1. INTRODUCTION
This Statement of Work (SOW) outlines the requirements, deliverables and schedule associated with the procurement, services, installation and ongoing preventive maintenance of the refrigeration system in support of the Moser Plant production to the Naval Surface Warfare Center, Indian Head Explosive Ordinance Disposal Technology Division (NSWC IHEODTD), Indian Head MD 20640-5035.
Building 670 houses the Moser nitration plant refrigeration system (York chiller skid number/serial number: 81-201-058, refrigerant type R-22) that is designed to meet the cooling requirement of the nitration process for the production of the Otto Fuel II. The nitration process produces a large amount of heat that could detonate the material in the reactor at Bldg. 1543. The refrigeration unit is in place to control and maintain the temperature of the nitration process in order to prevent a catastrophic event.
2. SCOPE
The scope of this contract includes the following.
2.1. EQUIPMENT PROCURMENT
New Compressor Motor (100 HP) The contractor shall supply a new motor that is compatible with the existing York Refrigeration Unit (York chiller skid number/serial number: 81-201-058, refrigerant type R-22). See reference 1.1 for additional information.
Spare Compressor Refurbishment The contractor shall refurbish the existing spare compressor and supply all necessary components and parts to render the York RS84A-22 model compressor operational. See reference 1.1 for additional information. The spare compressor is currently stored at Bldg. 670.
The contractors may request a site visit to determine what equipment and/or parts will be needed to complete the job. It is expected that materials such as but not limited to bearings, valves, springs, piston rings, shaft seals, oil filters, oil, gaskets, sheaves, and other consumables will be required to complete the scope of work, and render the chiller operational. Contact the contract specialist representative for details. The contractor shall include an allotment for adding refrigerant to completely charge the existing system.
Compressor Rebuild Kit (for currently installed compressor) The contractor shall provide a rebuild kit for the existing compressor that is currently installed. The rebuild kit will contain the parts required to rebuild the existing, installed compressor. The contractor shall package parts for long term storage and include spare belts for the compressor/motor.
2.1.1. DELIVERY OF EQUIPMENT
Upon the completion of the spare compressor refurbishment, the contractor shall deliver the rebuilt compressor as well as the new motor including any supporting peripheral equipment to Bldg. 670 for storage pending installation. The installation of the rebuilt compressor and new motor will be scheduled with plant operations.
The contractor shall deliver the rebuild kit for the existing installed compressor within 60 days of award.
2.2. EQUIPMENT INSTALLATION
The following are requirements for installation of the equipment:
The contractor shall install the refurbished compressor and the new motor at Bldg. 670 refrigeration room within the Moser Nitration Facility. The unit shall be completely installed within a designated 2-week period (start to finish) as determined by NSWC IHEODTD.
NSWC IHEODTD will provide the contractor at least a 14 calendar day notice as to when the Moser Nitration Facility will be placed in downtime status. The contractor shall be available to provide the service at the time specified.
It is the contractor’s responsibility to ensure that all tools, documentation, equipment, necessary, to complete the job, are available at time of installation. Rigging support will be provided by NSWC IHEODTD.
The existing compressor and motor unit that are replaced shall be appropriately drained and/or sealed and stored within Bldg. 670. Any other associated tools/materials/trash shall be removed from the building and disposed of at the contractor’s expense.
The contractor shall recover and re-use existing R-22 refrigerant charge and check the system for leaks.
2.3. REFRIGERATION UNIT SERVICE
Unit services include the following. Additional information for each task is detailed in the following sections.
Task One: Bimonthly inspections and preventive maintenance of York R-22 Chiller System.
