STATEMENT OF WORK
ATTENTION BY INFORMATION MAXIMIZATION USING A HYBRID
STATISTICAL-ANALYTIC REPRESENTATION (AIMSTAR)
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
This Statement of Work describes the tasks and responsibilities to be fulfilled by University of Manitoba, (hereafter referred to as the Contractor), to provide updated prototype code and technical report, image set and technical brief to the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) to assist detecting relevant target entities from visual imagery.
2.0 SCOPE
The project will support the SAF-T program by (1) providing updated algorithms for detection of visual saliency that extend current methods through feature agnostic saliency measures (2) assessment of the value of deep neural networks in predicting salient targets, and implements a version of the AIMSTAR algorithm incorporating visual, thermal, and temporal features.
3.0 REQUIREMENTS
3.1 Feature Agnostic Visual Saliency Measures
Many existing visual saliency models prescribe a specific set of image features (e.g. edges), derived from a specific colorspace (e.g. RGB, Lab). In many instances, it is not possible to disentangle the measure of contrast that defines salient content from the features themselves. This presents challenges in adapting the nature of computation to accommodate alternative input channels (e.g. IR), or in limiting flexibility in the nature of image structure that defines salient target entities in the output. This places limitations on amenability to optimize an algorithm for more specific applications.
3.1.1 The Contractor shall develop an upgraded generalized
feature agnostic saliency measure inspired by AIM.
3.1.2 The composition of this model shall present a high degree of flexibility to the input channels and features considered, and control over factors such as scale of relevant content and underlying colorspace and channels.
3.1.3 Methods for translating existing raw imagery and video
data into a format suitable for processing by the model shall also be derived in the course of this work.
3.2 Assessment of Saliency via Deep Learning
Recent benchmark scores have demonstrated a high degree of capability for models that use deep learning to identify salient targets as defined by human gaze targets. Models corresponding to the most promising benchmark scores (e.g. SALICON) have yet to be published and details of how they are implemented are not yet available. Nevertheless, there is evident value in assessing the ease with which models of this variety may be developed, and their relative efficacy.
3.2.1 The Contractor shall establish the feasibility and value of developing models built on deep learning in predicting salient targets.
3.2.2 The Contractor shall achieve this via examining the
capacity for fully convolutional neural networks to be trained based on ground truth defining salient targets.
3.3 The Contractor shall participate and report on status in
bi-weekly progress meetings with the SAF-T perception IPT. The contractor shall participate in these meetings via teleconferences.
3.4 The Contractor shall participate in a kickoff meeting with the SAF-T team to establish a schedule for reviews.
4.0 GOVERNMENT FURNISHED INFORMATION (GFI)
Any analysis of updates to the SAF-T architecture by the Government will be provided to the Contractor on an as needed basis.
5.0 DELIVERABLES
5.1 The Contractor shall deliver a technical report IAW CDRL

5.2 The Contractor shall deliver computer software products IAW

(a) The Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the technical instruction (TI), sub line item number (SLIN), or contract line item number (CLIN) level, rather than on a total contract/TO basis, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by TI, SLIN, or CLIN level. For other than firm fixed price subcontractors, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal. Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the CO and COR; or other method as agreed to by the CO.
(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and CO on the same date they submit the invoice in WAWF.
