STATEMENT OF WORK
FOR
Moser Spent Carbon Drums Disposal
1. BACKGROUND
The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), Chemicals Division, Nitration Branch generates the spent carbon drums from the manufacture of nitrate esters explosives. The water is run through a carbon system to remove nitrate esters to less than ten (10) parts per million. The water is then stored in an underground holding basin. There are six parallel drum trains of four (4) 55‐ gallon carbon drums connected in series. The drums are filled with activated carbon to remove nitrate esters from the wastewater generated from nitration operations. Samples are taken from the carbon drum trains to test for nitrate ester levels to ensure that the wastewater has no breakthrough. If the wastewater analysis shows nitrate ester in excess of the permitted levels, the first drum in the chain is removed for disposal and the other three drums are each moved forward one place in the series and a new drum is put in the last place on the chain. The current carbon drums for disposal have been dewatered‐pressurized with low air pressure to remove bulk water from the drum, leaving only the wetted carbon and contaminants in the drum. The carbon drums are then hooked up to a ventilation system and allowed to off‐gas to vent the NOx emissions once the water is removed. The spent carbon is contaminated with nitrate esters and salts (Na2CO3, NaHCO3, Na2SO4 and NaNO3). The spent carbon is considered nonhazardous waste by the state of Maryland.
The nitration branch is estimating that it will generate up to 200 spent carbon drums each year.
This is based on the current production rates at the Moser Plant. This number is not guaranteed. It may increase or decrease based on customer orders.
Contractors may request a site visit to take a sample of the spent carbon for analysis as well as to determine what equipment will be needed to complete the job.
2. REQUIREMENTS
2.1 The Contractor shall pickup up to 200 spent carbon drums at NSWC IHD and transport to a facility for disposal as non‐hazardous waste. Each drum is a 55‐gallon steel drum. Shipment of the spent carbon drums offsite shall meet the Department of Transportation (DOT) requirements.
2.2 The Contractor is responsible for loading the spent carbon drums on the contractor’s truck and unloading the carbon drums to a facility for proper disposal.
2.3 The Contractor shall provide materials and bungs with vent for proper DOT requirements. The contractor shall provide equipment (forklift, pallet jacket, and/or truck with lift gate) for loading and unloading of the spent carbon drums.
2.4 The Contractor shall provide the over pack drums for proper shipment of any possible bulged and deheaded drums.
2.5 The Contractor is responsible for preparing all documentation for disposal (i.e. waste profiles, manifests, etc.)
2.6 NSWC IHD will give the vendor at least 3 days’ notice before the scheduled pick up date. The Contractor’s truck shall be at Bldg. 765 between the hours of 7:00 am to 2:00 pm for pickups.
2.7 The Contractor shall handle both transportation and disposal of the spent carbon drums.

4. SECURITY REQUIREMENTS
All contractor personnel entering NSWC IHD must be a U.S. Citizen and must obtain a temporary identification badge from the Pass and Identification Office upon arrival. Drivers must show two forms of identification, proof of insurance and registration documents to obtain a temporary identification badge. All base access and arrangements must be done by the vendor prior to providing services and/or deliveries.
5. PERIOD OF PERFORMANCE
The period of performance shall not exceed 12 months from the date of the contract award.
6. REPORTING REQUIREMENTS ENTERPRISE‐WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA)
The Contractor shall report Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for wastewater disposal via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs).
The excluded PSCs are:
1) W, Lease/Rental of Equipment;
2) X, Lease/Rental of Facilities;
3) Y, Construction of Structures and Facilities;
4) D, Automatic Data Processing and Telecommunications, IT and Telecom‐Telecommunications Transmission (D304) and Internet (D322) ONLY;
5) S, Utilities ONLY;
6) V, Freight and Shipping ONLY.
The Contractor is required to completely fill in all required data fields using the following web address https://doncmra.dmdc.osd.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
