DEPARTMENT OF THE NA VY

NAVAL SURFACE WARFARE CENTER

INDIAN HEAD EXPLOSIVE ORDNANCE DISPOSAL TECHNOLOGY DIVISION

3767 STRAUSS AVENUE

SUITE 201

INDIAN HEAD, MD 20640-5150

Contracts Department - Form 13 (Rev 12/16)

J&A Number:FY16-195-112 Code: 026G

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command, Naval Surface Warf are Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Contracts Department (Code 02). This requirement is in support of the R Department.

2. Description of the Action Being Approved

Award of a sole source indefinite-delivery indefinite quantity (IDIQ) cost-plus-fixed-fee (CPFF) and possible firm fixed price (FFP) delivery order contract for High-Fidelity Characterization and Computational Analysis. The proposed awardee is:

Combustion Research & Flow Technology, Inc. (CRAFT Tech) 6210 Kellers Church Rd Pipersville, PA 18947-1020 CAGE Code 018BS

3. Description of Supplies/Services

NSWC IHEODTD requires access to High-Fidelity Modeling and Simulation capabilities in support of current and future Research, Development, Test and Evaluation (RDT&E) operations. The Modeling and Simulation (M&S) capability must be able to support the following topics:

1) Characterization of Explosive and propellant events

2) Characterization of Chemical/Biological Weapon (CBW) Scenarios

J&A NUMBER: FY16-195-112

Code: 026G

3) Characterization of Contaminants and impact on optical/RF signatures and explosive performance.

4) Influence of Dust on optical/RF signatures and explosive performance.

5) Model Refinements and Rectification

6) Development of new computational strategies for improved performance and reduced computational time.

The estimated dollar value for the proposed contract, identified by fiscal year and appropriation, is shown below. The period of performance is for one 12-month base period, with four option 12-month periods of performance.

Estimated Dollar Value FY17 FYlS FY19 FY20 FY21 I Totals

Navy RDT&E $540k $550k $570k $590k $610k I $2. 9M

The Government's minimum needs have been verified by the certifying technical and requirements personnel.

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304{c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. Rationale Justifying Use of Cited Statutory Authority

NSWC IHEODTD conducts significant amounts of RDT&E in explosives, propellants and other energetic materials.

Certain aspects of this work require high fidelity modeling and simulations' capabilities that are not available internally. CRAFT Tech has developed and maintains proprietary High-Fidelity Modeling and Simulation capabilities which meet or exceed NSWC IHEODTD's requirements in the fields of computational fluid dynamics (CFD), multi-phase combustion, turbulence, shock physics, explosions and detonations, plume phenomenology, radiation transport, high performance computing (HPC), etc.

Under the proposed contract, CRAFT Tech will provide high fidelity modeling results to support current and future Science and Technology (S&T) efforts across the Navy, DoD and the federal government. CRAFT Tech's computational methodology for performing such predictions was developed under the sponsorship of various organizations from e s e

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

As part of its ongoing research efforts, NSWC IHEODTD's Research Department maintains in-depth knowledge of the high fidelity modeling industry. This includes insight into the current state of the art simulation capabilities and companies that supply these capabilities. This knowledge is maintained through close ties with the industry, other DoD and government agencies performing similar research, and through routine reviews of relevant journals and attend ace at symposiums and conferences.

Based on its knowledge and expertise, NSWC IHEODTD's Research Department has determined that no companies other than CRAFT Tech have the knowledge and technical capability to provide the required M&S services.

Furthermore, certain M&S capability is proprietary to CRAFT Tech and cannot be provided by another company.

A Sources Sought notice was posted on 13 May 2016 to the Federal Business Opportunities (Fed.BizOps} website to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-l(d). There were two responses received.

only submitted a question about the sources Sought and not an official response. After reviewing the capabilities of both companies, they were excluded due to their lack of experience in applying high fidelity modeling to all the topics outlined in the provided SOW. Both would require additional Research and Development to refine their codes and capabilities in order to support the requirements of this contract imparting additional cost and time on the government that would not be required using CRAFT Tech.

Both companies would require at least 3-5 years of further development to achieve the required level of modeling capabilities which would cost the government $2-4 million investment.

A sole source notice was posted on FEDBIZOPPS website on 30 August 2016. One response was received from an offerer who had previously expressed interest under the sources sought notice.

No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than CRAFT Tech to provide the required supplies and services.

7. Determination of Fair and Reasonable Costs

The Contracting Officer will make a determination whether the anticipated costs to the Government for the services covered by the J&A are fair and reasonable in accordance with FAR Subpart 15.4 prior to award.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, NSWC IHEODTD has no plans at this time to compete future contracts for the types of services covered by this document. If another potential source emerges, NSWC IHEODTD will assess whether competition for future requirements is feasible.
