RFIS WITH AMD 0001

RFI 0001: It appears that the government only requires a completed SF1449. Is that correct? No Technical or Management Approach, and no Past Performance required?

RFI Response 0001: Confirmed. The offeror shall submit a completed Standard Form 1449 in response to Request for Quotation (RFQ) N0017422Q0047. The Government reserves the right to consider past performance information available from sources including, but not limited to, information in the Contractor Performance Assessment Reporting System (CPARS) and the Federal Awardee Performance and Integrity Information System (FAPIIS). All offerors shall have a current registration in the System for Award Management (SAM) and possess a current DUNS number. No award shall be made to any offeror who does not meet these requirements. Please see RFQ Quoting Information for basis of award and other details.

RFI 0002: We noticed in the description on Sam.gov that the FY20 effort was cancelled at the customer’s request, however, was there an incumbent before the FY20 effort? If not, can we assume this was a new requirement back in FY20? If there was an incumbent prior to FY20 effort, could you please provide their contract number, value and period of performance?

RFI Response 0002: The Fiscal Year 2020 effort was a new requirement before it’s cancellation. There is not an incumbent vendor for this service.

RFI 0003: On page 4 of the solicitation, it states proof of a clean driving record shall be submitted with the Contractor’s proposal, then it states the offeror has 15 days post-award to provide the requested DMV records. Can the government please clarify if you want the DMV driving record to be submitted with the proposal or submitted 15 days after award?

RFI Response 0003: Awarded contractor will have 15 days post-award to submit the requested DMV information to the Government. These statements has been updated in the PWS for RFQ N0017422Q0047.

Temporary passes issued through the Base Pass and Identification Office will be furnished without charge.

Immediately report instances of lost or stolen badges to the Base Pass and Identification Office.

The Contractor shall furnish a completed DEPARTMENT OF THE NAVY LOCAL POPULATION ID CARD/BASE ACCESS PASS REGISTRATION (SECNAV FORM 5512/1) form for all personnel requesting badges.

DBIDS Standard Operating Procedures:

DBIDS Program Defense Biometric Identification System (DBIDS) is an enterprise identity management and perimeter installation access control solution. DBIDS increases installation security and communications by receiving frequent database updates on changes to personnel/credential status, law enforcement warrants, lost/stolen cards, and force protection conditions. The system provides a continuous vetting anytime the DBIDS card is scanned at an installation entry point. If the vendor/contractor employee passes the background screening process, the DBIDS credential that is issued to the vendor/contractor employee is valid for the term of the card. Periodic background screenings are conducted to verify continued DBIDS participation and installation access privileges.
