STATEMENT OF WORK

STATEMENT OF WORK

FOR

MANUFACTURE OF CAD/PAD MAN-RATED HARDWARE COMPONENTS:

CCU DELAY CARTRIDGES (CCU-36, CCU-38, CCU-40)

1.0 INTRODUCTION

The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC

IHEODTD) requires support in the manufacture and delivery of hardware components (Cases: 3 Revisions, Disc

Photo-etched, Sealing Disc, Closure Cup: 2 Revisions, Orifice Disc: 2 Revisions, Primer Holders) for the CCU (-36, 38, -40) Delay Cartridges.

1.1 Background

As a producer of the CCU Delay Cartridges (CCU-36, CCU-38, CCU-40), NSWC IHEODTD is responsible for production, environmental / performance testing, and configuration management of these initiators.

The CCU Delay Cartridges are utilized in Cartridge Actuated Initiators which are used to produce gas pressure to initiate the Wind Oriented Rapid Deployment (WORD) drogue release systems and parachute actuators. During operation, gas pressure received from the ejection catapult creates pressure within the manifold which acts upon the firing pin mechanisms of the primary delay cartridges. Developing gas pressure causes the shear pins to break allowing the firing pins to strike and ignite the primary delay cartridges.

Backup ignition systems are also designed to function in the event that the gas pressure received from the catapult cartridge is not sufficient to actuate the firing pin mechanisms. Should this occur, gas pressure from the ejection seat gas generator cartridge (located on the right hand side of the catapult) is used to ignite backup delay cartridges. After a nominal delay, the cartridge fires and the burning propellant produces the additional gas pressure to ensure actuation of the firing pin mechanisms of the primary delay cartridges.

1.2 Scope

This Statement of Work (SOW) defines the requirements for the manufacture and delivery of CCU Delay Cartridges

(CCU-36, CCU-38, CCU-40) hardware components. These hardware components are required in response to urgent work orders received from various United States Air Force (USAF) customers.

The Contractor shall fabricate, test, inspect and deliver CCU Delay Cartridges (CCU-36, CCU-38, CCU-40) hardware components in accordance with the requirements of this SOW and all other specified requirements dictated in a contract award.

3.2.2.2 First Article Acceptance Requirements

First Article submission shall be performed after purchase order award and prior to production. The First Article sample of units shall be produced with equipment and procedures the Contractor will use in production. Once the

First Article of an item is accepted, the Contractor shall not change sub-contractors without prior approval from the

Government.

The First Article sample will be 5 each of all parts as specified in this SOW. First Article samples procured under this purchase order shall be considered to be test units and therefore should not be included in net deliverable quantities.

First Article approval is valid only on the contract under which it is granted, unless otherwise provided by the

Contracting Officer. In the event that production has been interrupted for more than 12 months, there have been major changes in equipment, personnel, procedures, or other changes which may adversely affect the product, additional First Article samples may be required prior to the resumption of production. If the production delays are caused by the Contractor, the additional cost for such samples will be paid for by the Contractor. If not, the additional cost will be negotiated at such time. If such delays occur as a result of Government changes, or cause, the additional cost for such samples will be borne by the Government.

The Government reserves the right to perform an additional First Article sample test, at the cost of the Contractor / or cost compensation by the Contractor, for additional Government testing if any deliverable fails to meet any requirement specified herein and in the Contract. Any production by the Contractor before formal acceptance of the

First Article sample shall be at the Contractor’s cost risk.
