STATEMENT OF WORK

FOR

SIGN LANGUAGE INTERPRETER SERVICES

1.0 INTRODUCTION

The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is the Department of Defense (DoD) Energetics Center and serves as the DoD Explosive Ordnance Disposal Technology Program lead. NSWC IHEODTD focuses on the research, development, test, evaluation and in-service support of energetics and energetic systems as well as works to provide Soldiers, Marines, Sailors, and Airmen worldwide with the information and technological solutions they need to detect/locate, access, identify, render safe, recover/exploit, and dispose of both conventional and unconventional explosive threats.

NSWC IHEODTD currently employs several Deaf/Hard of Hearing (HoH) individuals who require interpreting services. These services are required throughout the year for each individual for various meetings. These individuals are employed in the STEM (i.e. Science, Technology, Engineering, and Mathematics) and Administrative/Technical Specialist disciplines. It is the intent of the Command to continue to recruit, hire and retain qualified employees with various disabilities including Deaf/HoH individuals to meet the mission of the Command.

2.0 SCOPE

The contractor shall provide interpreter services for the Deaf/HoH employees. Activities may include, but are not limited to, intercepts, voiceovers, and sign language in various settings where a manager or an employee may require the services of an interpreter for the Deaf/HoH. Interpreters must be able to interpret/transliterate fluently and understand the continuum of sign communication. The contractor shall provide at a minimum, interpreting services in American Sign Language (ASL). One interpreter is used for assignments, except when meetings are anticipated or are scheduled for more than one hour and/or situations indicate a need for additional interpreters.

3.0 REQUIREMENTS

The contractor shall provide an interpreter as required for the needs of each Deaf/HoH individual. The contractor may be required to provide more than one interpreter to meet this requirement. Any meeting/event in excess of two hours may require additional interpreters, depending on the type of meeting/event. The contractor shall keep a schedule for interpreting requests for regularly scheduled meetings and any on-call requests. This schedule, and any updates to the schedule, shall be emailed or electronically accessible to the Technical Point of Contact (TPOC) and the Alternate TPOC or Contracting Officer Representative (COR) each time a new event or meeting is scheduled.

The contractor shall provide an interpreter for meetings, tech briefings, Safety Stand-down briefings, trainings, discussions, performance meetings, performance reviews, on-boarding, recruitment and hiring events, interviews, seminars, conferences, inspections, work related exams, videos, and/or a variety of other work related situations and platforms. Provide services for Command All Hands meetings, Town Halls, and other special meetings called by Command within 24-hour notice. One interpreter is used for special meetings where more than one hearing impaired individual will be attending, except when scheduled for more than one hour and/or situations indicate a need for additional interpreters.

Interpreting services shall be provided by an on-site interpreter Tuesdays, Wednesdays, Thursdays, and on call Mondays and Fridays, 8 hours per day, between the flexible Command business hours of 6:00am to 6:00pm, with core work hours of 8:00 am to 4:00pm. Interpreter’s work hours will be determined based on needs of the Deaf/HoH employees. Deaf/HoH employees will schedule as many regularly scheduled meetings/events in advance as possible for the on-site interpreter. If the contractor exceeds the scheduled time, the contractor should submit an invoice for additional time the services were provided. Upon completion of interpreter service assignments, the contractor shall invoice for the actual number of interpreting hours at the fixed hourly rate identified under the contract.

The contractor shall provide interpreting services on an on-call/as-needed basis. If the on-site interpreter is unavailable or is already scheduled for another event, the on-call/as-needed basis interpreter will be requested. The contractor shall send confirmation of availability, or unavailability, to the requesting employee at least 72 hours prior to the scheduled event.

Occasionally, the contractor shall provide interpreting services off-site at our sister Divisions, which includes Carderock, Dahlgren, and NAVSEA HQ, Washington, DC for meetings or special events. The Contractor will invoice for the actual number of interpreting hours at the fixed hourly rate identified under the contract.

The contractor shall have someone at the home office to coordinate the interpreting service and to replace interpreters who are unable to report as scheduled. The coordinator shall inform the requester whenever the interpreter will be late and provide the estimated time of arrival (ETA).

The contractor shall give priority to training classes because attendance by employees is usually mandatory and classes are only offered at specific times and are not easily rescheduled.

The interpreter shall meet the requester at the scheduled meetings/events at least 15 minutes prior to the start time.

The requester will provide adequate directions, landmarks and travel time estimates to remote building locations/sites as necessary or requested by the interpreter.

If the individual interpreter service assignment was a last minute assignment with only one business day notice, the contractor shall invoice for the actual number of interpreting hours at the hourly rate identified for last minute assignments.

The contractor shall provide a means for the TPOC, Alternate TPOC, or COR to be able to contact the on-site interpreter at any time during the hours that the interpreter is required to be at NSWC IHEODTD (Monday-Friday, 8:00 am – 4:00 pm) NTE 5 hours via cell phone or pager.
