SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The required response date/time has changed from 01-May-2014 02:00 PM to 15-May-2014 02:00 PM.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
Ddl-L31 COST PROPOSAL – SPECIFIC REQUIREMENTS – COMPLEX SUPPLIES/R&D ITEMS
The cost proposal must provide breakdowns for the following basic price and/or cost elements, as applicable:
(a) This proposal shall contain Firm Fixed Pricing (FFP) as stated in Section B to establish a contract ceiling value under CLIN 0001. The offeror shall provide as a part of their cost proposal the summed value of each piece of equipment times the quantity as identified in the chart below per fiscal year. The summed total value for
FY14, FY15, FY16 and FY17 (all equipment quantities for the entire period of performance) shall equal the established contract ceiling value (CLIN 0001). See chart below:
Note: Requests for Technical Data Packages (TDP's) shall be sent electronically to Theresa Ashton-Moore at: theresa.ashton-moore@navy.mil or faxed to (540) 653-6810, Attn: Theresa Ashton-Moore. The TDP's will be restricted to current DoD and DoD contractor's only. Each interested DoD contractor must hold an active Joint
Certification Program (JCP) certification with the Logistics Information Service. Additional information regarding obtaining JCP certification can be found at: http://www.dlis.dla.mil/jcp. Along with the request to receive the technical data package, interested parties should also provide the company's address, telephone number, POC and provide the company’s CAGE Code, DUNS number or JCP Certification Number, as well as the DoD contract number for which the company currently holds an active DoD contract. Requests for TDP's should be submitted not later than April 1, 2014 to allow potential offeror’s adequate time for proposal preparation and timely submission prior to the proposal response due date. It is not the Government’s intent to grant extensions to the proposal response due date as a result of untimely request/receipt of the TDP’s. The TDP's include data restricted by the
Arms Export Control Act.

(b) Purchased/Subcontracted Materials and Services. Provide a consolidated priced summary of individual material quantities included in the various tasks, orders, or contract line items being proposed and the basis for pricing (vendor quotes, invoice prices, etc.). Include raw materials, parts, components, assemblies, and services to be produced or performed by others. For all items proposed, identify the item and show the source, quantity, and price. Conduct price analyses of all subcontractor proposals. Conduct cost analyses for all subcontracts when cost or pricing data are submitted by the subcontractor. Include these analyses as part of your own cost proposal submissions. Submit the subcontractor cost or pricing data as part of your own cost or pricing data. These requirements also apply to all subcontractors if required to submit cost or pricing data.
(1) Adequate Price Competition. Provide data showing the degree of competition and the basis for establishing the source and reasonableness of price for those acquisitions (such as subcontracts, purchase orders, material order, etc.) priced on the basis of adequate price competition. For interorganizational transfers priced at other than the cost of comparable competitive commercial work of the division, subsidiary, or affiliate of the contractor, explain the pricing method (see FAR 31.205-26(e)).
(2) All Other. Provide data showing the basis for establishing source and reasonableness of price.
In addition, provide a summary of your cost analysis and a copy of cost or pricing data submitted by the prospective source in support of each subcontract, or purchase order. For standard commercial items fabricated by the offeror that are generally stocked in inventory, provide a separate cost breakdown, if priced based on cost. For interorganizational transfers priced at cost, provide a separate breakdown of cost elements. Analyze the cost or pricing data and submit the results of your analysis of the prospective source's proposal. When submission of a prospective source's cost or pricing data is required as described in this paragraph, it must be included along with your own cost or pricing data submission, as part of your own cost or pricing data. You must also submit any other

VENDOR QUESTIONS/GOVT RESPONSE
For informational purposes, the following vendor questions and corresponding Government responses are being provided:
1. The RFP specifies Tactical Computer Console (TCC) OJ-830 (V) 2 (LSD Config) P/N 8499610-
1, but the TDP only defines 8499610 not the 8499610-1.
Response: The only difference in the dash numbers is the type of shocks that are put in.
2. The RFP specifies Tactical Computer Console (TCC) OJ-830 (V) 2 (CVN Config) P/N 8499610-
2, but the TDP only defines 8499610 not the 8499610-2.
Response: The only difference in the dash numbers is the type of shocks that are put in.
3. The RFP specifies Common Display System (CDS) Variant “B” Field Change 1 OJ-836/U
8501406. Is this for a Field Change 1 Kit only or for an OJ-836/U with Field Change 1 installed?
Note that item 1 as listed on the Government supplied TDP drawing 8501406 calls out the CDS console itself.
Response: The contractor will only be building the Field Change.
4. The RFP specifies Tactical Computer Console OJ-830 (V) 1 P/N 7455360. The TDP specifies
7455360-1, -2, -3, or -101. For which dash number is the RFP?
Response: Revision 1 to the TDP should have provided clarity.
5. The RFP specifies Automated Status Board (ASTAB) DU-20B/S P/N 7455391 but 7455391 is not in the TDP.
6. The RFP specifies MAMs Kit LSD, CVN, LPD, LHD however the Kit is not defined in the TDP.
7. The RFP specifies INCO Kit LSD, LPD, LHD however the Kit is not defined in the TDP.
8. The RFP specifies INCO Kit CVN however the Kit is not defined in the TDP.
9. Section G, PAYMENT INSTRUCTIONS does not indicate the possibility of progress payments. Would the Government consider including the potential of progress payments as identified in Federal Acquisition Regulations, Subpart 32.501-1 Customary progress payment rates and insert clause 52.232-16 & Alternate 1 as part of the solicitation?
Response: Amendment 2 to Solicitation N00178-14-R-3011 posted to FedBizOpps today which amends the solicitation to include Clause 52.232-16 and Alt I.
10. Section C, paragraph 4.5 stipulates that the contractor be ISO 9001 Certified and provide a Certification number. If the offeror is in the process of gaining that certification, but isn’t certified by the proposal submittal date but it is anticipated that they be certified by
Contract Award date: will this meet the Mandatory Requirements provision?
Response: Whether an offeror will be considered to have met this mandatory requirement will be based on the anticipated certification date at proposal submission and where the offeror is in the certification process.
11. Section E, INSPECTION AND ACCEPTANCE, sub-paragraph 3, indicates a performance of a “ping” test of the network is required. Will GFE test equipment be provided at the factory for the Inspection FQT or at the destination by the Government for the Acceptance FQT?
Response: The FQT will be conducted at the factory. The Government will supply the test procedures. The hardware which will be needed is a laptop and a network switch.
12. What is the anticipated contract award date?
Response: The anticipated contract start date is July 3, 2014.
13. Section E of the RFP indicates that product acceptance will take place at the delivery destination.
What will be the delivery destination?
Response: Delivery requirements will be specified per individual delivery order; however it will likely be either within the Norfolk/Virginia Beach, VA area.
14. Will form DD-250 be completed upon acceptance at the destination?
Response: No, please refer to Clause 252.232-7006 Wide Area Workflow Payment Instructions.
15. Does the Government require a Contractor Representative to be present for acceptance at the destination?
Response: No, the Government does not require contractor presence for acceptance.
16. Our supplier Aydin has informed us that Aydin part number 4442-A2-551-11L specified in the 42
Inch Large Screen Color Display Assembly (P/N 8499592) is no longer available for purchase. Aydin is prepared to supply Aydin part number 4442-A3-551-11L as a form, fit, and function replacement. Does the government accept the proposed replacement? If not please provide direction.
Response: Drawing No. 8499592-2 should reference Aydin P/N: 4442-A3-551-11L in lieu of 4442-A2-551-11L in the Technical Data Package (TDP). This correction is included in Amendment #3 to the solicitation.
17. The MAMS INCO list does not specify a quantity for each MAM item, are we to assume that the quantity for each item is one (1)?
Response: For clarification, MAMs Kit and INCO Kits - Offerors should price each item on the SSDS Mk2 Mod C
INCO MAM list individually (list is included on the TDP CD) for a quantity of one (1) each. Each item will be used in a CVN/LPD/LHD INCO and MAM kit and should be priced per each kit included in the planned hardware chart.
This clarification is included in Amendment #3 to the solicitation.
18. The same part numbers from the original TDP exist within Revision 1 of the TDP. However, there are no revision level changes or change documents. The original TDP contained red line markups and Revision 1 of the
TDP appears to be changes reflecting the original red lines. It will take some time to compare each drawing (from the original TDP file and Revision 1) to make sure. Is it possible to assume the revisions accurately reflect the original red line submissions?
Response: Revision 2 of the TDP provided clarification.
19. We see a MAMS INCO BOM but cannot identify the content of the individual required kits and request clarification:
MAMS Kit LSD, CVN, LPD, LHD
INCO Kit LSD, LPD, LHD
Response: Revision 2 of the TDP provided clarification.
20. The Automated Status Board (ASTAB) DU-20B/s, drawing #7455391 is the installation control drawing but does not define the DU-20B/S. Please provide the DU-20B/S.
Response: It is P/N 51-NAG01-002, which is reflected in Drawing No. 7455391. The ASSY DWG may also provide additional clarification. The revisions accurately reflect the original red line submissions; however they may also have new content due to a compiling issue.
21. The updated TDP is missing drawings for the following part numbers in the INCO MAM list:

24. Our company understands that the Automated Status Board (ASTAB) DU-20B/S, Drawing #7455391 identifies the 51-NAG01-002 as the NAG, ASTAB. The 51-NAG01-002 assembly includes item numbers 11, 12, 13, 14, 15, 16, 19, 33, and 36.
a. Item 16 is not shown as being used in the field of the drawing.
b. Items 11 and 15 are identified on sheet 1 in the field of the drawing, but their use/installation in the 51-
NAG01-002 are unclear.
c. Drawings for items 11, 12, 13, 15, 16, and 19 have not been provided.
We would appreciate clarification.

25. If there are multiple contracts awarded, will a RFP be issued for each Delivery Order for which the contractor will be requested to submit a proposal to compete?
Response: The Government anticipates issuing an RFP for each resultant delivery order.
26. If there is a single contract awarded as a result of this solicitation, will there be RFP’s and subsequent contractor proposals required for each Delivery Order?
Response: The Government anticipates issuing an RFP for each resultant delivery order.
27. Item number 5 of the FIELD CHANGE 1, OJ-836/U DATA DISPLAY GROUP (P/N 8501406) is part number
208-7058-001. Part number 208-7058-001 does not have an associated drawing or parts list in the TDP. If this is a procured part, no vendor or CAGE is specified. Please provide a drawing and parts list for 208-7058-001 or specify a vendor(s).
Response: This is clarified in the new TDP.
28. Should the bidder include item number 20, the Model 4424-CDS Display, of the Tactical Computer Console
OJ-630(V)2 (P/N 8499610-1) or will the government provide this item as Government Furnished Material?
Response: This appears to be the old drawing. The display P/N is 356-7036-501 (PR3) and will not be GFM.
29. I tem number 38 of the Tactical Computer Console OJ-630(V)2 (P/N 8499610-1) is part number 8499573-9. The
-9 is not defined the 8499573 drawing.
Response: This is an error in the drawing. Offerors should use 8499573-2.
30. For the OJ-830(V)1 and OJ-830(V)2, drawing 7455360 and 8499610, respectively, the HS22 Blade Servers are end of life (specification control drawing 8499732-101). Will the government provide an ECP to replace this part?
Can the Government provide the part as Government Furnished Material?
Response: The replacement is (HS23E).
31. For the OJ-830(V)1, the Intrusion Protection Sensor, Cisco IPS-4255-K9 (see specification control drawing
8499704) is end of life. Will the Government provide an ECP to replace this part? Can the contractor provide a
