HEMP CURRENT INJECTION PULSER SYSTEM

REQUIREMENTS

1.0 BACKGROUND

The Naval Surface Warfare Center Dahlgren Division, has a requirement for (1) High-Altitude EMP (HEMP) pulser. Q51 requires this pulser for testing the HEMP hardening and survivability of topside systems and cabling that are exposed to the worst-case HEMP threat. The NSWCDD requires a portable self-contained pulse generator system that is capable of generating electromagnetic currents on topside systems and cabling to the expected levels created by exposure to the HEMP environment.

The Pulser System (pulse generator, coaxial High-Voltage (HV) output cable, and inductive coupler) will be used to inject HEMP response electromagnetic currents onto cabling or systems either inductively through the coupler, or directly through a low-impedance path. The Pulser System will be used in shipboard or field environments where portability and ease of use are critical to test success. The waveform and output signal criteria will be the current generated by exposure to the HEMP Early-time (E1) Threat waveform.

2.0 APPLICABLE DOCUMENTS

HEMP Free-Field E1 Waveform for this Pulser is found in the following Military Standards (MIL-STDs):

· MIL-STD-188-125-1 High-Altitude Electromagnetic Pulse (HEMP) Protection for Ground-Based C4I Facilities Performing Critical Time-Urgent Missions; Table 1, E1 Small Pulser

· MIL-STD-464C, ELECTROMAGNETIC ENVIRONMENTAL EFFECTS REQUIREMENTS FOR SYSTEMS; HEMP (UNCLASSIFIED Waveform)

3.0 REQUIREMENTS

3.1The contractor shall provide one pulse generator designed to meet or exceed the test requirements of MIL-STD-188-125-1, Table 1, E1 Small Pulser.
3.2The pulse generator shall include at least 10-feet of coaxial HV output cable (25 feet preferred), and an inductive coupler (collectively referred to as the Pulser System).
3.3The pulse generator shall be man-portable and operate off of internal rechargeable batteries with an ability to re-charge the batteries.
3.4At a minimum, the required pulser shall be capable of a peak output current through the inductive coupler of at least 150 Amps (A) at a risetime of less than 70 nanoseconds (ns). It would be highly desirable if the peak output current through the coupler exceeds 200 A, and the rise-time is as fast as 20 ns; this increased performance will improve the fidelity of the measurements and increase the number of systems we are able to test and assess.
3.5Detailed Pulse Generator Specifications

· Internal charging voltage: Minimum - 0 to 15,000 Volts (V) DC, Maximum 0 to 100,000 (V);

· Direct Injection - Nominal output:

· HEMP waveform shall be Double Exponential waveform for MIL-STD-464 HEMP or MIL-STD-188-125-1 Table 1 for small pulser;

· Risetime Shall be less than 20ns - faster risetime is preferred (but not less than 3 ns) in order to increase the fidelity of the test. Adjustable risetime desirable;

· Pulse Width - full width half max (FWHM) Shall be less than 550 ns – faster/adjustable FWHM is preferred with no less than 30 ns;

· Trigger shall be manual push button, with remote triggering desirable;

· Repetition rate shall be at a minimum, manually triggered single shot with every 15 seconds. Higher repetition rates and multiple bursts are desirable;

· Source Impedance shall be no higher than 70 Ohms;

· Inductive Coupler – Nominal Performance:

· The Nominal inductive coupler delivered output shall be a Peak Current of at least 150 A output, with higher currents highly desirable;

· Risetime Shall be less than 70ns - faster risetime is preferred, and an adjustable risetime is desirable;

· The length of the Inductive Coupler shall be less than 10 inches, with smaller dimensions highly desirable;

· The interior diameter of the coupler shall be not less than 1-3/4 inches;

· The weight of the inductive coupler shall be less than 40 lbs, with lighter weights being highly desirable;

· Open Circuit (High Impedance) Output:

· High impedance firing: Many pulsers can be damaged if the pulser is discharged “fired” into an open, or very high impedance, load. Open circuit protection is preferred and highly desirable. If there is no open circuit protection, a quick repair capability may be provided in the event of an open circuit firing and subsequent pulser damage. The vendor shall state the nominal rating of any Open Circuit protection performance, and the type of repair/corrective action required such as the replacement of fuses, resetting circuit breakers, or performing field or depot level repair.

· HV Output Connector shall connect to inductive coupler via coaxial output cable; must be capable of short-circuit as well as inductive coupling. An industry standard connector is preferred over proprietary.

· Power Requirements: Power input shall be an internal rechargeable battery with ability of operating approximately 8-10 hours during normal testing and ability to recharge battery. The number of pulses available from the charged battery should be 200 or more;

· The pulse generator size shall be no greater than 40” x 25” x 20”, the Length x width x height value shall be less than 2000 inches;

· Weight shall be less than 100 lbs;

· HV Output Cable shall be at least 10 feet Coaxial with 25 feet desirable;

· Operation Manual shall be Required;

3.6 Government Verification Testing

3.6.1 Verification and acceptance testing of the Pulse Generator System will be performed by NSWCDD after receipt of units;

3.6.2 The Pulser System inductive coupling output shall be tested by setting the Pulse Generator Output 10%, 25%, 50%, 75% & 100%, of rated charge voltage; injecting a pulse through the inductive coupler into a shorted, calibration fixture to verify nominal operational characteristics of the unit;

3.6.3 The Pulser System direct injection output shall be tested by setting the Pulse Generator Output 10%, 25%, 50%, 75% & 100%, of rated charge voltage; injecting a pulse through the HV cable into a shorted load to verify nominal operational characteristics of the unit;

3.6.4 If the pulser has Open Circuit Protection, the system will be tested by setting the Pulse Generator Output 10%, 25%, 50%, and 100% of the vendor’s rated Open Circuit Protection charge voltage threshold, and discharging the pulser into the VH Output cable with nothing attached at the end. Testing will not exceed the Vendors stated Open Circuit Protection charge voltage threshold. If the system does not have Open Circuit Protection or the vendor supports the repair/replacement of internal parts, the system’s internal components will be inspected for repairability;

3.6.5 High-voltage power supply will also be checked at the monitoring port (if provided) to verify that it meets the manufactures stated Voltage operating range;

3.6.6 Peak Current will also be checked at the monitoring port (if provided) to verify that it meets at least the 150 A; and

3.6.7 Unit size and weight will be verified to meet mechanical specifications.

3.7 Government Acceptance Criteria

3.7.1 Pulser System must include all components (Pulse Generator, Coaxial Cable, Inductive Coupler, an external ability to re-charge batteries, and documentation);

3.7.2 Pulser System must pass all verification testing preformed by the Government once accepted;

3.7.3 The Government will notify the contractor of any issues are found once testing is completed.

4. DELIVERY and SHIPPING

4.1 Vendor should state delivery time.

4.2 The contractor shall ship the generator to the attention of the Technical Point of Contact (TPOC) identified in section 5.0 at the location listed below:
