JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Division.
2. Description of the Action Being Approved
Award of a firm fixed priced contract on a brand name basis for computer resources required to run computational physics software in support of physics-based Modeling and Simulation
(M&S) for a wide range of Navy and Joint sponsors. G Department
M&S consists of shock physics, structural mechanics, computational fluid dynamics, computational electromagnetics and heat transfer as well as lethality, vulnerability and effectiveness analysis. Examples of simulations frequently performed by NSWC Dahlgren include high velocity impacts, fragment penetration through armor and other materials, and missile defense “hit-to-kill” encounters against various ballistic missile payloads.
3. Description of Supplies/Services
An authorized Linux reseller will be providing a High
Performance Computing Cluster for performing physics-based computation. This system will be an add-on to an existing distributed memory Linux cluster, tailored to meet the requirements for highly parallel numerical computations of large problems with computational fluid dynamics, finite element and hydrocode software. System installation, configuration, and demonstration are part of this effort. The Statement of Work defines the system installation, configuration, training, and demonstration portions of the Linux Cluster procurement. This procurement is part 2 of a two part procurement to obtain a
Linux computer cluster with a minimum of 1800 processor cores.
The SGI Ice X Linux cluster purchased by NSWCDD through competitive bid in FY14 was part 1. The planned FY15 purchase will provide the additional compute nodes and interconnect hardware to complete a single, fully integrated 1800+ core Linux cluster.
The Government's minimum needs have been verified by the certifying technical and requirements personnel.
The estimated value of this acquisition is $625,625.00. Fiscal
Year 2015 Capital Improvement Project (CIP) funding will be provided as follows:
TYPE FY15 TOTAL
CIP $625,625.00 $625,625.00
Total $625,625.00
4. Statutory Authority Permitting Other Than Full and Open
Competition
10 U.S.C. 2304(c)(1) – Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority
The purchase of additional compute nodes and hardware from SGI is required to provide compatibility with the existing Linux cluster for the following reasons. The Ice X is designed to be scalable so that it can accommodate SGI compute nodes purchased in successive years with no degradation in performance. An attempt to integrate non-SGI compute nodes into the existing cluster would require a significant effort by the supplier to properly engineer the compute nodes and network interfaces. The engineering costs would reduce the number of compute nodes purchased while the potential for an adverse impact to cluster performance would still exist since SGI proprietary information may not be available to the supplier. Use of non-SGI compute nodes would reduce the maximum computational job size and number of users the cluster can accommodate. This requirement seeks to maximize cluster size and speed in order to support several users with sufficient computational resources for large, system-level simulations. Also, an additional burden would be placed on the government to design and perform testing on a "hybrid" cluster to ensure acceptable performance. Additionally, brand-name specific hardware and software is required as follows for compatibility with our existing cluster.
i. Intel Xeon E5v2 CPUs
ii. PBS Professional queuing system software
iii. Intel Fortran Compiler for Linux
iv. Intel C++ Compiler for Linux
v. Intel MPI Runtime Environment
Full details are provided in the technical requirements document.
6. Description of Efforts Made to Solicit Offers from as Many
Offerors as Practicable
Market research has shown that Linux clusters are available domestically from a variety of corporations. The operating systems and hardware around which the clusters are built vary significantly from manufacturer to manufacturer. Some systems run on a Linux distribution and cluster management tools that are completely open source. Other manufacturers use operating systems derived from open source software but with a significant amount of proprietary changes as well as sophisticated, proprietary resource managers for managing multiple users and jobs. No examples of “hybrid” Linux clusters intended for massively parallel calculations were found to be in use by any government agency.
In addition, the proposed contract will be posted as a combined synopsis/solicitation on the Federal Business Opportunities
(FEDBIZOPPS) website for authorized Linux resellers to provide proposals based off of the posted requirement. No further market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than authorized resellers to provide the required equipment.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
There will be no barriers for timely award other than the limitation as to the SGI system discussed. This procurement will complete the existing system. Procurement for a system in
FY16 is expected to be full and open.
