About this file
This document is a Standard Form 30 Amendment to a Navy solicitation (N0017425R0005) for manufacturing nozzles, issued by the Naval Surface Warfare Center (NSWC) Indian Head Division. The amendment extends the response deadline from 28 August 2025 to 11 September 2025 and includes detailed answers to 22 vendor questions about technical specifications. Key technical requirements include manufacturing 2,400 nozzles annually using specific material (H1025 heat treatment), with precise machining, engraving, passivation, and painting instructions. The contract structure includes one base year and four potential option years, with each year's production limited to 2,405 pieces (including 5 tensile test specimens). Specific manufacturing notes mandate using Mil-E-16663 painting standards, AMS2700 Type 2 passivation, and specific surface finishing techniques. Vendors must follow detailed drawing specifications, including serialization requirements and specific heat treatment processes performed after machining.

SUMMARY OF CHANGES
Section A - Solicitation/Contract Form
The following changes have been made:
INFORMATION FROM TO
Response Due Date 28 Aug 2025 11 Sep 2025
Miscellaneous text in this section has been modified to:
Questions received in response to the solicitation issuance are answered below:
Question 1: Can the material be heat treated prior to machining?
Answer 1 (revised): Not according to the drawing. H1025 material should not require heat treatment if it is purchased in the requested 1025 condition. Condition A refers to the annealed state of stock material. After parts are machined from this stock material and serialized as per note 8, subject parts to the heat treatment H1205.
Question 2: Note number 6 refers to "Blending", is a 16-surface finish acceptable for the surface finish?
Answer 2: The drawing only requires surface finish of 125. Note number 6 refers to "blending" of two geometries. The Government will inspect this blending feature, as it is important.
Question 3: Can you elaborate on what needs to be machined for tensile strength testing?
Answer 3 (revised): Tensile tests are usually redundant when it comes to billet material, as the tensile properties are provided in the material certifications. If tensile tests are required. I'd suggest they be pulled from the billet material prior to nozzle machining, the notation indicates a trans-axial specimen, which can be specified from the billet as well.
Machine the parts and heat treat them to H1025. Cut and machine the tensile strength tensile samples from the parts. ASTM E8 will give you the guidance on dimensions of tensile samples. If the heat treatment is done in batches, every batch will require its own tensile sample.
Question 4: Note 8 states the marking of the part. In the section showing where to put the "Engraving" is on the inside of the nozzle. Can you please confirm that the engraving goes on the inside of the nozzle?
Answer 4: The engraving should go on the outside of the Nozzle.
Question 5: How many years will this contract be awarded for? If not, is it an annual award for 2405 pieces that can be re-evaluated?
Answer 5: This contract is for one base year + four option years if exercised at the discretion of the Government. The annual award is for a maximum of 2,405 pieces; 5 tensile specimens and up to 2,400 nozzles. The potential contractor should quote the material at the defined quantities of 5 and 2,400 per option year in accordance with Section B.
Question 6: Does the part need to be completed from a single source or are subcontractors allowed for various finishing aspects like plating, painting, and testing?
Answer 6: No, the part does not have to be completed from a single source; subcontractors are allowed, and should be identified in the prime's proposal.
Question 7: Will the marking/engraving be on the painted part or should engraving be done before painting the parts?
Answer 7: The marking/engraving shall be done before painting.
N0017425R00050002
Question 8: We are considering making these parts from 17-4 PH SS SAE AMS 5643 annealed bars (solution treated). Please can you confirm if only one time heat treatment to H1025 AFTER machining and engraving is acceptable OR does the product need to machine with heat treated material at H1025 and heat treated again after machining? (Once with heat treated bars, second time after machining them).
Answer 8: Condition A refers to the annealed state of stock material. After parts are machined from this stock material and serialized as per note 8, subject parts to the heat treatment H1025. Please do not use 17-4 PH SS SAE 5643 annealed bars WITH H1205 prior to machining. Heat treatment H1025 will be done AFTER parts are machined. H1025 shall be performed only one time.
Question 9: Drawing 525-174-0132 not number 10 for enamel paint. Would it be acceptable to use powder coating instead?
Answer 9: Powder coating will not be accepted.
Question 10: Solicitation page 23 Section F table shows CLINs 0001, 0002, 0003, and 0004 with a 36-calendar day lead time.
With the first two CLINs being FAT with evaluation time, there is insufficient time to produce CLINs 0003 in that time frame.
Is there any relief for this projected lead time?
Answer 10: Please see Section F, for updated delivery schedule.
Question 11: Regarding Tensile Test Samples, will dimensions of the sample be provided at some point, or is the Government creating the sample from a full item?
Answer 11: Machine the parts and heat treat them to H1025. Cut and machine the tensile strength tensile samples from the parts.
ASTM E8 will give you the guidance on dimensions of tensile samples. If the heat treatment is done in batches, every batch will require its own tensile sample.
Question 12: Drawing 525-174-0132 Rev. N, Note #8 describes marking requirements and refers to contract and serial numbers.
Will units be serialized? If so, can you give me an example of what the serial number format will look like?
Answer 12 (revised): Serial Numbers are required, for example: "XXXX-XXX". The first four-digit number is the contract number, the digits after the dash are the serial numbers of the nozzle. If there are 999 total parts to deliver, the serial number will start with "0001". If there are 9999 total parts to deliver, the serial number will start with "0001".
Question 13: In reference to Drawing 525-174-0132 Rev. N, Note #12: We are quoting these parts based on machining them from bar stock as described in this note. This note also refers to the manufacturing process order in the following statement: "The material shall be machined, then engraved, heat treated and finally passivated". We would prefer to heat treat the bar stock material to the listed H1025 specification first and then machine the parts in the hardened condition to avoid any post machining heat distortion issues. Is it acceptable to machine these parts post heat treat if the finished parts still meet the required mechanical and hardness requirements?
Answer 13:The heat treatment H1025 shall be done AFTER parts are machined and serialized.
Question 14: The Solicitation Form 33 states proposals should be sent via email. Is there an alternative secure way we could submit the documents (DoD Safe etc.)? The proposal will contain CUI (bubbled drawings etc.) in the required Technical Capability and Inspection Test Plan Documents.
Answer 14: Yes; if a DoD SAFE Link is necessary, non-CAC users should reach out to the Contract Specialist/Procuring Contracting Officer for a drop-off link. Links are valid for 14 days once sent; therefore, requests should be submitted at least 2 business days prior to the closing date/time to allow sufficient time, and to not interfere with the RFP closing date/time.
Question 15: Concerning the past performance questionnaire: we will have to use references from our automotive and industrial customers for these. The form asks the references return the completed forms to: daniel.b.martin46.civ@us.navy.mil. Should we also get a copy of the completed questionnaires back from or references and include them in our proposal submission?
Answer 15: Questionnaires can be included in your past performance submission, but should also be provided to the identified POC(s).
Question 16: In the Section F table, line items 1, 2, 3, and 4 all have the same lead time of 36 days after award meaning that the first article parts, two sets of tensile test samples, and the first 2400 pc production lot are all due at the same time.
Answer 16: Please see Section F, for updated delivery schedule.
Question 17: Are the yearly batches going forward to be delivered in full once per year or are they to be released over the course of the year in smaller batches (monthly, quarterly, etc).
Answer 17:It is the preference of the Government that deliveries be made at one time vice smaller batches.
Question 18: Note 10 calls for cleaning and painting per MIL-E-16663. MIL-E-16663 was cancelled without replacement on 2 /28/2024. I have attached the notice of cancellation for reference. Is there another specification that we should use?
The paint subcontractor should abide by all instructions given in Note 10. They are to refer to the following Answer 18:
standards Paint and Primer type, Paint color, paint properties, and surface methods.
Use Mil-E-16663 and MIL-H-18911 for overall instructions Use FED-STD-595 for instruction of Color 26307 shipboard grey pigments Use TT-P-645C for the primer properties
TT-P-645 Rev C. Use Color 26307 as found in FED-SRD-595. Pigment 1,11,13,39 Use TT-P-490 for surface cleaning and prep methods
Question 19: Note 9 calls for passivation per AMS2700, Type 2. Would it be acceptable to use AMS2700, Type 8 passivation.
We are finding better availability for the Type 8 process because it is ROHS compliant whereas Type 2 is not. Type 8 is also a recommended method for 17-4 stainless steel per AMS2700F, Table 4.
Answer 19: AMSS2700, Type 2. Type 8 passivation is not acceptable.
Is it acceptable to use a NON-QPL approved supplier for the painting that is required? The material we would Question 20:
provide will come with a COC that states it is NON-QPL.
Answer 20: The use of a NON-QPL approved supplier for the painting is not acceptable.
Question 21: Material Properties for H1025 will be submitted as material test reports. Will the testing need to be done on finished parts (i.e. after machining) as shown on location in drawing per note 4 or on raw stock bars heat treat at H1025?
Answer 21: Machine the parts and heat treat them to H1025. Cut and machine the tensile strength tensile samples from the parts. ASTM E8 will give you the guidance on dimensions of tensile samples. If the heat treatment is done in batches, every batch will require its own tensile sample.
Question 22: What is the estimated weight of the finished part?
Answer 22: 1.714 LBS Painted
