About this file
This Statement of Work (SOW) details the Naval Surface Warfare Center Indian Head Division's (NSWC IHD) requirements for procuring di-n-butyl sebacate (DBS), a chemical compound. The procurement calls for 21,000 lbs of DBS, packaged in ten 275-gallon IBC totes, to be manufactured domestically by Aurorium LLC and delivered within four weeks of contract award. The DBS must meet specific chemical and physical properties outlined in Military Specification MIL-DTL-82669B(OS), including precise requirements for color, acidity, saponification number, refractive index, moisture content, sodium levels, and purity.
Key delivery and quality assurance requirements include: delivery to NSWC IHD between 7 A.M. to 10 A.M. Monday through Thursday, compliance with Department of Transportation regulations, ISO 9001:2008/2015 certification, and extensive testing and inspection protocols. The contractor must provide a Certificate of Analysis, gas chromatography analysis, and Safety Data Sheet. NSWC IHD reserves the right to perform 100% container sampling, reject shipments that fail specifications, and visit manufacturing facilities. All contractors must be U.S. citizens and obtain temporary base access identification. The solicitation is a small business set-aside with a not-to-exceed price of $250,000, to be awarded on a lowest price technically acceptable basis.

STATEMENT OF WORK
FOR
DI-N-BUTYL SEBACATE
1. PURPOSE
The Naval Surface Warfare Center Indian Head Division (NSWC IHD) located in Indian Head MD 20640-5035 requires the procurement of domestically manufactured di-n-butyl sebacate (DBS).
2. DI-N-BUTYL SEBACATE REQUIREMENTS
The chemical and physical properties of the DBS shall meet the requirements of Military Specification MIL-DTL-82669B(OS).
In addition, the contractor shall test the DBS against an external certified and traceable DBS standard using gas chromatography (GC). All GC testing must be run on the same instrument via the same method and calibration. Best practice typically dictates that testing be done on the same day to obtain quality data.
The DBS shall be manufactured in the United States by:
Aurorium LLC 201 N Illinois ST STE 1800 Indianapolis, Indiana 46204 +1 980-330-8273 https://www.aurorium.com
The Contractor shall obtain the DBS from Aurorium LLC dba Vertellus Specialties Inc only.

3. PACKING AND SHIPPING
Following contract award, NSWC IHD representatives may schedule a meeting with the Contractor to discuss shipment methods.
The contractor shall deliver the DBS in grey-colored 275-gallon IBC totes and label each container with the contract number and lot number. Paperwork shall state the contract number and lot number. The contractor shall provide a Safety Data Sheet (SDS). The delivery shall arrive at NSWC IHD between the hours of 7 A.M. to 10 A.M., Monday through Thursday to allow for sufficient time for chemical testing and off-loading of the materiel.
The contractor shall notify NSWC IHD a minimum of 2 calendar days prior to delivery of material so that NSWC IHD can ensure appropriate resources are available on the day of delivery.
Transportation shall comply with Department of Transportation regulations at Title 49, Code of Federal Regulations. The contractor is responsible for any hazardous materiel spills that may occur during transport of the Di-N-Butyl Sebacate (DBS).
4. QUALITY ASSURANCE
The manufacturing and distributor facilities shall be located in the United States and shall provide documentation of being ISO 9001:2008/2015 certified. Contractor shall perform all inspection requirements in accordance with Federal Acquisition Regulations (FAR 52.246-2). NSWC IHD reserves the right to visit the Contractor’s and Sub-Contractor’s manufacturing facility to witness the manufacturing process. NSWC IHD reserves the right to request and receive Lot acceptance and Lot traceability of the final product and all raw materials used in production.
5. INSPECTION AND FINAL ACCEPTANCE
The delivery trucks will proceed to BLDG. 116 for off-loading. The following will occur before transfer:
• Drivers will present a Certificate of Analysis (COA), a GC analysis of the Contractor supplied DBS demonstrating compliance with a GC analysis of an external certified traceable DBS standard, and the Safety Data Sheet (SDS) for verification. The COA must meet the requirement of MIL-DTL-82669B(OS) Lot acceptance and Lot traceability of the final product and all raw materials used in production. If the COA does not display all testing requirements per MIL-DTL-82669B(OS), then the entire shipment will be rejected. If any discrepancies are found, the Government reserves the right to return the shipment to the Contractor at no cost to the Government.
• Materiel samples will be collected and delivered to the NSWC IHD chemical laboratory for analysis. If the sample fails the government’s analysis against Military Specification MIL-DTL-82669B(OS), the shipment shall be returned to the Contractor at no cost to the Government.
• NSWC IHD reserves the right to perform a 100% sampling of all containers.
