It deletes non-applicable clauses and confirms other requirements such as past performance questionnaires and quality assurance standards. The solicitation seeks proposals for the manufacture and delivery of a fully functional GPS satellite simulator and controller with specified capabilities including backward compatibility and M-Code support, as described in the statement of work. QUESTIONS AND ANSWERS
Question # 2:
Please clarify the following Submission requirement:
RFP Section L Paragraph 3.1.1 (i) requires submission in “electronic copy format” and then lists a number of copies per volume. It’s not clear if you are looking for printed hard copies or soft copies on media such as a CD? Please clarify the submission requirements in terms of Printed vs. Media submission.
Answer to Question # 2:
There is an error in the statement under 3.1.1 (i). The correct statement is below:
(i) The Offeror shall submit the following information in both hard copy and electronic copy format;
failure to do so will render an offer ineligible for award:
Question # 3
Will you be able to list out the different items listed on the quotation we will be providing as separate CLINS? The following items require approvals and will be delivered separately from the equipment: SimSAAS Classified package, SF1001-11 and SimMNSA?
Answer to Question # 3:
Indicate in your proposal if you need separate CLINs for items that are separately priced from the equipment.
Question # 4
Item No 0002 Data - this is already included with the equipment and will be supplied under Item No 0001. We do not have a price point for this.
Answer to Question # 4:
Just indicate that in your proposal and on Item No. 0002. This is usually a no-cost item.
Question # 5
Will DD 1423, Contract Data Requirements List (CDRL) mentioned on bottom of page 6 of the RFP be required? I did not see it attached to the solicitation.
Answer to Question # 5:
This is an error. There are no CDRLs included as attachments. Clause C-227-H006 Data Requirements List should not have been included in the solicitation.
Question # 6
D-211-H002 Marking of Reports (middle of page 8 of the RFP) - can you clarify which reports we would be providing? The items to be procured are Commercial Off the Shelf equipment.
Answer to Question # 6:
Since there are no reports to be submitted for this requirement, D-211-H002 Marking of Reports (NAVSE) (OCT 2018) on page 8 will be deleted.
Question # 7
Can you let us know what the ADC in the delivery information stands for?
Answer to Question # 7:
ADC means After Date of Contract.
Question # 8
252.213-7000 SPSR (bottom of page 30 of the RFP) - is this a requirement?
Answer to Question # 8:
Yes.
Question # 9
With regards to the Quality Assurance requirements, does it all apply? I don't see any of the boxes checked and the first page has N/A on Test/Inspection table. Our factory is ISO9001, ISO14001 and ISO1705 certified and we provide Certificates of Conformance with all of our equipment.
Answer to Question # 9
Most of the Quality Assurance form does not apply to this procurement. The manufacturer's certification of meeting ISO9001, 14001, and 1705 standards along with Certificates of Conformance will suffice.
Question # 10
Past Performance Questionnaire - we already have a past performance letter with contacts listed, which has been provided on other Government Solicitations. Can we provide this in place of the questionnaire?
Answer to Question # 10
As stated under Volume II-Past Performance on page 36 of the RFP, past performance questionnaires only apply to relevant contracts for which performance information is not available through CPARs. The Offeror and subcontractors shall submit he Past Performance Questionnaires to all of their references as listed on the Past Performance Matrix that have no CPARS contracts…..”Please instruct them to submit them to me via email at willy.quiambao@navy.mil and not by fax as the fax number in the questionnaire is incorrect.
Question # 11
Past Performance Matrix - is this information provided by our customers or us? We can provide past contracts for the same items to be procured.
Answer to Question # 11
Information for this matrix is provided by your company and your subcontractors (if there any) that were performed within the last 5 years.
