1.0 General

1.1 Introduction

NSWC IHDIV specializes in life cycle support for cartridge‐and propellant‐actuated devices (CAD/PADs).

This includes exploratory development, qualification, acquisition, and comprehensive product and logistics support. The CAD/PAD Division administers, manages, and conducts development, engineering, procurement, and logistics support functions for CADs and PADs and Aircrew Escape Propulsion Systems (AEPS) for the DoD.

1.2 Scope

NSWC IHDIV requires test support in order to evaluate the performance and reliability level of the items listed in Table I. This will entail performing non‐destructive tests and ballistic/functional tests in accordance with specifications listed in Section 2.0 and providing data sheets in addition to testing summaries to the Government. The provided results will be compared directly with lot acceptance test (LAT) data to ascertain the effects of age and service exposure on performance and reliability. Quantities listed are approximate and could change, however; the government reserves the right to test less than the number listed in Table I if desired.

3.0 Requirements

The contractor shall conduct and document ordnance assessment test and analysis associated with the item given in Table I. All tests will be conducted in accordance with the documents listed in Section 2.0.

In the event that any of the documents listed has changed, the government shall be notified of the change and be provided a copy for concurrence. The contractor shall provide the instrumentation, test equipment, gauges or any other equipment needed to support this effort. The testing is to be completed within one‐hundred and twenty (120) days after receipt of GFM, including delivery of data. The contractor shall provide a report of all non‐destructive and destructive test results in accordance with sections Error! Reference source not found.Error! Reference source not found.Error! Reference source not found.3.1 through 3.44 and as outlined in CDRL A001.

3.1 For UPCO PN 51701‐9 and 51701‐10

Non‐ Destructive Testing (NDT) A) Visual Inspection ‐ The contractor shall perform a visual inspection of the items listed in Table I to identify any physical anomalies. This will include identifying any damage that could affect function or installation. Any damage identified shall be documented and photographed.

Inspection data shall include a record of the lot number, serial number, and date of manufacture.

B) Environmental Testing ‐ The contractor shall perform an Environmental Leak Test on the items listed in Table I in accordance with the applicable documents listed in Section 2.0 to identify any internal anomalies. (ATP 12331(09) Section 5.4)

Destructive Testing The contractor shall perform Ballistic/Functional tests on the items listed in Table I in accordance with the applicable documents listed in Section 2.0 to verify that they meet the applicable specification requirements [ATP 12331(09)]. The contractor shall also provide a summary of the ballistic test results (data sheets) after data reduction, also listing the acceptance criteria. Prior to testing, all the items listed in Table I shall have completed the NDT in accordance with the applicable documents listed in Section

2.0. Also prior to performance testing, temperature condition the specified test sample at the temperatures identified in the Government supplied sample identification/temperature breakdown.

Government concurrence is required before conditioning the sample. Performance test fire each unit within the time frame of removal from the conditioning chamber in accordance with the documents listed in Section 2.0. The following data shall be recorded as minimum:

A) Full Propagation

B) Full Severance for 12 of 17 samples (target material placed in two areas of the full assembly)

Note: Target shall be 0.250 inch thick, ±0.005 inch Polycarbonate plastic per MIL‐P‐83310 with dimensions ~3‐inches by ~12‐inches. Attachments shall be done close to two corners, requiring 2 total targets. Attachment shall use ~0.110‐thick shim material between the target and the charge holder, sandwiched between 0.250‐inch thick aluminum bars (using the sketch below as a guide) and standard AH‐64 attachment hardware.

Figure 1. Section of Severance Assembly Test Setup (similar to AH‐64)

C) The acceptance criteria for destructive tests are to be in accordance with 6.1.5(a) and 6.1.5(b) of 12331(09)ATP.

D) Detonation velocity and penetration shall be conducted as follows:

a. Five units (5 of the 17 samples, 2 per sample) to be used to obtain both detonation velocity data and penetration data using UPCO document 12331(08)ATP as a guide.

b. For VOD, five tests will be done on aluminum targets for information only

(12331(08)ATP modified to use aluminum targets made from 2024‐T351, ½ inch thick). Target length shall be in the range of 9 to 12 inches to obtain VOD using standardized test methods on an aluminum target. Penetration shall be taken for information only.

c. For penetration, 12331(08)ATP, paragraph 5.1.3.2 shall be used verbatim for the penetration measurements on five tests units on special target material, PN 81426‐ 3.

Note: Jetcord shall be removed from the charge holder without damaging the cord with a length that is 3‐inches greater than the target. The condition of the Jetcord removed from the charge holder shall be photographed as a visual verification for damage or miscellaneous issues prior to function for VOD/Penetration data. Six total tests will be done, which equates to three VOD tests as well as ## Penetration tests done independently.

Performance Testing Failures In the event of a failure the contractor shall be limited to verifying the test setup and taking a post‐fire x‐ ray of the unit(s) with a failure alongside a successfully functioned unit. If possible an unfired unit should also be included in the x‐ray. The contractor must retain any failed units for at least 90 days after testing or until released for disposal by a government representative, whichever occurs first. Contractor shall ship failed unit(s) back to the government upon request. Unless otherwise stated in the ATP, or at the discretion of the government witness(es), testing shall continue after a failure is observed.

3.2 For UPCO PN 52276‐2, 52277‐4, 52277‐3, and 52278‐2.

B) Environmental Testing ‐ The contractor shall perform a Environmental Leak Test on the items listed in Table I in accordance with the applicable documents listed in Section 2.0 to identify any internal anomalies.

B) Full Severance on 9 of 30 samples (target material place in one area of the full assembly).

Note: Target material shall be obtained from salvaged destruct tested hardware target material (refer to UPCO Drawing 81336‐2). Due to salvaging, size variation approximates ~3‐ inches by ~6‐inches. Attachments shall use 2024‐T351 aluminum frame material to attach the target with shim stock to the charge holder. Attachment shall be done according to the sketch below as a guide [aluminum not shown] using standard materials (e.g. bolts, nuts…)

Figure 2. UPCO Drawing 81336‐2

C) The acceptance criteria for destructive tests are to be in accordance with 6.1.4(a) and
