STATEMENT OF WORK
COMMERCIAL WEIGH-FILL LEAN CELL
STATEMENT OF WORK
1.0 General
1.1 Introduction
The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) is the Department of Defense (DoD) Energetics Center and serves as the DoD Explosive Ordnance Disposal Technology Program lead.
NSWC IHD provides research, development, engineering, manufacturing, test, evaluation and in-service support of energetics and energetic materials (chemicals, propellants and explosives) for ordnance, warheads, propulsion systems, pyrotechnic devices, fuzing, electronic devices, Cartridge Actuated Devices and Propellant Actuated Devices (CAD/PADs), Packaging, Handling, Storage, and Transportation (PHS&T), gun systems and special weapons for Navy, Joint Forces, and the Nation.
The NSWC IHD CAD/PAD area utilizes lean cells with weigh-fill capabilities for multiple cartridge production programs. Most typically, a single lean cell is used for automated precision weighing of energetic material in 1in x 1in x 0.5in increment cups. The cups are then poured into a Government-designed pressing tool, and compressed using press mounted in the same lean cell.
1.2 Scope of Work
NSWC IHD has need for two automated weigh-fill lean cells designed for automated powder, pellet, or grain dispensing and weighing in the CAD/PAD Production Area. Each weigh-fill lean cell will contain double automatic dispensing and weighing modules with controller/operator interface. Each module is intended to automatically dispense a precise weight of a material into a container placed on a scale under the fill trough. These modules shall be mounted one per side of a pneumatic press to a standalone table with explosive shielding. The contractor shall be responsible for the design, fabrication, testing, and installation of this system.
2.0 Applicable Document
2.1 Government Drawings
NSWC IHD Technical Drawings:
2004-Y-212 44 Inch Lean Table and Shield
2.2 Conflicting Document Requirements
If there are any conflicts between specifications, drawings, or requirements listed herein, the contractor shall notify the Contracting Officer (KO) and the Technical Point of Contact (TPOC), in writing for interpretation, clarification, and resolution.
3.0 Requirements
3.1 Weigh-Fill Lean Cell Design Specifications
Each automated weigh-fill lean cell shall meet the following requirements:

Dispenser hopper/feeder/trough 2 EA 3.44 Weigh scale 2 EA 3.33 Pneumatic Press 1 EA 3.7
3.1.1 Operation Description
The system shall be designed for operators to place increment cups on the weigh scale and, with system interaction as minimal as a button push, the system shall tare and add material within a pre-set tolerance. Acceptable increments shall be indicated as such using a green “Good” sign on the monitor, while unacceptable increments shall be indicated as such using a red “Reject” sign on the monitor. The Operator shall remove rejected increments from the scale and return its contents to the hopper.
3.2 Electrical
3.2.1 Power Supply
All equipment shall be capable of operating from a 110V 60Hz power supply.
3.2.2 Hazard Classification
All provided electrical equipment shall be approved for use in Class II, Division 1 Groups F&G environment. An equivalent ATEX approval rating of Ex II 2D is also acceptable. The equipment should be air-purged.
3.3 Scale Requirements
The scale shall have a maximum capacity of at least 50g, and a readability of at least ±0.1mg.
Typical increments weigh 100-500mg.
3.4 Hopper/Feeder/Trough Requirements
3.4.1 Trough
The system shall contain a vee trough made from stainless steel electropolished to a surface finish appropriate to not inhibit the feeding of the powders in 3.4.3.
3.4.2 Powder Capacity
The supply hopper shall have a max capacity of at least 500mL.
3.4.3 Powder Properties
The system feed cycles shall be adjustable to allow dispensing of powders with a particle size as small as 2-5 micron, or pellets with outside dimensions of .125in dia. Powders have been known to stick together and form accumulations.
3.4.4 Feed Drive
The feeders shall be driven by compressed air and/or the electrical supply in 3.2.1.
3.5 Control System
3.5.1 Operator Controls
The contractor shall configure the system so the only controls during operation are “start/stop,” “reset,” and “purge” push buttons for the filling system. The operator shall have a go and no-go visual indicator for both feeder systems. The visual indicator shall also provide the operator with a digital read out of the current increment weight.
3.5.2 Engineer Controls
The system shall allow modification of setup parameters, and creation of up to 50 new fill profiles. The system shall be capable of the following:
Exporting/Importing fill setup parameters, as well as historical fill data Monitoring fill parameters and weights in real time Provide statistical data analysis of the fill data; including, at a minimum: Histogram, Scatter Plot (last 50), Cp, Cpk, Fill time (Hi, Lo, Avg.) Good/Reject Count
3.5.3 Program Development
The contractor shall ensure that the controller is able to be remotely accessed through LAN and Notebook computers for remote setup and operation. The system shall provide digital Input/Output (I/O) capability for future collection of weights in real time by a secondary data collection system. The Government requires output terminals at the controller. The system shall transmit data for each head in operation.
