60-LB Shock Test Charge Conductive Container Procurement Statement Of Work
(SOW)
1.0 Project Title: Manufacture Shock Test Charge Containers Using Conductive Plastic (Polypropylene)
2.0 Background: The 60-LB shock test charge is used to test the structural integrity of Navy ships as well as the survivability of on-board electronic ship systems. The existing design calls for the fabrication of a general purpose polypropylene shaped to form the cylindrical container and its related parts. The charge container exterior surfaces are coated with a conductive paint. Peeling of the conductive paint from the container surface led to failure of the adhesion and conductivity specification requirements.
Consequently, the decision was made to replace this design with a conductive plastic thus eliminating the painting application step of the manufacturing process. The purpose of this procurement is to procure containers fabricated from a conductive polypropylene for internal evaluation by the U.S Government. If successful this container type will be used for all future procurements.
3.0 Scope: This contract requires the vendor to manufacture a total of 10 containers using a conductive polypropylene meeting the mechanical properties, conductance, resistance and thermal compatibility requirements of the applicable drawing(s) supplied with this solicitation.
· Prior to fabrication of the container, the successful vendor awarded this contract shall provide certification as specified in 5.3, confirming that the conductive plastic meets the conductance and resistance requirements of Drawing 7428225.
· The successful vendor shall also provide to the Government, material samples for mechanical properties and thermal compatibility testing as specified in 5.1. Manufacture of the containers can begin only after all the requirements of the plastic are in conformance with the Government’s specification requirements.
The mold required to manufacture the charge containers is unique to the containers and shall be procured by the vendor. The Government is prepared to bear the manufacturing cost and thus takes ownership at the conclusion of the contract.
4.0 Applicable Documents: The main containers and their related parts shall be produced to the following applicable drawings:
· Drawing 7428224, “Charge Container Assembly, Polypropylene (For Conventional (1/1) Ratio Charge of 60-LB (Empty)”; Note: This drawing is for informational purposes only. The stuffing tube component is NOT required for this procurement!
· Drawing 7428225, “Container, Polypropylene, For 60-LB Charge”
· Drawing 7428228, “Container, PP, ½ LB Booster, For 60 LB Charge”
· Drawing 7428229, “Cover, PP, For ½ LB Booster”
· Drawing 7428233, “Gasket”
· Drawing 7428235, “Coating, Conductive”. Note: This drawing is for informational purposes only as it provides the conductance and resistance requirements of the conductive plastic.
5.0 Performance Requirements: The following tasks are required by the contractor to deliver acceptable containers:
5.1 Task 1. Prior to container fabrication, vendor provide to NSWC IHEODTD, a 100 gram sample of the raw, conductive plastic for thermal compatibility testing. Also provide to NSWC IHEODTD eight (8) unannealed dog bone samples per ASTM D4000/D4101 for mechanical properties, specific gravity, and deflection temperature testing.
Material specification requirements are:
Material: Conductive Polypropylene Stress at rupture - 2900 psi (minimum) Specific gravity- 0.980 (maximum) Deflection Temperature- 176 °F (minimum) Conductance: 20,000,000 ohms (maximum) Resistance: 50 nanosiemens (minimum)
5.2 Task 2. Prior to container fabrication, vendor provide to NSWC IHEODTD conductance and resistance data as specified in 5.1, of the polypropylene material to be used in fabrication of the containers.
5.3 Task 3. The finished containers shall not leak at the booster well/main container body interface, when tested with tap water. Leak check shall be conducted at vendor facility.
5.4 Task 4. The main container body shall have a rib of the size, dimension and location shown on Drawing 7428225.
5.5 Task 5. The container lid shall fit inside the open or bottom end of the container body meeting the tolerance of Drawing 7428225.
6.0 Deliverables:
6.1 Test Data.
· The vendor shall provide polypropylene conductance and resistance data specified in section 5.2.
6.2 Material Samples. The vendor shall provide to NSWC IHEODTD a 100 gram sample and eight (8) unannealed dog bone conductive plastic samples as specified in 5.1.
6.3 Report. The vendor shall provide report detailing the results of testing the conductance and resistance of the polypropylene material.
6.4 Charge Containers: The vendor shall deliver a total of 10 each 60 LB charge containers consisting of the following:
a. Container body
b. Container lid ,
c. Booster container
d. Booster cover
e. Gasket
6.4.1 The finished containers shall be delivered to NSWC IHEODTD using the following shipping address:
