The Naval Surface Warfare Center Indian Head Division (NSWC IHD) Contracts Department 026 is seeking companies with technical expertise, experience, capability, and resources to provide a suite of Radio Frequency (RF) laboratory grade instrumentation to expand the testing capabilities of D2’s RF laboratory to a minimum of 100 GHz. The instrumentation shall be backwards compatible with existing laboratory instrumentation utilizing standard interfaces;
meet industry electrical and safety standards; integrate and function cohesively as a system with required power cords, adapters and RF cabling; and include the following items as a minimum:
− Precision Network Analyzer (PNA) MM-Wave Network Analyzer with Frequency Extender to 110 GHz
− Microwave Vector Signal Generator with Frequency Extender operating to 110 GHz − Spectrum/Signal Analyzer with Frequency Extender to 110 GHz − General Accessories including: Standard gain horn antennas from 50-110 GHz, RF input
Connectors, 2.4 mm, male for UXA Signal Analyzer. The standard gain horn antennas shall be divided into three units to address the following frequency ranges: 50 – 75 GHz, 60 – 90 GHz, 75 – 110 GHz. Connector, IF out, wide for UXA Signal Analyzer; Connector Rear, Programmable IF output for UXA Signal Analyzer; 1 GHz Analysis Bandwidth for UXA Signal Analyzer; RF power suite measurement application for UXA Signal Analyzer
− Technical Support In addition, the vendor shall provide adequate and necessary technical consultation support for the first year to assist with installation of equipment, proper grounding and bonding set-up, operation, calibration, storage, transportation and troubleshooting of the required instrumentation. The vendor shall clearly identify installation procedures that are outside of standard protocols and any specialty tools required to complete such installation of procured instrumentation. If applicable, the vendor shall provide all required hazardous material (HAZMAT) documentation as well as clear documentation in the safe operation of all instrumentation identified for procurement in this document.
− Software Licenses The vendor shall provide delivery of up to five user licenses for any software required for operator to control and perform RF measurements, RF calculations, extrapolations, analysis, modeling and simulation for the required equipment. The software licenses shall be transferable within government personnel at the facility that procured the equipment/instrumentation as long as number of original users is not exceed at time of operation. Software licenses shall be considered for government use only and will not be provided to parties outside the procuring activity.
− Software Support The vendor shall provide a minimum of 12 months of software support for any software utilized in the control, operation or trouble shooting of the equipment/instrumentation procured under this solicitation. Support shall include: troubleshooting of software issues, software documentation, software security and performance updates, and general technical assistance.
Responding sources must be able to provide commercial products encompassing the entire suite of identified instrumentation, as well as on-site installation and familiarization training for turn-key operation. Responding sources should have the ability to provide preventative maintenance and servicing of equipment. In addition to field services, technical support via phone should also be available to the end user.
All responding sources shall provide no more than a 4-page capability statement that clearly indicates the company’s experience, assets, background, and ability to provide the required commercial products along with the stated support, and perform the required work without compromising the quality, accuracy, reliability, and schedule. Responses should include specific experience of instruments being applied to RF laboratories; appropriate references should be provided. It is also required to provide a point of contact, phone number, e-mail address, mail address, business size, taxpayer identification number, Unique Entity ID number and CAGE Code.
Please provide answers to the following questions. No response will be considered an incomplete submission and will not be reviewed.
1. How many years of experience does your company have calibrating the instrumentation according to industry standards?
2. Does your company have the ability to perform required maintenance and repair of instrumentation?
3. Does your company have at least 5 years of experience providing technical and trouble-shooting services for the required laboratory instrumentation and its associated software?
All responding sources must submit their responses no later than Friday, 13 February 2024, 02:00
