JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department
2. Description of the Action Being Approved
Award of a firm fixed priced contract on a sole source basis for critical equipment to be used by the NSWCDD manufactured by Northrup Grumman Corporation.
3. Description of Supplies/Services
A quantity of ten (10) each Tactical Data Link Integration Exerciser (TIGER) Servers w/ Multi Link Software, part number 246-A11772. Delivery is required six (6) to eight (8) months after receipt of the order. The Government's minimum needs have been verified by the certifying technical and requirements personnel.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Market research conducted included contacting subject matter experts, performing internet searches, reviewing catalogs and product literature published by manufacturers available online, contacting the original equipment manufacturer (OEM), NGC, and obtaining a market research quote. This market research and the review of the manufacturer’s compatibility and system specifications has shown that these products would be the only solution compatible with the production suite. NGC is the OEM of this proprietary hardware verifying that there are no authorized resellers for these specific proprietary servers.
The proposed contract will be synopsized on the System for Award Management (SAM) website (SAM.gov) on or about 5 June 2025. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than Northrop Grumman Systems Corporation to provide the required equipment.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the supplies/services covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, Dahlgren Contract Department has no plans at this time to compete future contracts for the type of equipment covered by this document. If another potential source emerges, Dahlgren Contract Department will assess whether competition for future requirements is feasible.
