About this file
This document is a Statement of Work (SOW) for a Network Analyzer required to support the JCREW I1B1 Program. The Software Support Activity (SSA) at NSWC IHD serves as the software sustainment provider for the JCREW system, which includes scanner/jammer devices used by the Navy, Air Force, and foreign military customers. The Network Analyzer is needed to test and verify the software and firmware for the JCREW system, including support for next-generation capabilities such as Software Defined Radio and updated control/display units. The SOW specifies the required performance capabilities of the Keysight 2-Port PNA Network Analyzer, including broad frequency range, high dynamic range, low noise, and advanced applications for mixer and pulsed-RF measurements. The related federal contract opportunity is a Request for Quote (RFQ) solicitation, N00174-24-R-0126, issued by the Department of the Navy Naval Sea Systems Command to procure this Network Analyzer for the JCREW I1B1 SSA.

NSWC IHD:
RDT&E VSYSCOM Lab 209, E34, NSWC IHD, serves PMS408 - Joint Counter Radio-Controlled Improvised Explosive
Device Electronic Warfare (JCREW) as the Software Support Activity (SSA) for JCREW I1B1 Family of
Scanner/Jammers. The nature of the software/firmware makes it imperative that the SSA must "mirror" the software development environment of the prime vendor, Northrup Grumman for sustainment (main deliverable software/firmware), transformational (NEXTGEN SDR, SC, CDU), and support of the JCREW Organic Depot at NSWC
CN.
The JCREW family of systems in deployed to the US NAVY, US AIRFORCE, OGA, and FMS customers.
The JCREW SSA must handle SW from other USG stakeholders, JHU/APL, and Industry.
This document is prepared in accordance with the direction of the Joint Counter Radio Controlled Improvised
Explosive Device Electronic Warfare (JCREW) program Statement of Work (SOW).
Identification:
This Computer Software Product (CSP) describes how to build each of the JCREW software and Very High Speed
Integrated Circuit (VHSIC) Hardware Description Language (VHDL) components and the Digital Versatile Discs
(DVDs) that contain all the source code, test and peer review artifacts for the CSCIs.
System Overview:
JCREW System of Systems (SoS), shown in shown below, implements a network-ready system architecture that is to be integrated into a variety of host platforms (dismounted, mounted and fixed site/semi-permanent). JCREW
Devices share a common modular hardware and software design for a cost effective solution using electronic warfare (EW) methods and techniques that meets the war fighter’s need for an agile and adaptive active defense system to suppress ever changing Radio Controlled Improvised Explosive Devices (CIEDs) AND (CUAS) threats.
Who: NSWC IHD RDT&E VSYSCOM Lab 209 E34, serves PMS408 - Joint Counter Radio-Controlled Improvised
Explosive Device Electronic Warfare (JCREW) ACAT II, as the Software Support Activity (SSA) for JCREW I1B1
Jammers and in that capacity are required to "mirror" the software lab development and system testing environment of the prime vendor, Northrup Grumman, Johns Hopkins University Applied Physics Laboratory
(JHU/APL), and the JCREW Organic Depot at NSWC CRANE.
What: Software Support Activity (SSA) has a unique need, in its mission of testing and verifying the detection and defeat of Improvised Explosive Devices (IED), for a Network Analyzer This Network Analyzer allows SSA to eanalyze cell communications in an isolated lab environment. Testing cell network performance when additional environmental variables are added is mission critical.
N5221B PNA Microwave Network Analyzer, 900 Hz / 10 MHz to 13.5 GHz
10 MHz to 13.5 GHz, 2-ports with one source and 4-ports with two sources, source and receiver attenuators, bias-tees, pulse generators and modulators, noise figure, and best RF performance.
As microwave and RF components become more complex, so do your test challenges. Wireless devices operate at even higher frequencies, requiring careful characterization to achieve faster data transmission specifications. The
Keysight PNA series vector network analyzers (VNA) provide the measurement integrity you need to transform deeper insights into better designs.
In R&D, design verification, or manufacturing, PNA network analyzer solutions use highly integrated hardware and specialized software to keep you ahead of next-generation performance requirements. The flexible hardware and extensive software applications provide complex device characterization with multiple measurements over a single connection. Characterize Broadband Millimeter-Wave Devices
Why waste time struggling to build a millimeter-wave (mm-Wave) VNA from scratch when our preconfigured test set makes it simple? Our broadband mm-Wave VNA solution includes a two-port or four-port network analyzer with the necessary mm-Wave cabling, frequency extenders, and test-set controller.
With the Keysight build your solution from either a PNA or PNA-X network analyzer and get enhanced broadband mm-Wave device characterization and modeling for on-wafer and connectorized measurements.
