Statement of Work (SOW) For DOMEX Media Training

STATEMENT OF WORK

Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division Expeditionary Exploitation UNIT ONE (NSWC IHEODTD, EXU-1)

Media Training

1.0 SCOPE

Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) Expeditionary Exploitation UNIT ONE (EXU-1) has a unique mission that requires Non-standard Pre-deployment training currently not offered by traditional Navy EOD units.

This Statement of Work (SOW) defines training to be presented to NSWC IHEODTD EXU-1 personnel in Media Training.

As part of the EXU-1 Optimized Fleet Response Plan (OFRP) this advanced course of instruction (COI) is specifically designed to educate, train and prepare EXU-1 personnel in the collection, analysis, and exploitation of captured equipment, and media to generate actionable intelligence. This training will provide leaders at all echelons with intelligence about enemy forces, their plans and intentions, and their tactics, techniques and procedures (TTP) through the rapid and accurate extraction, exploitation, and analysis of acquired cell phones, computers and digital storage devices, video and audio tapes, and other media and materiel. This capability is a critical element of target exploitation, especially as it relates to actions on the objective during site exploitation performing triage analysis of a collected digital device, fundamental principles and best practices of device forensics and the analysis process and collect volatile data.

2.0 APPLICABLE DOCUMENTS

3.0 REQUIREMENTS

1) The Contractor shall provide all instructors, labor, training aids necessary to instruct and train EXU-1 Personnel in the areas specified in this SOW.

2) The Contractor shall provide one COI with classroom with wireless internet (Wi-Fi) capability and practical instruction for a up to 15 participants per course. The training curriculum will be designed to support a ten day COI with maximum of 10 hours of instruction per training day. The Contractor shall provide both classroom and practical training with a focus on the following areas:

•Properly capture digital evidence at a dynamic location and perform an analysis of a suspected device.
•Capture passwords
•Image digital devices using Windows and Linux based tools.
•Use preview devices to view data collected.
•Gather "low hanging fruit" for Intelligence.
•Report collected Intelligence to respective chain of command.
•Understand mobile device forensics fundamentals
•Understand the cell phone analysis process
•Understand the basics of data access/acquisition from an android phone
•Access/Acquire data from an android phone using various tools
•Analyze/Interpret data acquired from an android phone using various tools
•Understand the basics of data access/acquisition from an android phone
•Properly teardown a cellphone
•Report findings of the examination
•Teach EXU-1 equipment in depth (equipment listed below)

3) The Government shall provide the EXU-1 issued DOMEX equipment.

4) A detailed Schedule of Events (SOE) shall be developed and approved by EXU-1 Training Department, 5 business days prior to beginning of this COI. The Contractor shall provide course feedback evaluation forms that allow participants to comment on the primary blocks of instruction and make recommendations for this improvement. (CDRL A001). Any changes to the SOE shall be provided to the Contract Buyer and EXU-1 Training Department for approval.

5) The Contractor shall provide an After Action Report (AAR) to be delivered to the Contract Buyer and EXU-1 Training Department within two weeks following completion of each course of instruction. Any changes to the course will be discussed between the Contracts Department, EXU-1 Training Department and the Contractor as necessary.

3.1 CONTRACTOR CERTIFICATIONS / QUALIFICATIONS

1) The Contractor shall have previous active duty military experience. They must be familiar with rank structure and proper customs and courtesies warranted for each.

2) Familiarity with and working relationship with DOMEX industry

a. To include Encryption key downloads

b. Update downloads

3) Must be affiliated with an accredited university

4) Extensive hands on experience and working knowledge with the DOD issued DOMEX equipment listed above.

5) Instructors must have up to SECRET clearance and access to SIPR network.

6) Must have working knowledge and access to DON ISIS and SOFEX portal

3.2 PERIOD AND PLACE OF PERFORMANCE

The Contractor shall have a curriculum ready to deliver training for the anticipated dates and locations as follows:

3.3 CONTRACT OPTION YEAR

The base year covers the first year of Domex training.

One-year option for the subsequent year shall be included in the Domex training contract.

3.4 EVALUATIONS AND CERTIFICATIONS

1) The Contractor shall provide course feedback evaluation forms that allow participants to comment on the primary blocks of instruction and make recommendations for improvement this feedback will be provided in the After Action Report (AAR).

2) The Contractor shall deliver participant certificates upon completion of the course that state at a minimum the name and rank of each participant, hours of instruction, and course title and dates.

4.0 DEFINITIONS

1) CONTRACTOR. A supplier or vendor having a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2) CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

3) CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

4) SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

5) TRAINING AREA OR FACILITY. Classrooms and or conference room, non-explosive/non- live fire buildings.

52.204-3 TAXPAYER IDENTIFICATION (OCT 1998)

(a) Definitions.

Common parent, as used in this provision, means that corporate entity that owns or controls an affiliated group of corporations that files its Federal income tax returns on a consolidated basis, and of which the offeror is a member.

Taxpayer Identification Number (TIN), as used in this provision, means the number required by the Internal Revenue Service (IRS) to be used by the offeror in reporting income tax and other returns. The TIN may be either a Social Security Number or an Employer Identification Number.

(b) All offerors must submit the information required in paragraphs (d) through (f) of this provision to comply with debt collection requirements of 31 U.S.C. 7701(c) and 3325(d), reporting requirements of 26 U.S.C. 6041, 6041A, and 6050M, and implementing regulations issued by the IRS. If the resulting contract is subject to the payment reporting requirements described in Federal Acquisition Regulation (FAR) 4.904, the failure or refusal by the offeror to furnish the information may result in a 31 percent reduction of payments otherwise due under the contract.

(c) The TIN may be used by the Government to collect and report on any delinquent amounts arising out of the offeror's relationship with the Government (31 U.S.C. 7701(c)(3)). If the resulting contract is subject to the payment reporting requirements described in FAR 4.904, the TIN provided hereunder may be matched with IRS records to verify the accuracy of the offeror's TIN.

Each offeror who believes that acquisitions in different quantities would be more advantageous is invited to recommend an economic purchase quantity. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 (insert the period of time within which the Contracting Officer may exercise the option).

52.219-1 SMALL BUSINESS PROGRAM REPRESENTATIONS (OCT 2014)

(a) Definitions. As used in this provision--

Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business concern eligible under the WOSB Program.

Service-disabled veteran-owned small business concern--

(1) Means a small business concern--

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and the size standard in paragraph (b) of this provision.

Small disadvantaged business concern, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States, and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

(2) The management and daily business operations of which are controlled (as defined at 13 CFR 124.106) by individuals who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

Veteran-owned small business concern means a small business concern--

(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

Women-owned small business concern means a small business concern--

(1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.

Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127), means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JULY 2013)

(a) Definitions. As used in this clause--

Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.

(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:

(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.

252.211-7003 ITEM UNIQUE IDENTIFICATION AND VALUATION (MAR 2016)

(a) Definitions. As used in this clause-

Automatic identification device means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.

Concatenated unique item identifier means--

(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or

(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number; and serial number within the original part, lot, or batch number.

Data Matrix means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical Commission (IEC) 16022.

Data qualifier means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

DoD recognized unique identification equivalent means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at http://www.acq.osd.mil/dpap/pdi/uid/iuid_equivalents.html.

DoD item unique identification means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items.
