collateral, Secret onto

Unclassified, etc). The contractor's performance as it relates to ES will be evaluated by the Government. ES reflects on the overall security posture of NSWCDD and a lack of attention to detail with regard to the handling of classified information of

IS security discipline and will be reflected in the contractor's performance rating. In the event that a contractor is determined to be responsible for an ES, all direct and indirect costs incurred by the Government for ES remediation will be charged to the contractor.

6.2.2 NSWCDD Security will continue to be responsible for the corrective action plan in accordance with the security guidance reflected on the DOD Contract Security Classification

Specification - DD254. NSWCDD Security will identify the contractor facility and contract number associated with all electronic spillages during the investigation that involve contractor support. NSWCDD Security will notify the Contracts

Division with the contractor facility name and contract number, incident specifics and associated costs for clean up. The

Contracting Officer will be responsible to work with the

Contractor Facility to capture the costs incurred during the spillage clean up. The Contractor is also responsible for taking Information Security Awareness training annually, via their Facility Security Officer (FSO), as part of the mandatory training requirements. If a spillage occurs additional training will be required to prevent recurrence.

6.3 Portable Electronic Devices (PEDs)

6.3.1 Non-government and/or personally owned portable electronic devices (PEDs) are prohibited in all NSWCDD buildings with the exception of personally owned cell phones which are authorized for use in spaces up to and including Controlled Access Areas to allow for communications in emergent situations. The Contractor shall ensure that onsite personnel remain compliant with the

NSWCDD PED policy NSWCDDINST 5239.3 (series). NSWCDD instruction defines PEDS as the following: any electronic device designed to be easily transported, with the capability to store, record, receive or transmit text, images, video, or audio data in any format via any transmission medium. PEDS include, but are not limited to, laptops, radios, compact discs, smart watches, phones, digital voice recorders and cassette players/recorders.

In addition, this includes removable storage media such as flash memory, memory sticks, multimedia cards and secure digital cards, micro-drive modules, ZIP drives, ZIP disks, recordable

CDs, DVDs, MP3 players, iPADs, digital picture frames, electronic book readers, kindle, nook, cameras, external hard disk drives, and floppy diskettes.

6.3.2 PEDs belonging to an external organization shall not be connected to NSWCDD networks or infrastructure without prior approval from the NSWCDD Information Assurance and Compliance

Branch, CXA10. This approval will be granted using the TARIS form and action tracker process.

6.3.3 Personally owned hardware or software shall not be

connected or introduced to any NSWCDD hardware, network or information system infrastructure.

6.4 Performance under this contract requires the contractor to adhere to Operations Security (OPSEC) requirements. Explanation of these requirements is detailed in the Operations Security

Guide for Defense Contractors available online at:

http://www.navsea.navy.mil/nswc/dahlgren/default.aspx; click on

OPSEC Guide for Defense Contractors on the left-hand side.

C7.0 GOVERNMENT FURNISHED INFORMATION (GFI)

Test results will be provided to contractor employees consisting of timing data and error logs throughout the period of performance.

Federal taxes in an amount that exceeds $3,500 for which the liability remains unsatisfied.

(i) Taxes are considered delinquent if both of the following criteria apply:

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. Sec. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. Sec. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. Sec. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. 362 (the Bankruptcy Code).

(i) Certification Regarding Knowledge of Child Labor for Listed End Products (Executive Order 13126). [The
