About this file

This document contains a statement of work and federal contract opportunity solicitation for the repair of a National Instruments PXIe-1085 chassis. The Naval Surface Warfare Center Indian Head Division requires repair of an existing PXIe-1085 chassis to support their Joint Counter Radio-Controlled Improvised Explosive Device Electronic Warfare software testing environment. The solicitation is seeking quotes for the repair from certified National Instruments vendors under request for quotation number N0017424R0032, with a closing date of February 20, 2024. Evaluation will be based on technical acceptability of the quote to meet the specifications in the statement of work, followed by price. The repaired chassis will be used in the JCREW software support activity's system confidence tester, which mirrors the prime contractor's design and is used to verify software builds before release.

PXIe1085 Chassis Repair

STATEMENT OF WORK

Repair National Instruments - PCI CHASSIS

Requirement: The Naval Surface Warfare Center Indian Head Division (NSWC IHD) has a requirement.

The Software Support Activity (SSA) provides a full software sustainment capability for the JCREW I1B1 System of Systems. The goal is to support / lead system integration and technical insertion efforts as directed by the I1B1 APM/PM. The SSA will implement the system software and firmware (SW/FW) supportability and sustainment requirements identified in the Capabilities Production Document (CPD) and the Life Cycle Sustainment Plan (LCSP). The JCREW I1B1 Prime Vendor developed software utilizing this system to route RF signals in the calibration setup. RF signal routing utilizing this software enables proper calibration of the JCREW I1B1 systems in Lab 209

Need:

JCREW SSA requires the repair of an existing chassis.

The NI PXIe-1085 Series chassis combines a high-performance 18-slot PXI Express backplane with a high-output power supply and a structural design that has been optimized for maximum usability in a wide range of applications, offering advanced timing and synchronization features.

BACKGROUND:

Project Completion: The JCREW I1B1 is a DoD Program of Record (POR) - ACAT II program with major milestones through its life cycle where SSA has a direct involvement.

NSWC IHD:

RDT&E VSYSCOM Lab 209, E34, NSWC IHD, serves PMS408 - Joint Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (JCREW) as the Software Support Activity (SSA) for JCREW I1B1 Family of Scanner/Jammers. The nature of the software/firmware makes it imperative that the SSA must "mirror" the software development environment of the prime vendor, Northrup Grumman for sustainment (main deliverable software/firmware), transformational (NEXTGEN SDR, SC, CDU), and support of the JCREW Organic Depot at NSWC CN.

The JCREW family of systems in deployed to the US NAVY, US AIRFORCE, OGA, and FMS customers.

The JCREW SSA must handle SW from other USG stakeholders, JHU/APL, and Industry.

The JCREW SSA System Confidence Tester is composed of the following modules of which the NI PXIe- 1085 Chassis is a critical component. The SCT mirrors the design provided by the prime contractor, Northrop-Grumman, and is used to verify each and every SW build the JCREW SSA does V&V upon before release to the FLEET.
