About this file

This file is a Questions and Answers (Q&A) document from a federal contracting solicitation for surge tanks. The government, Naval Surface Warfare Center Indian Head Division (NSWC IHD), is procuring eight (8) surge tanks through a simplified acquisition using firm fixed price (FFP) terms. The solicitation (N00174-26-SIMACQ-10-0083) will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis without discussions unless deemed necessary by the Contracting Officer.

The Q&A reveals specific technical requirements for the surge tanks: a minimum 2.5-gallon stainless steel piston gas bottle accumulator with at least twice the length as width (non-spherical geometry), one 9/16" multipurpose port, and no requirement for lifting eyes, mounting hardware, or ASME stamp certification. Operating parameters include temperatures ranging from 32°F to 120°F and pressures between 14.4 psi (room pressure) and 10,000 psi. The tanks must be compatible with rocket exhaust gases, which the government identifies as highly corrosive, acidic, caustic, and oxidizing, with hydrofluoric gas as the most corrosive component. The government will handle installation and does not require drawings, specific space constraints, or delivery/installation services from the awardee. Type 316 stainless steel is preferred but not mandated. This solicitation is for commercial items under FAR Subpart 12.6, with a NAICS code 332420 and small business size standard of 750 employees.

Questions:Answers:
)Will you require lifting eyes? Not Required
)Is there a mounting requirement? Not Required
)Do you by chance have a drawing for this solicitation that I can provide to my engineers for review to see if we can fabricate these tanks? No drawing
)When it comes to delivery and installation are you requesting the awardee to fly out and perform the installationNo we will install
)What is the required tank geometry (internal diameter and length/depth)?Not picky, but'll say it should be at least twice as long as it is wide
)How many 9/16” MP ports are required?1
)What type of stainless steel (303, 304, 316, other) is required? Not required but we typically use 316 S.S. to great sucess with other similar hardware.
)Would you be able to get the SDS on that? Also, the highest temperature for the system?Highest temp is 120F, Dozens of corrosive gases will be introduced but we'll assume hydroflouric gas is the worst.
)Exact Fluid/Gas Being Stored Along With An MSDS/SDS Sheetdozen's of gases too many to list, every combination of the elements FL, H, C, N, O, Cl, Al, Fe, B, K, Na.
)Minimum Temp/Maximum Temp32F to 120F
)Maximum Pressure/Minimum Pressurebetween room pressure (14.4) and 10000 psi
)I have narrowed this down to a 2.5-gallon stainless steel piston gas bottle accumulator. Is spacing an issue for these accumulators? No, as long as it is not a sphere
)What type of gas will be used with the surge tank? Specifically, is it acidic, caustic, or oxidizing? All 3, they are smoke byproducts
)Could you please provide the exact gas name so the manufacturer can recommend compatible seals for the unit?hydrofluoric gas
)If available, please share the MSDS/SDS data sheet for review, as the manufacturer is unable to provide a quote without this information.NaN
)We need the specific gas being stored. “Corrosive gases” can mean a wide range of different gases. Is it acidic, oxidizing, etc.rocket exhaust gases, which is to say all of them. Assume hydrofluoric is the worst.
)Does these vessels require a ASME stamp? No
)Could you please confirm the required tank dimensions or provide any applicable drawings or space constraints? No constraints
)Would you happen to know what the gas being stored is?rocket exhaust gases, which is to say all of them. Assume hydrofluoric is the worst.
)Could you please send over the blueprints for the following listing? No. No blueprint will be provided.
