The following items are applicable to this modification:

SUMMARY OF CHANGES

A consolidated version of vendor Questions and Answers (Q&A) is enclosed below. Question 33 has been added via this amendment. Additionally, question 26 has been updated below.

Questions and Answers:

1. Lot size: is there any requirement for min max lot size for the MK200 propelling charge and Mk166 primer? If not, for bigger qualities, are lot size of 5,000 to 10,000 acceptable?

There are no min/max lot size quantities for the Mk 200 Propelling Charge and Mk 166 Primer as long as they meet the specification requirements of:

For the Mk 200 (DTL-WS-35866(4.3.4)):

Lot formation shall be IAW MIL-STD-1916, shall consist of homogeneous Charges, and shall contain the following:

a. No more than one lot of Mk 102 Mod 0 Propellant IAW 53711-8395320.

b. No more than one lot of Mk 166 Mod 0 Primers IAW 53711-8568037 and WS35837.

c. No more than two lots of Mk 12 Mod 3 Poly Plugs IAW 10001-3208360 and WS17398.

d. No more than two lots of Mk 109 Mod 0 Cartridge Cases IAW 53711-8568582.

For the Mk 166 (DTL-WS-35837(4.4.3)):

As specified in the contract (see 6.2), each delivered lot shall consist of homogeneous Primers, and shall contain only one lot of each of the following:

a. Benite strand propellant IAW MIL-B-45451.

b. Class 4 black powder IAW MIL-P-223.

c. Tubing heat treat lot IAW MIL-DTL-15119.

d. Ignition Element Assembly lot IAW 53711-8568533 with the following stipulations: 1) a change in the bridge-wire manufacturer’s lot shall be a change in the ignition element assembly lot, and 2) the Ignition Charge (10001-2434757) may be manufactured in small batches if the batches are supplied from the same manufacturer using the same lots of ingredients, and if the batches are manufactured with no breaks in production for longer than 20 working days.

Lot size of 5000 to 10 000 is acceptable.

2. Gun firing tests:

a. Will the gun firing tests (including charge weight determination) be performed by the USG?

No, the Contractor is responsible for all gun firing testing.

b. Is it the responsible of the contractor to sub-contract NSWCDD for the gun firing tests?

Again, the Contractor is responsible to find a location that has a Mk 45 Gun available for testing. If there any testing performed at a Government facility will be discussed between the Contractor and the test facility and could include a "work for private parties" agreement.

c. Are the projectiles required for the gun firing tests GFM?

Projectiles (BL&Ps) will be provided and will be available at the test site chosen. The Contractor is responsible for contacting the Navy 60 days in advance of the test date to assure the test assets will get there on time. The

Contractor will not need to provide GFM Consumption reports for the BL&Ps since these will be delivered straight to the testing facility.

3. Plug performance testing (resistance, telescoping, tension and fragmentation):

a. Will the performance tests be performed by the government?

No, the Contractor is responsible for all performance testing.

b. Is it the responsible of the contractor to sub-contract NSWCDD for the performance tests?

The Contractor is responsible to find a location that has a Mk 45 Gun available for testing. If there any testing performed at a Government facility will be discussed between the Contractor and the test facility and could include a "work for private parties" agreement.

4. In specifications DTL-WS-35866 and DTL-WS-35837, required inspection methods for all Critical or Major characteristics is by AIE/AAIE/SIE:

a. Can one select/propose one or the other?

Yes

b. Is AAIE mandatory for critical characteristics?

AAIE is not mandatory for Critical Characteristics. See included reference to guide on Critical Characteristics for clarification:

http://www.ardec.army.mil/organizations/QESA/_files/CCCP_&_CPOA_Review_Guide_Rev- A_Amd_1_UNCLASSIFIED.PDF

c. For critical “visual” features, i.e. “No explosives shall be on exterior surfaces”, is “visual” inspection by operators acceptable?

Yes. The Critical characteristics guide includes more information on reliability for visual inspections.

5. Is there any 2D bar code label required on the MK 14 tank?

No, they are required on the palletized unit load per drawing ACV00561. The Mk 14 tank markings are in accordance with OR-68/43 additional requirement to add "Cartridge tanks shall be marked in accordance with WS 18782"

6. What is the approximate charge weight for one MK200 propelling charge?

Approximate charge weight of one Mk 200 Propelling Charge is 22 lbs.

7. Cartridge case conversion:

a. Are the cartridge cases supplied new cases (any cleaning required before using them)?

The first year, we will provide Mk 9 Cases with the beads formed already (which are the Mk 109 conversions).

b. Is there a suggested method to form the bead?

The cases will already have the beads when they get to the Contractor.

c. Is there a specific bead radius to respect?

N/A, cases will have bead before they get to the Contractor.

d. What is the role of the wax?

The wax helps the case/propelling charge not to get stuck in the gun barrel, especially if it is in the automatic gun fire mode.

e. Does the wax have to be removed after the beading operation?

No, the cases will be delivered to the Contractor with the bead and no wax. The Contractor will be receiving unwaxed cases as GFM instead of waxed cases.

8. Primer radiographic inspection: can one x-ray in the horizontal position? This would increase our output.

As long as the X-ray shows the areas where discernible gaps may be found it should be fine. DTL-WS-35837, Requirement 3.3. Radiographic (M101). All Primers shall be 100% radiographically inspected IAW 4.6.1. Primers shall not exhibit any discernible gaps as identified in figure 1 (locations 1 and 2). The presence, correct position, and correct orientation of the components of 53711-8568037 shall be verified (except Loctite® Threadlocker, Pressure- Sensitive Adhesive Tape (Aluminum-Backed), Varnish, Insulation Sleeving, Primer Stock Insulator, and Bottom Insulator). The Contractor can propose a method for X-Ray inspections and will be subject to Government approval.

X rays through the Primer Stock towards the primer tube parallel to its axis will not provide the visual image needed.

9. Ref drawing 8395317 item 6 “WAD”: will the WAD thickness be always the same at 2 inches (drawing 2846828-4) or can it vary from propellant lot to propellant lot?

Historically, with BS NACO it has varied from propellant lot to propellant lot. The Mk 102 propellant should behave similar between lot to lot variation but it could also vary. It all depends on the propellant packing depth, Table 1 determines the appropriate wad thickness.

10. Primer and propellant shipping: will metal pallet MK 3 be supplied as GFM?

No.

11. On page 115 of the solicitation in the middle of the page it is written: “The Offeror shall describe the approach that will be used to produce propelling charges that meet performance requirements as stated in the SOW section TBD”. What section is referenced by “TBD”?

The section referenced should be SOW section 3.1.1.

12. In order for us to provide the best proposal with competitive pricing, we respectfully request the following:

-Approximate Award Date

Approximate Award date is September 30, 2018.

-Ordering Period (month and year) for the Base Year and the two (2) Option Years, FATR Delivery – days after contract award, First Delivery – days after contract award or FATR approval, and Delivery quantities per month or per delivery period for both Base and Option Years

First delivery of the Base year should be completed by the 630th day after award. The timeframes provided on the CDRLs is the maximum allowed time. The Contractor needs to propose a schedule based on their production rates for the Mk 166, Mk 12, Mk 102, and the final load, assemble and pack Mk 200s, our end item. The government intends to be flexible on review times of documents to assist in obtaining first deliveries by the 630th day. Instead of a 45-day review, a 30-day review will be considered on a case-by-case basis. The Contractor will need to propose a realistic schedule to complete the first delivery within 630 days. Initial deliveries for exercised option years are expected 365 days after exercise of that option.

FAT for all components should have been performed for the base year's Mk 200 production, and component production should continue through deliveries for the second and third option year of Mk 200s and if any, Mk 166s Mk 12s and Mk 102.

13. Reference: Statement of Work: 3.4.1: All costs of destructive testing are considered as being included in the contract unit price.

Please confirm this applies to both FAT and LAT destructive testing including Ballistic testing and that the Government will not perform any testing (at its cost) of Mk 166 Primer, Mk 200 Propelling Charge and Mk 12 Plug FAT and LAT samples at any Government Owned testing facilities.

This applies to both FAT and LAT destructive testing. The Government will not perform any testing. The Contractor is responsible to find a location that has a Mk 45 Gun available for testing. If there is any testing performed at a Government facility, it will be discussed between the Contractor and the test facility and could include a "work for private parties" agreement.

14. Does Master Table of Contents and a Proposal Cross-Reference Table pertain to Volume I only or does it need to include Volume II, II, and IV content?

Volume I only.

15. Please confirm that ladder pricing is not required for CLINs 0003 and 0004 in the base year.

Step ladder pricing is required for these CLINs, and solicitation has been amended to indicate this.

16. Reference: Statement of Work: 3.1.2.1.1, GFM Item, Mk 14 Mod 3 Tanks- Are these tanks new or used? If used, will they be refurbished and supplied ready for use?

The tanks are used, and will be refurbished and ready for use when they arrive to the Vendor’s facility for packing.

17. Page 2, CLIN 0001: it states that First delivery shall be no later than 60 days after successful approval of the Mk 200 Lot Acceptance Testing. Is it possible that we should read FAT instead of LAT?

There are individual CLINs for FAT and for LAT. CLIN 001 is for deliveries of the Mk 200 end item production.

Section F: " Deliveries or Performance" section is updated in Amendment 2 to include 60 days after LAT Acceptance. First Article needs to be completed and approved before producing and the first full delivery should be after the Lot Acceptance Test Approval so that we can receive the lot into our inventory.

18. For all CLINs, is a unit price required for the Clin quantity and for each stepladder quantities or only for the stepladder quantities, i.e. for Clin 001, do we provide a price for 30,000 and then for each stepladder quantities (4,000‐7,999; 8,000‐14,999; 15,000‐30,000)?

Prices are required for each of the stepladder quantities.

19. Page 4, CLINs 003 and 004: are there any stepladder quantities for these 2 CLINs?

There are stepladder quantities for these, they have been updated in Amendment 2 of the Solicitation.

20. Page 21, there is a discrepancy in the list of GFM at page 21 vs list at page 69: Will Cartridge Case Conversion Mk 109 Mod 0 be supplied as GFM?

The Mk 109 Mod 0 is a Mk 9 Mod 1 or Mod 3 with the bead. We will provide the Mk 109 Mod 0s since the cases we will be providing are including the bead.

21. Page 26, table under 3.6.9.8, it indicates a quantity of 13 gages to be provided compared to 11 at page 70 (as GFE). Please confirm the quantity to be supplied.

The quantity provided is the quantity of gages that the Government owns (it should be 11) but is not the quantity that will be provided. Based on how production is set up, the Offeror can determine how many gages they will need to support a maximum throughput and we can provide them.

22. Page 69 ‐ Government ‐Furnished Property (Performance): why are there some items that have monetary value and others don't?

The items that do not have a monetary value are sub‐components of the main items that have a monetary value.

For example, we have a total price for the Mk 109 Mod 0 but the Mk 109 is a Mk 9 Mod 1 or a Mod 3 and includes a bead. You will not get a Mk 9 Mod 1 or 3, the Contractor will get the Mk 109 conversion which includes the bead.

The Mk 16 Pallet Adapter, as a whole, includes a price. The items below with no price, are sub‐components that make up the full Mk 16 pallet adapter since it gets assembled once the load gets put into the Mk 12 Pallet. The Contractor will get all the pieces that compose a Mk 16 pallet adapter and will not get any additional or spare parts.

23. Page 75, 52.209‐1 Qualification Requirements ‐ Could you please confirm which supply/service this clause applies to.

This clause is included to provide guidance in case the Offeror proposes something in addition to what is already qualified and approved for use. If there is an item from the TDP that the Offeror wants to propose a change to, affecting form, fit or function, or including a material change, it will need to go through qualification. Qualifications will take time and additional testing. Therefore, it is generally not recommended due to possible impact to the required delivery dates.

24. Page 78, paragraph (d), last sentence ‐ the Contractor shall not be required to make any deliveries under this contract after 30 September 2020. Is this applicable to the Base year only?

This has been updated to September 2022 on the solicitation.

25. Page 112, 2.0 Notices to Offerors: at (3) it states to provide supporting price data. Being a Canadian company, all price information is provided to a Canadian Government Corporation which performs price audits/endorsement, once we respond to a proposal for US Government (225.870). Please confirm that our bid will not be penalized if no price data is provided at the time of bid submission.

Refer to DFARs 225.870-4 (c) (2) (i) (D). Other than certified cost or pricing data is being required from all offerors. While a Canadian offeror is not required to provide certified cost or pricing data directly to the US Navy, supporting price data (not certified) is expected for the purposes of proposal evaluation.

26. Drawing 8395317 Note 1 requires that “all inner and outer surface of the case shall be cleaned with cloth dampened with solvent.” As beaded cartridge cases with wax will be supplied as GFM, is it still required to clean the outer surface with a solvent as it will most probably remove the wax? Is this operation (cleaning with solvent) applicable to all models of cartridge cases?

The cases and the prop charge shall be free of contamination and if this happens, it should be removed. It will also depend on what is being removed in order to use the solvent. The dampened cloth with solvent can be used to remove possible excess glue that comes out after closing the propelling charge with the plug. The Contractor will be receiving unwaxed cases as GFM instead of waxed cases as proposed before. The Contractor can propose other cleaning methods and will be subject for Government approval.

26. a. Amendment 03 identifies a change from the initial RFP in which the GFM Cases are now going to be supplied without the wax emulsion coating (0.0003-inch thick IAW MIL-W-3688). This appears to be a departure or deviation from Drawing 8568582, Note 3, which requires this coating. Please clarify; is the Contractor then required to apply this wax emulsion coating upon receiving the Cases in order to bring them into compliance with the TDP, or at some time later in the manufacture of the MK 200 Propelling Charge?

The Mk 109 cases will be supplied with the bead and without the wax to the Contractor. Since this deviates from the Mk 109 Conversion drawing (8568582), we can provide an ADL Change Notice including an exception to the drawing stating this deviation. The wax should be applied to empty cartridge cases after they are delivered to the Contractor facility. The timing is at the contractor’s discretion, but needs to be prior to Mk 200 Assembly.

27. Reference drawing 8568581, Propellant, cites two approved sources of supply. Would Government consider use of other sources of supply?

Not at this time. The Propellant is proprietary to GD‐OTS and the Government qualified the propellant according to their processes and materials. Qualifying a different source will take years and would consequently not meet the delivery requirements for this Contract.

28. Is the Government able to supply the Gun Barrel as GFE or willing to sell one? (Reference DTL‐WS‐35866: 4.5.5.1.2. Gun barrel. All ballistic tests shall be conducted using fleet‐released, 5‐Inch/54‐Caliber Mk 19 Mod 2 Gun Barrels or 5‐Inch/62‐Caliber Mk 36 Mod 0 Gun Barrels that have met the barrel proofing acceptance criteria, and that do not exhibit a velocity loss greater than 50 ft/s. The seating distance of the projectiles rammed into the gun barrel used in gun fire testing shall be determined at least three times during a gun fire test event. Gun barrel instrumentation requirements are described in Section 4.5.5.1.3.)

The testing facilities with a Mk 45 Gun will have or should have a gun barrel meeting verification method 4.5.5.1.2. A Gun Barrel will not be sold or provided as GFE to the Contractor. The acquisition of a Gun Barrel will not be beneficial if there is not a Mk 45 Gun available.

29. Reference Solicitation, page 113, paragraph 4.1

a) Are foldout pages (11" x 17") allowed for Facility Layouts, Process Maps and

IMS?

No, for this requirement, please adhere to the proposal format guidelines provided in the solicitation.

b) Are smaller font sizes allowed in Tables, Charts and graphics?

No, for this requirement, please adhere to the proposal format guidelines provided in the solicitation.

30. Reference Solicitation, page 115, paragraph 4.5. Price Information Since this is a FFP solicitation, please provide details about the type and content of the back-up spreadsheets that must be submitted with the cost proposal.

The solicitation requires price summary and back-up spreadsheets must be submitted in MS Excel format. We are not instructing vendors on the type and content of the back-up spreadsheets that must be submitted. The vendors have discretion in the methodology providing pricing details that allows the government to properly evaluate and conclude that the prices proposed are considered fair and reasonable.

31. Is the Mk 12 plug considered a component or an end item?

The Mk 12 is considered a component when providing Mk 200 Charges, but is considered an end item when individual deliveries, if any, are requested. First delivery of the Base year for the Mk 200 should be completed by the 630th day after award. Per our CLIN structure, we will not be requesting any individual components as end items (Mk 12 plugs, Mk 166 Primers or Mk 102 Propellant) until acceptance and initial deliveries of Mk 200 (CLIN 0001) have started. FAT completion for components are at the discretion of the Contractor as long as a) they meet those initial deliveries for the Mk 200 on the 630th day, and b) we, the Government, receive prior notice that it will happen and receive proper documentation as per the CDRLs requirements. FAT for all components should have been performed for the base year's Mk 200 production, and component production should continue through deliveries for the second and third option year of Mk 200s and if any, Mk 166s Mk 12s and Mk 102.

32. Could the Government provide the Safety Data Sheet for the Mk 102 Propellant?

Drawing 8395320 includes information on both approved sources of supplies. If needed, please contact the Propellant manufacturer to obtain the Safety Data Sheet for this component.

33. Can hard copies be received after the proposal due date as long as electronic copies are submitted on time?

No, all documents and attachments required of the complete proposal package needs to be received by 4:00PM EST on 27 July 2018.

File details come from the government source that posted it.
