1.0
SCOPE
Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) Expeditionary Exploitation Unit ONE (EXU-1) has a unique mission that requires Non-standard Pre-deployment training currently not offered by traditional Navy EOD units
This Statement of Work (SOW) defines training to be presented to NSWC IHEODTD EXU-1 EOD personnel in Expeditionary Forensics eXploitation (EFX).
As part of the EOD Fleet Response Training Plan (FRTP) this advanced Course of Instruction (COI) is specifically designed to educate, exercise and evaluate personnel in trace/bulk chemistry exploitation, Site Exploitation (SE), and best practices for identifying, handling, collecting and preserving Biometrics and Forensics items of evidentiary value.

3.0
REQUIREMENTS
1) The Contractor shall provide all instructors, labor, role players, training aids, explosive and narcotics samples, facilities, training vehicles, classrooms and equipment necessary, to educate, exercise and evaluate personnel in the areas specified in this SOW.
2) The Contractor shall provide one COI with classroom and practical instruction for a maximum of 10 participants per course. The training curriculum will be designed to support a ten day COI with maximum of 10 hours of instruction per training day. The training curriculum shall provide both classroom and practical training with a focus on the following areas:
A) Digital Photography B) Site Documentation and Inventory C) Tool marks, Impression, Fracture Marks, and Firearms Comparison D) Biological Material Collection Techniques
E) Latent Print collection and processing
F) Forensic Post Blast Investigation
G) Drugs & Explosives Testing H) Trace/Bulk Chemistry
I) Biometric Enabled Intelligence J) Forensics Enabled Intelligence K) Operation of field and/or forensic laboratory equipment: Live Scans, FTIR, RAMAN, fume hoods, GCMS, etc...
L) Communicating relevant data to reach back facilities and resources.
M) Identity criteria and common characteristics that determine a sensitive site.
N) Describe and practice EOD’s role in performing SE.
O) Identify key items to recover during SE operations.
P) Describe the steps to consider for collecting information and components found during the SE process.
Q) Describe and recognize the differences between an HME lab, a chemical lab, a biological lab, and a drug lab.
R) Instruction on how to use and proper input of evidentiary items into WEAT.
4) The Contractor shall provide practical drills to exercise Expeditionary Forensics eXploitation procedures and techniques incorporating EXU-1’s ECL. The Contractor shall provide all role players for training scenarios as required. Each participant shall have the opportunity to exercise techniques and procedures taught in the course to reinforce the best practices for identifying, handling and collecting items of evidentiary value.
5) The Contractor must use recognized safe chemical laboratory procedures and practices found to be suitable by the Occupational Safety and Health Administration (OSHA) and listed in 29 CFR 1910 subpart Z, section 1910.1450, appendix A.
6) A detailed Schedule of Events (SOE) shall be developed and approved by EXU-1 Readiness and Training Department 5 business day prior to beginning of this COI. Any changes to the SOE shall be provided to the Contract Buyer and EXU-1 Readiness and Training Department for approval.
7) The Contractor shall administer a pre and post knowledge survey for this training to accurately measure the comprehension and retention of the training provided. The details of the pre and post survey must be provided in the course AAR.
8) The Contractor shall provide an After Action Report (AAR), to be delivered to the Contract Buyer and EXU-1 Readiness and Training Department within two weeks following completion of each course of instruction. Any changes to the course will be discussed between the Contracts Department, EXU-1 Readiness and Training Department and the Contractor as necessary.
9) Enterprise-wide Contractor Manpower Reporting Application (ECMRA)
The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Expeditionary Forensics Exploitation (EFX) via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;
(5) S, Utilities ONLY;
(6) V, Freight and Shipping ONLY.
The contractor is required to completely fill in all required data fields using the following web address www.ecmra.mil
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. CONTRACTOR CERTIFICATIONS / QUALIFICATIONS
Safety is of the utmost concern to the government and the end user during this COI. It is imperative that instructors facilitating this course have the highest level of experience and the formal training qualifications possible to ensure the risk to all is mitigated to an acceptable level.
1) The Contractor shall ensure all of the following requirements are met and shall provide on-site instructors whom at a minimum have the below valid and current qualifications/certifications. The Contractor shall also make available necessary documentation for verification of the required qualifications/certifications for personnel working on this contract. Diplomas, graduation certificates, DD FORM 214, State or Federal Licenses, and past work history documentation as acceptable proof of the required certifications/qualifications. The Contractor shall maintain all certification records for employees working on this contract during the performance period. The government may review said records to verify acceptable records management and current certifications.
2) The Contractor shall hold an explosives license/permit from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and a drug license from the Drug Enforcement Agency (DEA). This licensing will allow the Contractor to conduct training exercises using a variety of real and simulated explosives and controlled substances.
3) The following criteria is required for any Contractor Instructor teaching each of the specific blocks of instruction on this contract:
A) Digital Photography - Certified Evidence Photographer B) Biological Material Collection Techniques - Certificate in Biotechnology C) Latent Print collection and processing - IAI Certified Latent Print Examiner (CLPE) D) Chemistry – Certificate in Forensic Toxicology

EVALUATIONS AND CERTIFICATIONS
1) The Contractor shall provide course feedback evaluation forms that allow participants to comment on the primary blocks of instruction and make recommendations for improvement. This feedback will be provided in the After Action Report (AAR).
2) The Contractor shall deliver participant certificates upon completion of the course that state at a minimum the name and rank of each participant, hours of instruction, and course title and dates.
4.0
DEFINITIONS
1) CONTRACTOR. A supplier or vendor having a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2) SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
3) TRAINING AREA OR FACILITY. Classrooms and non-explosive/non- live fire buildings or non-explosive/non-live fire training areas.
