About this file

This document is a Justification for an Exception to Fair Opportunity (J&A) for the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). The document details a proposed firm-fixed-price delivery order under the NASA Solutions for Enterprise-Wide Procurement (SEWP) Government-wide Acquisition Contract for one Nintex Divisional Subscription for 5000 employees, manufactured by Nintex Global Limited. The license is for the period of 10 June 2025 to 9 June 2026, utilizing Fiscal Year 2025 Service Cost Center funds.

The justification emphasizes the need for this specific software renewal due to its critical functionality within the existing system infrastructure. The document notes that switching to an alternative software would result in significant system development, recovery, and sustainment costs, potentially causing six months of deployment delays. Market research confirmed Nintex Global Limited as the software developer, with multiple authorized resellers available. The contract will be awarded on a limited source basis, with the NSWCDD Contracting Officer determining best value using FAR 15.4 procedures. The point of contact for this requirement is Ashlee Wesley.
